{"id":726040,"date":"2026-06-25T23:08:14","date_gmt":"2026-06-25T23:08:14","guid":{"rendered":"https:\/\/www.newsbeep.com\/us\/726040\/"},"modified":"2026-06-25T23:08:14","modified_gmt":"2026-06-25T23:08:14","slug":"immigrant-families-lose-food-aid-as-trump-restrictions-take-hold","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/us\/726040\/","title":{"rendered":"Immigrant families lose food aid as Trump restrictions take hold"},"content":{"rendered":"<p class=\"wp-block-paragraph\">WASHINGTON \u2013 Lutheran Social Services of the Southwest has been helping legal immigrants in the Phoenix metro assimilate to life in the United States and land on their feet <a href=\"https:\/\/www.lss-sw.org\/about\/about-us\" rel=\"nofollow noopener\" target=\"_blank\">for more than five decades<\/a>.<\/p>\n<p class=\"wp-block-paragraph\">The process had been straightforward for decades, said president and CEO <a href=\"https:\/\/www.linkedin.com\/in\/connie-phillips-7b91378\/\" rel=\"nofollow noopener\" target=\"_blank\">Connie Phillips<\/a>. The <a href=\"https:\/\/www.cfr.org\/articles\/four-charts-putting-trumps-refugee-policy-perspective\" rel=\"nofollow noopener\" target=\"_blank\">rules have been in place since 1980<\/a>. More than 3 million refugees <a href=\"https:\/\/www.cfr.org\/backgrounders\/how-does-us-refugee-system-work-trump-biden-afghanistan\" rel=\"nofollow noopener\" target=\"_blank\">have been resettled nationwide under the U.S. Refugee Admissions Program<\/a>.<\/p>\n<p class=\"wp-block-paragraph\">But <a href=\"https:\/\/www.whitehouse.gov\/presidential-actions\/2025\/01\/realigning-the-united-states-refugee-admissions-program\/\" rel=\"nofollow noopener\" target=\"_blank\">President Donald Trump<\/a> <a href=\"https:\/\/refugeerights.org\/news-resources\/pacito-v-trump-challenging-trumps-suspension-of-usrap\" rel=\"nofollow noopener\" target=\"_blank\">suspended the program<\/a> on Day 1 of his second term.<\/p>\n<p class=\"wp-block-paragraph\">Months later, on July 4, 2025, he signed H.R. 1, the \u201cOne Big Beautiful Bill Act,\u201d which contains a <a href=\"https:\/\/www.kff.org\/immigrant-health\/1-4-million-lawfully-present-immigrants-are-expected-to-lose-health-coverage-due-to-the-2025-tax-and-budget-law\/\" rel=\"nofollow noopener\" target=\"_blank\">raft of restrictions<\/a> on refugees and asylum. These migrants <a href=\"https:\/\/www.nilc.org\/articles\/what-new-federal-snap-restrictions-and-guidance-mean-for-immigrant-communities\/\" rel=\"nofollow noopener\" target=\"_blank\">no longer qualify<\/a> for the <a href=\"https:\/\/dhs.maryland.gov\/important-changes-snap-benefits\/\" rel=\"nofollow noopener\" target=\"_blank\">Supplemental Nutrition Assistance Program, or SNAP<\/a>, often called food stamps. The law also curtailed eligibility for <a href=\"https:\/\/refugees.org\/h-r-1s-impacts-on-refugees-and-forcibly-displaced-populations\/\" rel=\"nofollow noopener\" target=\"_blank\">other benefits<\/a>.<\/p>\n<p class=\"wp-block-paragraph\">\u201cThe changes that have occurred are making that process much more difficult,\u201d Phillips said. \u201cThe refugees who are here, who came under that system, have lost a lot of those benefits.\u201d<\/p>\n<p class=\"wp-block-paragraph\">SNAP participation nationwide dropped <a href=\"https:\/\/www.cbpp.org\/research\/food-assistance\/snap-tracker-people-are-losing-food-assistance-as-the-republican-megabill\" rel=\"nofollow noopener\" target=\"_blank\">10% from when Trump signed the One Big Beautiful Bill through March<\/a>, according to the <a href=\"https:\/\/www.cbpp.org\/\" rel=\"nofollow noopener\" target=\"_blank\">Center on Budget and Policy Priorities<\/a>, which studies policies affecting low-income people. That\u2019s 4 million fewer people receiving food aid, though not all are refugees and asylum seekers.<\/p>\n<p class=\"wp-block-paragraph\">In Arizona, the <a href=\"https:\/\/www.cbpp.org\/blog\/arizonas-snap-participation-is-plummeting-far-more-than-anticipated-as-it-implements-megabill\" rel=\"nofollow noopener\" target=\"_blank\">estimated drop was 47% over the same period<\/a>, the biggest of any state.<\/p>\n<p class=\"wp-block-paragraph\">In addition to refugees and asylum seekers, H.R. 1 ended SNAP <a href=\"https:\/\/www.nilc.org\/articles\/what-new-federal-snap-restrictions-and-guidance-mean-for-immigrant-communities\/\" rel=\"nofollow noopener\" target=\"_blank\">eligibility for other immigrants who lack permanent resident status<\/a>, including survivors of domestic violence and human trafficking.<\/p>\n<p class=\"wp-block-paragraph\">The law <a href=\"https:\/\/www.everycrsreport.com\/reports\/R48552.html?utm_#_Toc206489898\" rel=\"nofollow noopener\" target=\"_blank\">limits eligibility<\/a> to U.S. citizens; green card holders; certain immigrants from Cuba and Haiti; and immigrants from the Marshall Islands, Micronesia and Palau.<\/p>\n<p class=\"wp-block-paragraph\">People in the country illegally were <a href=\"https:\/\/forumtogether.org\/wp-content\/uploads\/2018\/08\/Immigrants-and-Public-Benefits-FINALupdated.pdf\" rel=\"nofollow noopener\" target=\"_blank\">already ineligible for federal public benefits<\/a>, but refugees and asylum seekers have legal protections regardless of their lack of permanent status.<\/p>\n<p class=\"wp-block-paragraph\">The eligibility cutbacks are part of a broad Trump deterrence strategy.\u00a0<\/p>\n<p class=\"wp-block-paragraph\">White House Deputy Chief of Staff Stephen Miller, the architect of Trump\u2019s hardline immigration policies, has asserted that there is widespread abuse of federal safety net programs, claiming that immigrants routinely take advantage of an \u201c<a href=\"https:\/\/www.instagram.com\/reel\/DY-iPUojmkR\/\" rel=\"nofollow noopener\" target=\"_blank\">honor system<\/a>\u201d by fraudulently reporting their income to secure benefits.\u00a0<\/p>\n<p class=\"wp-block-paragraph\">He has also incorrectly asserted that immigrants face no eligibility requirements or vetting, and receive \u201c<a href=\"https:\/\/www.youtube.com\/shorts\/mXJjrYSa23s\" rel=\"nofollow noopener\" target=\"_blank\">unlimited free money forever<\/a>.\u201d<\/p>\n<p class=\"wp-block-paragraph\">SNAP and other welfare programs <a href=\"https:\/\/dhs.dc.gov\/service\/snap-eligibility-requirements\" rel=\"nofollow noopener\" target=\"_blank\">require proof of income below certain levels<\/a> among the <a href=\"https:\/\/www.fna.usda.gov\/snap\/recipient\/eligibility\" rel=\"nofollow noopener\" target=\"_blank\">eligibility requirements<\/a>. The refugee program, <a href=\"https:\/\/forumtogether.org\/article\/refugee-reinterview\/\" rel=\"nofollow noopener\" target=\"_blank\">USRAP, provides for<\/a> an extensive <a href=\"https:\/\/www.rescue.org\/how-refugee-vetting-resettlement-works\" rel=\"nofollow noopener\" target=\"_blank\">vetting process<\/a> before resettlement agencies like LSS-SW and the International Rescue Committee step in with <a href=\"https:\/\/www.rescue.org\/topic\/refugees-america\" rel=\"nofollow noopener\" target=\"_blank\">aid and services<\/a> aimed at integrating refugees into the United States.<\/p>\n<p class=\"wp-block-paragraph\">The changes introduced in H.R. 1 have also cut off children of refugees and asylum seekers from free and reduced lunch at school, according to <a href=\"https:\/\/www.propublica.org\/article\/snap-benefits-children-food-stamps\" rel=\"nofollow noopener\" target=\"_blank\">recent reporting by ProPublica<\/a>.\u00a0<\/p>\n<p class=\"wp-block-paragraph\">That flies in the face of assurances from supporters of the law.<\/p>\n<p class=\"wp-block-paragraph\">\u201cIf you have young children at home, your benefits are unaffected by this bill,\u201d <a href=\"https:\/\/dustyjohnson.house.gov\/\" rel=\"nofollow noopener\" target=\"_blank\">Rep. Dusty Johnson<\/a>, R-S.D., chair of a House Agriculture subcommittee, <a href=\"https:\/\/www.youtube.com\/live\/qmeLZYEAxwI?t=10246s\" rel=\"nofollow noopener\" target=\"_blank\">said at a May committee meeting on SNAP<\/a>.<\/p>\n<p class=\"wp-block-paragraph\">But school meal assistance is <a href=\"https:\/\/www.everycrsreport.com\/reports\/R46234.html?utm_\" rel=\"nofollow noopener\" target=\"_blank\">directly tied<\/a> to SNAP,\u00a0 with households that qualify for SNAP automatically enrolled.\u00a0<\/p>\n<p class=\"wp-block-paragraph\">The pace of the changes has been dizzying for immigrants, immigration lawyers and social service agencies.\u00a0<\/p>\n<p class=\"wp-block-paragraph\">\u201cThere\u2019s really two issues,\u201d said <a href=\"https:\/\/www.linkedin.com\/in\/dan-h-berger-2584a758\/\" rel=\"nofollow noopener\" target=\"_blank\">Dan Berger<\/a>, an immigration lawyer in Massachusetts and an <a href=\"https:\/\/www.lawschool.cornell.edu\/faculty-research\/faculty-directory\/dan-berger\/\" rel=\"nofollow noopener\" target=\"_blank\">immigration policy fellow at Cornell University<\/a>. \u201cOne is taking away benefits from people who have them, and the other is taking away the immigration status.\u201d<\/p>\n<p class=\"wp-block-paragraph\">The administration is also <a href=\"https:\/\/www.whitehouse.gov\/presidential-actions\/2025\/01\/securing-our-borders\/\" rel=\"nofollow noopener\" target=\"_blank\">ending certain humanitarian parole programs<\/a> that came with the same benefits eligibility given to refugees, Berger said.<\/p>\n<p class=\"wp-block-paragraph\">\u201cThe Biden administration set up programs where Ukrainians could come here during the war and then set up protections for them after they were here,\u201d he said. \u201cSame thing with Afghans. And now the Trump administration is trying to shut down those programs.\u201d<\/p>\n<p class=\"wp-block-paragraph\">Congress <a href=\"https:\/\/refugees.org\/wp-content\/uploads\/2021\/09\/USCRI-9-2021-Humanitarian-Parole.pdf\" rel=\"nofollow noopener\" target=\"_blank\">extended eligibility<\/a> to certain Afghan refugees who arrived in 2021, and to Ukrainians who entered the U.S. <a href=\"https:\/\/www.globalrefuge.org\/wp-content\/uploads\/2025\/08\/Protections-for-Ukrainians-August-2025.pdf\" rel=\"nofollow noopener\" target=\"_blank\">beginning in April 2022<\/a> following Russia\u2019s full-scale invasion of Ukraine, but these humanitarian parole programs were ended in early 2025 by the Trump administration.<\/p>\n<p class=\"wp-block-paragraph\">Apart from legal hurdles such as H.R. 1, Trump\u2019s efforts to ramp up deportations and crack down on illegal immigration have made it scary to seek public benefits, said <a href=\"https:\/\/www.migrationpolicy.org\/about\/staff\/valerie-lacarte\" rel=\"nofollow noopener\" target=\"_blank\">Valerie Lacarte<\/a>, a senior policy analyst for the nonpartisan <a href=\"https:\/\/www.migrationpolicy.org\/\" rel=\"nofollow noopener\" target=\"_blank\">Migration Policy Institute<\/a>.\u00a0<\/p>\n<p class=\"wp-block-paragraph\">She cited efforts to create a <a href=\"https:\/\/www.uscis.gov\/alienregistration\" rel=\"nofollow noopener\" target=\"_blank\">federal registry of noncitizens<\/a> and to <a href=\"https:\/\/www.whitehouse.gov\/presidential-actions\/2025\/01\/protecting-the-meaning-and-value-of-american-citizenship\/\" rel=\"nofollow noopener\" target=\"_blank\">end birthright citizenship<\/a>, under an executive order the<a href=\"https:\/\/www.newsweek.com\/supreme-court-ruling-on-birthright-citizenship-what-to-know-12110656\" rel=\"nofollow noopener\" target=\"_blank\"> Supreme Court is expected to rule on in coming days<\/a>.<\/p>\n<p class=\"wp-block-paragraph\">\u201cThat would create a chilling effect on people accessing or requesting these services whether they are eligible or not,\u201d Lacarte said.<\/p>\n<p class=\"wp-block-paragraph\">The \u201c<a href=\"https:\/\/www.everycrsreport.com\/reports\/IF11467.html?utm_\" rel=\"nofollow noopener\" target=\"_blank\">public charge rule<\/a>\u201d is also a major deterrent. That longstanding element of U.S. immigration law allows authorities to deny admission to anyone deemed likely to need government benefits in the future.<\/p>\n<p class=\"wp-block-paragraph\">While some form of the public charge rule had been in place since the <a href=\"https:\/\/cis.org\/Report\/Public-Charge-Doctrine-Fundamental-Principle-American-Immigration-Policy\" rel=\"nofollow noopener\" target=\"_blank\">Immigration Act of 1891<\/a>, a 1999 version excluded \u201cnon-cash\u201d benefits such as SNAP.<\/p>\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/www.migrationpolicy.org\/news\/trump-public-charge-discretion\" rel=\"nofollow noopener\" target=\"_blank\">Trump erased that exception in 2019<\/a>, during <a href=\"https:\/\/www.everycrsreport.com\/files\/2020-09-15_IF11467_9da34580e7a37f82f1e195f78b4043464d97a1d4.pdf?utm_\" rel=\"nofollow noopener\" target=\"_blank\">his first term<\/a>. Using food stamps and certain other public benefits for more than 12 months in a 36-month period could cost an immigrant the possibility of ever obtaining a green card. The change had the intended effect; a<a href=\"https:\/\/www.urban.org\/research\/publication\/amid-confusion-over-public-charge-rule-immigrant-families-continued-avoiding-public-benefits-2019\" rel=\"nofollow noopener\" target=\"_blank\"> 2020 report<\/a> by the nonpartisan <a href=\"https:\/\/www.urban.org\/\" rel=\"nofollow noopener\" target=\"_blank\">Urban Institute<\/a> estimated that food stamp sign-ups dropped nearly 10%.<\/p>\n<p class=\"wp-block-paragraph\">President Joe Biden changed <a href=\"https:\/\/www.pbs.org\/newshour\/nation\/biden-administration-moves-to-undo-trumps-public-charge-rule\" rel=\"nofollow noopener\" target=\"_blank\">the rule back to the 1999 version<\/a>. Once again, immigrants otherwise eligible for SNAP; nutrition aid for Women, Infants, and Children (WIC); and the Children\u2019s Health Insurance Program (CHIP) would no longer be penalized in the immigration process.\u00a0<\/p>\n<p class=\"wp-block-paragraph\">H.R. 1 <a href=\"https:\/\/www.everycrsreport.com\/reports\/IN11217.html?utm_\" rel=\"nofollow noopener\" target=\"_blank\">didn\u2019t alter the public charge rule<\/a>. Still, even noncitizens who are eligible for <a href=\"https:\/\/www.kff.org\/medicaid\/potential-chilling-effects-of-public-charge-and-other-immigration-policies-on-medicaid-and-chip-enrollment\/\" rel=\"nofollow noopener\" target=\"_blank\">public benefits are reluctant to apply for fear of losing green card eligibility<\/a>, <a href=\"https:\/\/www.migrationpolicy.org\/content\/immigrants-public-benefits-us\" rel=\"nofollow noopener\" target=\"_blank\">according to Lacarte<\/a> and others.\u00a0<\/p>\n<p class=\"wp-block-paragraph\">In Arizona, <a href=\"https:\/\/niwaplibrary.wcl.american.edu\/wp-content\/uploads\/Demographics_Arizona-9.27.2023.pdf\" rel=\"nofollow noopener\" target=\"_blank\">around 13%<\/a> of the population is foreign-born, according to Census data. Noncitizens account for about <a href=\"https:\/\/www.migrationpolicy.org\/data\/state-profiles\/state\/demographics\/AZ?utm_\" rel=\"nofollow noopener\" target=\"_blank\">7% of the population<\/a>.\u00a0<\/p>\n<p class=\"wp-block-paragraph\">Newly arriving migrants such as refugees and asylum seekers are a relatively small subset but <a href=\"https:\/\/cmsny.org\/publications\/jmhs-us-refugee-resettlement\/\" rel=\"nofollow noopener\" target=\"_blank\">require an outsized share of services<\/a> provided by resettlement agencies like LSS-SW and the IRC.<\/p>\n<p class=\"wp-block-paragraph\">LSS-SW mainly works with refugee resettlement, though it also provides legal aid services for green card holders. Phillips said the agency has seen cases of green card holders <a href=\"https:\/\/www.legalaiddc.org\/legal-info\/snap-big-beautiful-bill\" rel=\"nofollow noopener\" target=\"_blank\">inappropriately<\/a> cut off from benefits they qualify for, like SNAP.<\/p>\n<p class=\"wp-block-paragraph\">\u201cSome of our folks \u2026 are telling us that they\u2019re receiving letters that say that they are no longer eligible, and the reason says immigration status,\u201d she said.<\/p>\n<p class=\"wp-block-paragraph\">The Arizona Department of Economic Security \u201chas really made an attempt to get their error rate down,\u201d Phillips said, but staffing shortages have allowed these errors to fester. \u201cThese folks are just sort of getting lost in the shuffle.\u201d\u00a0<\/p>\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/www.seyfarth.com\/people\/leon-rodriguez.html\" rel=\"nofollow noopener\" target=\"_blank\">Leon Rodriguez<\/a>, who served as director of U.S. Citizenship and Immigration Services under President Barack Obama, noted that the Trump administration is <a href=\"https:\/\/haitiantimes.com\/2026\/03\/27\/haiti-tps-work-permit-extension-july-1\/\" rel=\"nofollow noopener\" target=\"_blank\">seeking to end <\/a><a href=\"https:\/\/www.americanimmigrationcouncil.org\/fact-sheet\/temporary-protected-status-tps-overview\/\" rel=\"nofollow noopener\" target=\"_blank\">Temporary Protected Status<\/a> status for immigrants from 17 countries, including Venezuela, El Salvador, Ukraine and Honduras, which <a href=\"https:\/\/www.congress.gov\/crs-product\/R47483?hl=work+authorization+TPS&amp;s=6&amp;r=1\" rel=\"nofollow noopener\" target=\"_blank\">would also end work authorization<\/a>.<\/p>\n<p class=\"wp-block-paragraph\">On Thursday, the Supreme Court upheld the administration\u2019s decision to terminate TPS for people from Haiti and Syria.\u00a0<\/p>\n<p class=\"wp-block-paragraph\">\u201cThat in turn affects all other kinds of things. \u2026 As far as drivers licences, state-level public benefits eligibility, security clearances, all those could in some way be negatively affected,\u201d Rodriguez said.<\/p>\n<p class=\"wp-block-paragraph\">Phillips said LSS-SW is working with food banks and other community partners to feed refugees in need, but they are having difficulty closing the gaps.<\/p>\n<p class=\"wp-block-paragraph\">\u201cIt\u2019s not adequate because they\u2019re hungry and they\u2019re not getting enough food,\u201d she said. \u201cThey\u2019re not getting any kind of financial subsidy. They\u2019re all people who are working.
