{"id":715513,"date":"2026-06-20T12:57:37","date_gmt":"2026-06-20T12:57:37","guid":{"rendered":"https:\/\/www.newsbeep.com\/us\/715513\/"},"modified":"2026-06-20T12:57:37","modified_gmt":"2026-06-20T12:57:37","slug":"bend-approves-climate-pollution-fee-in-4-1-vote","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/us\/715513\/","title":{"rendered":"Bend approves climate pollution fee in 4-1 vote"},"content":{"rendered":"<p><img decoding=\"async\" src=\"https:\/\/www.newsbeep.com\/us\/wp-content\/uploads\/2026\/06\/CREGHMGKFNCM5BF4Z4UJNHIWAE.jpg\" alt=\"City Hall in Bend, Oregon.\" class=\"width_full\" style=\"aspect-ratio:2560 \/ 1920;width:100%\"\/><\/p>\n<p>City Hall in Bend, Oregon.<\/p>\n<p class=\"article-body__image-by color_dgray f_s_xxs m-none\">Courtesy of the City of Bend<\/p>\n<p class=\"article-body__text article-body--padding color_dgray m-none\">Bend will soon charge a fee for the installation of gas appliances in newly built homes, making the Central Oregon city the second in the state to pass such a policy with the goal of reducing greenhouse gas emissions. <\/p>\n<p class=\"article-body__text article-body--padding color_dgray m-none\">The Bend City Council passed what it called a climate pollution fee in a 4-1 vote late Wednesday after opposition from power companies, builders and union members who say the move would hurt housing affordability efforts and jobs that rely on natural gas pipe maintenance and construction. The fee will take effect next year.<\/p>\n<p class=\"article-body__text article-body--padding color_dgray m-none\">Energize Bend campaign coordinator, Brennan Breen, worked for four years to get the fee passed. He said the policy isn\u2019t perfect but it\u2019s an important first step. Energize Bend is an advocacy organization promoting home electrification in Bend.<\/p>\n<p class=\"article-body__text article-body--padding color_dgray m-none\">Bend is \u201cbuilding the most housing of anywhere in the state,\u201d Breen said before the vote. \u201cThis policy is not going to make Bend an unattractive place to live, but it is going to help pave the way for other cities who are trying to meet the housing crisis.<\/p>\n<p class=\"article-body__text article-body--padding color_dgray m-none\">A <a href=\"https:\/\/www.opb.org\/article\/2025\/02\/20\/ashland-fee-natural-gas-hookups\/\" target=\"_blank\" rel=\"nofollow noopener\">similar ordinance <\/a>in Ashland went into effect in January.<\/p>\n<p class=\"article-body__text article-body--padding color_dgray m-none\">Advocates of the fee point to Oregon\u2019s dramatically low snowpack and early season wildfires as proof that action to combat climate change is imperative. <\/p>\n<p class=\"article-body__text article-body--padding color_dgray m-none\">The decision comes ahead of <a href=\"https:\/\/www.opb.org\/article\/2021\/05\/26\/big-oregon-climate-bill-of-2021-generates-little-friction\/\" target=\"_blank\" rel=\"nofollow noopener\">a House Bill 2021 deadline<\/a>. The bill, sponsored by two Democrats, Rep. Pam Marsh of southern Jackson County and Rep. Khanh Pham of outer southeast and northeast Portland mandates that electricity provided by investor-owned utilities be carbon-free by 2040. The new fee is also a way for Bend to achieve the city\u2019s 2016 climate action resolution and align with the state\u2019s residential energy code that goes into effect next year, supporters say.<\/p>\n<p class=\"article-body__text article-body--padding color_dgray m-none\">Starting April 1, 2027, builders or developers will pay up to $2,972 to the City of Bend when they receive a permit to build a new home that uses gas to power its heating or water system, stove, dryer or fireplace. It will not apply to current homes who use natural gas and new homes that have only electric appliances.<\/p>\n<p class=\"article-body__text article-body--padding color_dgray m-none\">The fees will be calculated using the social cost of greenhouse gases, a monetary value assigned by the U.S. Environmental Protection Agency to the climate damage caused by one metric ton of greenhouse gases. That value will be multiplied by the metric tons of carbon emitted by each specific appliance \u2014 and its lifetime \u2014 and scaled to the size of the home.<\/p>\n<p class=\"article-body__text article-body--padding color_dgray m-none\">Earlier this year, Bend City Councilors decided to discount the rate by 80%.<\/p>\n<p class=\"article-body__interstital article-body--padding f_primary m-none\">Related: <a href=\"https:\/\/www.opb.org\/article\/2026\/04\/10\/bend-oregon-charge-gas-appliances-new-homes\/\" rel=\"nofollow noopener\" target=\"_blank\">Bend could become 2nd city in Oregon to charge for gas appliances in new homes<\/a><\/p>\n<p class=\"article-body__text article-body--padding color_dgray m-none\">The city will hold funds in a Climate Pollution Fund to further combat climate impacts caused by greenhouse gases. That could include, \u201cflooding, fires, extreme heat, and preventing such future climate impacts, including but not limited to funding building decarbonization measures,\u201d according to public records. <\/p>\n<p class=\"article-body__text article-body--padding color_dgray m-none\">The city\u2019s Environment and Climate Committee group will provide recommendations on how to spend the money next year.<\/p>\n<p class=\"article-body__text article-body--padding color_dgray m-none\">At Wednesday night\u2019s meeting, Mayor Pro Tem Megan Perkins was the lone \u201cno\u201d vote on the issue. In an earlier public meeting she said the issue was extremely nuanced.<\/p>\n<p class=\"article-body__text article-body--padding color_dgray m-none\">\u201cIt\u2019s not stealing choice and raising home prices astronomically, but it\u2019s also not the one thing that\u2019s going to make all the difference for our climate in the future,\u201d she said in a public meeting earlier this month. She did not elaborate on her \u201cno\u201d vote on Wednesday.<\/p>\n<p class=\"article-body__text article-body--padding color_dgray m-none\">Cascade Natural Gas Corporation representatives have said <a href=\"https:\/\/www.opb.org\/article\/2026\/04\/10\/bend-oregon-charge-gas-appliances-new-homes\/\" target=\"_blank\" rel=\"nofollow noopener\">the fee could put too much stress on the electrical grid<\/a> and might increase costs for rate-payers.<\/p>\n<p class=\"article-body__text article-body--padding color_dgray m-none\">Central Electric Cooperative, Inc., a cooperatively owned electric company that provides power to residents on the east side of Bend, said the impacts of the city council\u2019s decision to approve the fee aren\u2019t fully known but might increase rates down the line.<\/p>\n<p class=\"article-body__text article-body--padding color_dgray m-none\">\u201cCEC believes the resulting load growth and infrastructure requirements will place upward cost pressures on development and electric rates for coop members across its service territory,\u201d said Brent Ten Pas, a Central Electric Cooperative, Inc., vice president of member and public relations by email.<\/p>\n<p class=\"article-body__text article-body--padding color_dgray m-none\">Builders and workers have also raised concerns about the fee saying it could make homes more expensive and take away jobs.<\/p>\n<p class=\"article-body__text article-body--padding color_dgray m-none\">Last year,<a href=\"https:\/\/public.tableau.com\/app\/profile\/oregon.housing.and.community.services\/viz\/ProductionDashboard_17339346604760\/Story1\" target=\"_blank\" rel=\"nofollow noopener\"> a state report<\/a> found that income inequality is surging in Bend as housing starts lag. The city needs to build more than 15,700 homes in the next eight years to address its housing shortfall, according to the 2025 Oregon Housing Analysis.<\/p>\n","protected":false},"excerpt":{"rendered":"City Hall in Bend, Oregon.
