{"id":722018,"date":"2026-06-23T22:25:24","date_gmt":"2026-06-23T22:25:24","guid":{"rendered":"https:\/\/www.newsbeep.com\/us\/722018\/"},"modified":"2026-06-23T22:25:24","modified_gmt":"2026-06-23T22:25:24","slug":"overinvestment-in-u-s-and-global-imbalances-creating-financial-risks-macklem-says","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/us\/722018\/","title":{"rendered":"Overinvestment in U.S. and global imbalances creating financial risks, Macklem says"},"content":{"rendered":"<p><a style=\"display:block\" href=\"https:\/\/www.theglobeandmail.com\/resizer\/v2\/YMY75EZIW5DZFGU27ZIXVC52PI.JPG?auth=fbfd1d1f53603c438a42ad1d75a5e32826f1dab1610e2a7ce347edaa75c8c0bb&amp;width=600&amp;height=400&amp;quality=80&amp;smart=true\" aria-haspopup=\"true\" data-photo-viewer-index=\"0\" rel=\"nofollow noopener\" target=\"_blank\">Open this photo in gallery:<\/a><\/p>\n<p class=\"figcap-text\">Bank of Canada Governor Tiff Macklem, pictured here in 2025, spoke in France about what he sees as growing risks in global financial markets.Blair Gable\/Reuters<\/p>\n<p class=\"c-article-body__text text-pr-5\">Bank of Canada Governor Tiff Macklem is warning that global economic imbalances may be leading to overinvestment in the United States and creating world-wide financial stability risks. <\/p>\n<p class=\"c-article-body__text text-pr-5\">In a speech in Paris on Tuesday, Mr. Macklem said that capital flows between the world\u2019s largest powers are being skewed by various economic forces, including China\u2019s overreliance on exports, America\u2019s dependence on foreign capital and Europe\u2019s weak levels of investment. <\/p>\n<p class=\"c-article-body__text text-pr-5\">Taken together, this has produced a situation where the United States runs chronic trade deficits while sucking in massive amounts of money from the rest of the world \u2013 fuelling both political backlash and a potential financial bubble in America. <\/p>\n<p class=\"c-article-body__text text-pr-5\">\u201cCross-border finance is a good thing,\u201d Mr. Macklem said in his address to the Chambre de commerce France-Canada. \u201cBut when flows become excessive, they can widen trade gaps, fuel protectionism and distort asset prices. Capital gets misallocated. Pressures cumulate and financial stability risks increase.\u201d <\/p>\n<p class=\"c-article-body__text text-pr-5\">These concerns aren\u2019t new. However, they have taken on additional resonance given the massive run-up in U.S. equity markets on enthusiasm about artificial intelligence, as well as U.S. President Donald Trump\u2019s attempts to reshape the global economic order using protectionist trade policy. <\/p>\n<p class=\"c-article-body__text text-pr-5\">Mr. Macklem said there\u2019s an additional concern. Changes in global finance, including increased involvement by non-bank entities such as hedge funds and private equity companies, mean there is less oversight of critical markets. <\/p>\n<p class=\"c-article-body__text text-pr-5\">\u201cAs imbalances have been building, the way capital moves across borders has also been changing. The financial system is not just bigger. It\u2019s faster, more complex and increasingly dominated by new players that are less regulated, less transparent and less tested under stress,\u201d Mr. Macklem said. <\/p>\n<p class=\"c-article-body__text text-pr-5\">\u201cThat leaves us with two clear risks,\u201d he added. \u201cFirst, large capital inflows into the United States could once again be misallocated \u2013 stretching valuations in equities and credit, and setting the stage for a painful correction. Second, those flows could reverse suddenly. Either outcome could send stress far beyond U.S. borders.\u201d <\/p>\n<p class=\"c-article-body__text text-pr-5\">The big question, he said, is whether governments, regulators and the private sector can address some of these issues before they \u201cunwind in ways we cannot control.\u201d <\/p>\n<p class=\"c-article-body__text text-pr-5\">History suggests the U.S.\u2019s current approach will be costly and unsuccessful, Mr. Macklem said. \u201cTrying to shift the costs of domestic imbalances to foreigners using tariffs and currency devaluations doesn\u2019t work. The mutual harm of trade wars lowers growth and living standards for everyone.\u201d<\/p>\n<p class=\"c-article-body__text text-pr-5\">Instead, you need to tackle the macroeconomic problems that underpin the imbalances. <\/p>\n<p class=\"c-article-body__text text-pr-5\">There are some encouraging signs this is happening, Mr. Macklem said. <\/p>\n<p class=\"c-article-body__text text-pr-5\">China\u2019s latest five-year plan emphasizes domestic consumption, which could make Chinese consumers a bigger engine of growth to take some pressure off exports. In Europe, there is an increased focus on continental integration, and investment in infrastructure and defence. In the United States, there are aspirations to have a lower fiscal deficit.<\/p>\n<p class=\"c-article-body__text text-pr-5\">\u201cOf course, real progress requires moving from aspiration to action to adjustment. And adjustment will take time,\u201d Mr. Macklem said. <\/p>\n<p class=\"c-article-body__text text-pr-5\">Other countries can help by creating more investable assets, so global savings can flow into markets other than the United States. \u201cIn Canada, this includes eliminating interprovincial trade barriers and reducing regulatory uncertainty,\u201d Mr. Macklem said. <\/p>\n<p class=\"c-article-body__text text-pr-5\">While the speech was high-level and internationally focused, the Governor addressed the latest Canadian inflation numbers in a press conference after the speech.<\/p>\n<p class=\"c-article-body__text text-pr-5\">On Monday, Statistics Canada reported that <a href=\"https:\/\/www.theglobeandmail.com\/business\/economy\/article-canada-inflation-rate-may-2026-fuel-gasoline-prices\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.theglobeandmail.com\/business\/economy\/article-canada-inflation-rate-may-2026-fuel-gasoline-prices\/\">annual headline inflation hit 3.2 per cent in May<\/a>, largely as the result of rising oil prices.
