It warns that Trenton\u2019s water utility does not possess the technical, managerial or financial capacity to avert a possible \u201ccatastrophic failure,\u201d of its water system. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"3UVS53QMJJAG7MO2UW36JVWHKE\">New Jersey Department of Environmental Protection, DEP, Commissioner Shawn LaTourette <a href=\"https:\/\/dep.nj.gov\/wp-content\/uploads\/trentonwater\/docs\/njdep-tww-status-cmmr-to-trenton-mayor-and-council-20250729.pdf\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/dep.nj.gov\/wp-content\/uploads\/trentonwater\/docs\/njdep-tww-status-cmmr-to-trenton-mayor-and-council-20250729.pdf\">signed it on July 29, 2025<\/a>. He\u2019d made an unannounced visit to the utility\u2019s water treatment plant on June 18 and was not impressed.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"QUBL7HW4Q5BPHLGOFYQMZUTQUI\">\u201cThe observations made during this three-hour site visit were deeply troubling and conformed with the independent findings of historic neglect, underinvestment, and an unsupported and ill-equipped TWW workforce,\u201d he wrote. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"EOHLCKRCCNFORLW66IL3YMVHEQ\">The letter then urged the city to consider a regional water authority for Trenton Water Works, as the utility is known, and to give the other towns it serves a seat at the table. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"OG6PC7SVAJGFXGTIDRMAWUUQ4I\">The city provides drinking water for Ewing, Lawrence, Hopewell and Hamilton, a population of about 200,000.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"7GPSKVMFSJHSFEXRUSRIEHTIAI\">It makes sense, LaTourette wrote, as the towns could pool resources, expertise and management. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"6FCOPFAKONECPA3JCL75OVROBU\">\u201cBy working together, the towns can achieve economies of scale, reduce costs, and enhance service quality,\u201d he wrote. \u201cJoint decision-making also encourages innovation and the sharing of best practices, leading to improved operational strategies and technological advancements.\u201d<\/p>\n<p><img fetchpriority=\"low\" loading=\"lazy\" alt=\"Trenton Mayor Reed Gusciora, file photo.\" decoding=\"async\" class=\"hero-image\" src=\"https:\/\/www.newsbeep.com\/us\/wp-content\/uploads\/2025\/08\/ARV3GBHEF5G23BJR7RO2FUMDQQ.JPG\" \/>Trenton Mayor Reed Gusciora, file photo.(Michael Mancuso | NJ Advance Media)<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"6UW2F34SJRHYDFXSHMJVMT6G2Q\">Trenton Mayor Reed Gusciora responded on Aug. 1 \u2013 <a href=\"https:\/\/content.govdelivery.com\/attachments\/NJTRENTON\/2025\/08\/01\/file_attachments\/3340974\/LTR-TWW-COMMISSIONER.NJDEP.pdf\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/content.govdelivery.com\/attachments\/NJTRENTON\/2025\/08\/01\/file_attachments\/3340974\/LTR-TWW-COMMISSIONER.NJDEP.pdf\">via letter as well.<\/a> <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"3GW65VBAP5F4BAIC4GBTEUN3QA\">He told LaTourette he had issues with the \u201ctone and timing\u201d of his letter and said the city is working on Trenton Water Works all the time \u2014 in conjunction with the DEP \u2014 and has made progress. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"4JGLRD6L4VBOBNZUY6YQJUOI5I\">He then listed them, ticking off capital improvements, like replacing flusher assemblies, to a new rate stabilization plan and a financial audit.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"Q2AHKWYH5VBBTKSZPKTB67KI6A\">\u201cDespite this progress, your letter appears to disregard the strides being made and instead calls for immediate regionalization \u2014 without first conducting the public process that would ensure fairness, transparency, and informed consent,\u201d he wrote.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"PQVKAMCOA5EGTIWAPJ7JHYCEN4\">And: \u201cWhile we fully recognize the Department\u2019s regulatory role, the letter reads less as constructive oversight and more as an attempt to pressure the City into a predetermined outcome, without the due diligence or public engagement that such a consequential decision requires,\u201d Gusciora wrote.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"MSP7HQ3JFFGQHCZW2I2RGMO7UA\">Gusciora argued that such a regionalization would need to be studied, it could take up to 18 months, and many issues must be hammered out, like what towns would pay for Trenton water assets. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"AAGR4BMTVVC4FLLG6S7WL4DA4E\">\u201cInstead, we are met with what appears to be a public pressure campaign aimed at forcing the City into surrendering control of its water utility. While we share DEP\u2019s commitment to public health \u2014 and note that even DEP has never declared Trenton\u2019s water unsafe \u2014 we will not allow ourselves to be bullied into handing over our utility to satisfy the calendar of an outgoing administration,\u201d the mayor wrote.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"TIEGGJY6TVG5VOTH5TUO4F4QLY\">Any regionalization of Trenton Water Works needs, he reminded LaTourette: \u201c\u2026can only be authorized by the Trenton City Council, which is the sole entity empowered to make that determination.\u201d<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"D6TMSM6JIVFORC44FXHWTIY3MU\">What to do with Trenton\u2019s embattled water utility has been a week-long war of words.<\/p>\n<p><img fetchpriority=\"low\" loading=\"lazy\" alt=\"Trenton At-large candidates\" decoding=\"async\" class=\"hero-image\" src=\"https:\/\/www.newsbeep.com\/us\/wp-content\/uploads\/2025\/08\/DBLKB4TCYVCE3P6LS5SGKQI3UM.jpg\" \/>Trenton Council President Yazminelly Gonzalez (center) with fellow council members Jasi Mikae Edwards (left) and Crystal Feliciano (right) in a 2023 photo.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"2WLRTJW3CZE5HJ73VZTOFIZIUY\">The City Council then jumped into the fray. Council President Yazminelly Gonzalez wrote a letter to LaTourette inviting him to the Aug. 7 council meeting to discuss the matter.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"K5WA7MQ2CFH3RMATU6PN6QY7JE\">Gonzalez then wrote on Facebook: \u201cTo be clear: I will not support any initiative that takes Trenton away from his place at the table. Trenton Water Works is one of our city\u2019s most valuable resources, and we\u2019re not going to hand it over to just anyone.\u201d<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"DDQRMCBTO5ACRP2ZYYKWGHEPGI\">LaTourette responded,<a href=\"https:\/\/drive.google.com\/file\/d\/1vaWrNE5QMA4raQG6BnLigVqakzJr6g6m\/view?fbclid=IwY2xjawMByBJleHRuA2FlbQIxMQABHkoUTzcXv9bnSDtcsjXsWXVsM4toX0g3Bjn437_rhAAXFJ8OEFmc1T76dOFr_aem_7x7E4hApsuiUVL90l7pdoA\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/drive.google.com\/file\/d\/1vaWrNE5QMA4raQG6BnLigVqakzJr6g6m\/view?fbclid=IwY2xjawMByBJleHRuA2FlbQIxMQABHkoUTzcXv9bnSDtcsjXsWXVsM4toX0g3Bjn437_rhAAXFJ8OEFmc1T76dOFr_aem_7x7E4hApsuiUVL90l7pdoA\"> via an Aug. 6 letter<\/a>, and said he could not make the meeting, but he invited council members to meet with him directly and sent along materials for them to review. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"GRJUKX5PWREWDLEVBILQPDECQI\">In the letter, LaTourette wrote that restructuring the utility as an entity separate from the city, \u201cis the only viable path forward.\u201d<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"FTK6ITSKCFFERDPC5AAFKTY44I\">The utility, LaTourette wrote, has a long noncompliance with the Safe Drinking Water.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"5UKKA2OOHBHF3FRHGTWQXRZZJY\">Act and it\u2019s evident from the DEP\u2019s point of view is that the city keeping control of the utility \u2014 the status quo as he put it \u2014 \u201cis not acceptable.\u201d<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"NBJZPUKV7JACDJARWZWR7K266M\">LaTourette also took a swipe at the mayor, writing that he\u2019s been noncommittal and wants another \u201cstudy.\u201d <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"7RGXPGWHYRFZXC3LJODZZ322LI\">\u201cWe did that, in January,\u201d the commissioner wrote and <a href=\"https:\/\/dep.nj.gov\/wp-content\/uploads\/trentonwater\/docs\/360-degree-review.pdf\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/dep.nj.gov\/wp-content\/uploads\/trentonwater\/docs\/360-degree-review.pdf\">provided a link to the study.<\/a><\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"IRRCMJC6BJE5DDD44X3SMZYCBY\">\u201cMore importantly, and as DEP has explained to the Mayor many times over, the purpose of this process is to provide the City and service area municipalities with the information they need to make ultimate decisions about the governance, organizational structure, finances, and management of a restructured utility,\u201d LaTourette wrote.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"ACC34Z5D5RBFHBIMJ3RQBSDCSI\">Two towns have waded into the matter this week too, Hopewell Township and Hamilton \u2014 both siding with the state, and railing against the \u201cstatus quo.\u201d (The towns have twice in the past three years argued for a <a href=\"https:\/\/www.nj.com\/mercer\/2022\/09\/towns-want-state-takeover-of-water-utility-after-scathing-report-finds-ongoing-failures.html\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.nj.com\/mercer\/2022\/09\/towns-want-state-takeover-of-water-utility-after-scathing-report-finds-ongoing-failures.html\">state takeover<\/a> and a <a href=\"https:\/\/www.nj.com\/mercer\/2025\/01\/embattled-water-utility-may-need-to-be-run-by-5-nj-towns-not-just-1.html\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.nj.com\/mercer\/2025\/01\/embattled-water-utility-may-need-to-be-run-by-5-nj-towns-not-just-1.html\">five-way say <\/a>in operations.)<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"UA6Z2L4CVNDLNL2IZHRPOS6PWA\">\u201cOur main concern is that all customers served by TWW have clean and safe drinking water,\u201d said Hopewell Mayor Courtney Peters-Manning said. \u201cDEP has determined that TWW is on the brink of catastrophic failure, and the suburban towns deserve a seat at the table. The time for action is now, and we cannot continue with the status quo.\u201d<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"GUL7QNXMWBAIHIRRJEA52WG4EQ\">Hamilton Mayor Jeff Martin said: \u201cWe are now at a crossroads with Trenton Water Works. The status quo is unsustainable, and public safety is my top priority. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"5MJ3BXXCDZEMRPYQ7RILIY2HCY\">:While we prepare to come to the table with viable solutions, I remain hopeful that the city\u2019s leadership will put the public health of 200,000 residents at the forefront of their decision-making process. While being hopeful, I remain ready to act to ensure everyone has reliably clean and safe drinking water.\u201d<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"R36ANDBWQBAQLP4OVZBS27FAJM\">On Thursday, Gusciora talked to NJ Advance Media and reiterated most of what is in his letter, and said his main thrust is to protect the city\u2019s assets and its residents, that if an authority happens, Trenton gets its fair share. \u201cTrentonians have that right.\u201d<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"JIDUHEFWHVEURGYV3PFVUCUVUI\">\u201cWe\u2019re being bullied into a predetermined outcome and the DEP is putting the cart before the horse,\u201d he said.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"QS4KTII24ZHLPEJFZYSVEIQHDE\">He also warned that if a regional authority is created, it will still run a system located in Trenton, and if, say, that utility wanted to build a brand-new plant, like in Lawrence \u2014 taxpayers will foot that bill.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"LNGLRKYMEJFADIG6PPA6O4GWSA\">Another letter to LaTourette is on the way, the mayor also said.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"CYQUZM7UBRCZFLY23R7LRCK3EQ\">LaTourette had written he wanted the mayor to respond by Aug. 8, \u201cwhether the City commits to proceed with the public process to explore restructuring.\u201d<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"OLMKBGWEZNCUPDOFQDP4DVP754\">The DEP maintains a <a href=\"https:\/\/dep.nj.gov\/trentonwater\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/dep.nj.gov\/trentonwater\/\">Trenton Water Works website<\/a> that contains an abundance of information \u2014 and many letters.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"64G62PENXJHVJHIHDXDWOK2A5A\">Thank you for relying on us to provide the local news you can trust.
