The United States thanks the Director General for his latest report on the nuclear safety, security, and safeguards situation in Ukraine. We reiterate our firm support for the technical and complementary diplomatic efforts undertaken by the Secretariat to prevent a nuclear incident. The United States is grateful for the dedicated and brave international civil servants who enable the IAEA to perform its unique technical role assisting Ukraine in maintaining nuclear safety and security while fulfilling the obligatory safeguards activities throughout this conflict.<\/p>\n
As the parties continue to pursue peace, we reiterate our longstanding call for all parties to refrain from taking any actions that could result in a nuclear safety incident in Ukraine, especially at the Zaporizhzhia Nuclear Power Plant (ZNPP), which remains on the front lines of active combat. While emergency diesel generators remain available, continued disruption of ZNPP\u2019s offsite power supply, including the reported June 4 strikes near the Zaporizhzhia thermal switchyard, only exacerbate the serious concern about the ability to cool the six reactors at ZNPP and avoid the threat of a nuclear incident.<\/p>\n

The United States is alarmed by the scale and frequency of unmanned aerial vehicles in the skies above Ukrainian nuclear power plants as described in the DG\u2019s latest report. The June 7 Russian strike at Chornobyl\u2019s Central Spent Nuclear Fuel Storage Facility underlines the ongoing risk to nuclear safety from UAVs. In addition, the United States remains concerned that during this reporting period off-site power to all five nuclear sites in Ukraine was impacted as a result of this conflict. The reported grid instability, damage to energy infrastructure, disconnections of power lines, unplanned shutdown of reactor units and their disconnection from the grid, and the frequent power reductions that were required in response to grid instability all directly threaten nuclear safety. We are grateful to the IAEA for its work to quickly renegotiate a ceasefire to repair the 750 kV line near ZNPP following a reported disruption in de-mining activities last week. We urge an immediate cessation of actions that further imperil nuclear safety.<\/p>\n
The report also confirms the Agency\u2019s vital verification activities in Ukraine continue to be undertaken pursuant to Ukraine\u2019s Comprehensive Safeguards Agreement and Additional Protocol despite the challenging circumstances. We welcome Ukraine\u2019s continued efforts to fulfill its safeguards obligations despite the conflict, and we note the Agency has found no indication that would give rise to a proliferation concern in Ukraine.<\/p>\n
