{"id":707218,"date":"2026-06-16T10:07:31","date_gmt":"2026-06-16T10:07:31","guid":{"rendered":"https:\/\/www.newsbeep.com\/us\/707218\/"},"modified":"2026-06-16T10:07:31","modified_gmt":"2026-06-16T10:07:31","slug":"congress-is-treating-schools-like-mental-health-clinics","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/us\/707218\/","title":{"rendered":"Congress Is Treating Schools Like Mental-Health Clinics"},"content":{"rendered":"<p>Last week, in a mostly partisan vote, the House Appropriations Committee <a href=\"https:\/\/appropriations.house.gov\/news\/press-releases\/committee-approves-fy27-labor-health-and-human-services-and-education\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">approved<\/a> its fiscal year 2027 <a href=\"https:\/\/docs.house.gov\/meetings\/AP\/AP00\/20260609\/119380\/BILLS-119-FC-AP-FY2027-AP00-FY27LHHSFullCommitteeMark.pdf\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">spending bill<\/a> for the Departments of Labor, Health and Human Services, and Education. Tucked into the bill is $243.6 million for the Department of Education\u2019s <a href=\"https:\/\/www.ed.gov\/media\/document\/fy-2026-congressional-justification-safe-schools-and-citizenship-education-110153.pdf\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">Safe Schools and Citizenship Education<\/a> account, intended to keep students safe under Title IV, Part F of the Elementary and Secondary Education Act.<\/p>\n<p>The account\u2019s name no longer describes what it funds. Originally, federal school safety funding was meant to focus largely on physical security, violence prevention, discipline, and emergency preparedness. But policymakers increasingly view school safety through a mental-health lens, treating schools as mental-health clinics though no evidence suggests that the education system can treat mental-health conditions better than clinical settings can. The FY27 bill <a href=\"https:\/\/docs.house.gov\/meetings\/AP\/AP00\/20260609\/119380\/BILLS-119-FC-AP-FY2027-AP00-FY27LHHSFullCommitteeMark.pdf#page=139\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">codifies<\/a> this transformation: it directs roughly 70 percent of the account to three school-based mental-health grants\u2014and makes those allocations, listed in a <a href=\"https:\/\/docs.house.gov\/meetings\/AP\/AP00\/20260609\/119380\/HMKP-119-AP00-20260609-SD003.pdf#page=266\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">committee report table<\/a>, legally binding.<\/p>\n<p class=\"cta-heading\" style=\"line-height: 28px;\">Finally, a reason to check your email.<\/p>\n<p class=\"cta-subheading\" style=\"line-height: 22px;\">Sign up for our free newsletter today.<\/p>\n<p>The legally binding aspect deserves attention. Committee reports typically break down an account\u2019s funding in tables that have no legal force; they simply act as guidance for agencies, which customarily follow them. This bill, however, contains <a href=\"https:\/\/docs.house.gov\/meetings\/AP\/AP00\/20260609\/119380\/BILLS-119-FC-AP-FY2027-AP00-FY27LHHSFullCommitteeMark.pdf#page=139\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">language<\/a> that the funding allocations \u201cshall be \u2026 in the amounts specified\u201d in the report table. That means the Department of Education would be required by law to spend the precise amounts detailed on those exact mental-health activities.<\/p>\n<p>The practice of making table allocations legally binding has become more common in recent budget cycles. It locks in program allocations against an executive branch willing to withhold and redirect funds for programs it wants to eliminate\u2014including these mental-health grants. There\u2019s good reason for the administration\u2019s approach: the spending buys little that\u2019s good and a lot that\u2019s bad. If the bill reaches the House floor for a vote as written, members should not let it pass.<\/p>\n<p>Consider what actually drives school safety problems: unsafe schools are a <a href=\"https:\/\/digitalcommons.pepperdine.edu\/pep-press\/12\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">function<\/a> of <a href=\"https:\/\/www.city-journal.org\/article\/trump-executive-order-school-discipline-race-equity-inclusion\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">unenforced discipline<\/a> and unfollowed behavioral codes of conduct, <a href=\"https:\/\/psycnet.apa.org\/record\/2013-30297-001\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">academic disengagement<\/a>, inadequate <a href=\"https:\/\/www.journals.uchicago.edu\/doi\/abs\/10.1086\/449085\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">physical infrastructure<\/a>, poor <a href=\"https:\/\/arxiv.org\/abs\/2206.14612\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">attendance<\/a>, and family <a href=\"https:\/\/journals.sagepub.com\/doi\/abs\/10.1177\/0886260517708404\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">breakdown<\/a>. When safety issues reflect unmet clinical needs, it\u2019s from very serious cases\u2014like early signs of psychosis\u2014that schools cannot address. Most school-based mental-health programs flag kids with even slight distress for <a href=\"https:\/\/www.thefp.com\/p\/abigail-shrier-stop-asking-kids-if\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">potential intervention<\/a> and push them toward the mental-health system for diagnosis. These programs have not made students any safer.<\/p>\n<p>The track record of school-based mental health efforts is <a href=\"https:\/\/manhattan.institute\/article\/school-based-mental-health-initiatives-challenges-and-considerations-for-policymakers\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">not impressive<\/a>. These programs fit the public-health model of mental health\u2014awareness trainings, universal screenings, expanded counseling staff\u2014meant to direct students toward the mental-health system. A <a href=\"https:\/\/www.cambridge.org\/core\/journals\/psychological-medicine\/article\/systematic-review-of-effectiveness-and-costeffectiveness-of-schoolbased-identification-of-children-and-young-people-at-risk-of-or-currently-experiencing-mental-health-difficulties\/398772E886954AA3BEC222B972A7AFB5\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">2018 systematic review<\/a> in Psychological Medicine examined school-based prevention programs, finding their evidence base weak and mostly low-quality; the authors could not conclude that the programs improved outcomes; universal mental-health screening produces up to 90 percent false positives, driving overdiagnosis.<\/p>\n<p>A <a href=\"https:\/\/acamh.onlinelibrary.wiley.com\/doi\/10.1111\/camh.12753\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">2025 review<\/a> in Child and Adolescent Mental Health went further: universal prevention is less effective than targeted efforts, its benefits are null or short-lived, and it can even cause harm. Direct services <a href=\"https:\/\/manhattan.institute\/article\/universal-mental-health-screening-in-schools-a-critical-assessment\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">fare no better<\/a>: a gold-standard randomized controlled trial using 19 years of data <a href=\"https:\/\/jhr.uwpress.org\/content\/59\/S\/S256\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">found that<\/a> access to school-based mental-health services increased students\u2019 usage of those services\u2014though it\u2019s not clear whether use increased for students who needed them, or those who didn\u2019t and were treated anyway. Regardless, the services improved neither test scores nor attendance. A multiyear <a href=\"https:\/\/www.nature.com\/articles\/s41390-023-02473-w\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">Toronto study<\/a> found that heavy investment in school-based screening and treatment produced more diagnoses and more medicated children\u2014again, without clarity about whether that treatment was appropriate or needed, and with no academic improvement.<\/p>\n<p>The statutory funding authority for two of the grants\u2014the Mental Health Service Professional Demonstration Grants and the School-Based Mental Health Services Grants\u2014<a href=\"https:\/\/www.highereddive.com\/news\/education-department-ordered-to-reinstate-mental-health-grants-schools\/804201\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">has expired<\/a>, yet the appropriations committee is continuing them at elevated spending levels despite no evidence they\u2019re effective.<\/p>\n<p>The third and fourth programs of the account have drifted, too. <a href=\"https:\/\/www.ed.gov\/grants-and-programs\/response-programs\/safe-and-supportive-schools\/school-emergency-response-to-violence-project-serv\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">Project SERV<\/a> originally provided emergency assistance following school violence or traumatic events. But the concept of \u201ctrauma\u201d meriting federal intervention has broadened substantially, medicalizing ordinary adversity and extending psychological intervention into ever more corners of kids\u2019 lives. National Programs for School Safety have also become a way to stuff in mental-health awareness programming, which turns kids and teachers into pseudo-screeners identifying one another for potential mental-health conditions.<\/p>\n<p>Much of the school-based mental-health enterprise is ideology cloaked in caring or clinical language. Consider \u201ctrauma-informed\u201d practice: it sounds unobjectionable, but the label routinely covers political activism. California\u2019s statewide math framework, for instance, cites as its <a href=\"https:\/\/www.realcleareducation.com\/articles\/2023\/07\/24\/trauma-deformed_pedagogy_967880.html\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">evidentiary support<\/a> for \u201ctrauma-informed pedagogy\u201d a study in which a teacher converted a number-line exercise into a lesson on \u201cfood deserts,\u201d showed students a video of a single mother struggling to afford food, and asked the kids how it made them feel. Students cried, expressed anger at the government, and committed to political activism\u2014which the study author counted as \u201cradical healing.\u201d All this in math class! Whether the students ever learned to add and subtract went unexamined; the study reported that all students passed and enjoyed the tasks.<\/p>\n<p>A \u201cSafe Schools\u201d account label is now entirely misleading. Congress is treating school counselors and psychologists, social-emotional learning programs, and woke wellness messages as primary solutions to genuine safety challenges. It\u2019s analogous to having social workers respond to 911 calls for homeless adults with untreated serious mental illness.<\/p>\n<p>Congressional leadership will now decide when (or whether) the bill will be considered by the full House, which will debate the bill and vote on amendments before final passage. House Republicans need to wake up here. Youth mental health matters.
