Patriotic flowers also adorn the planters near the River St. entrance, and the monuments honoring county war heroes have been cleaned.<\/p>\n<p>County council approved a $3,150 allocation from the county\u2019s Marcellus Shale natural-gas recreation funding to clean the monuments.
