{"id":727038,"date":"2026-06-26T10:39:18","date_gmt":"2026-06-26T10:39:18","guid":{"rendered":"https:\/\/www.newsbeep.com\/us\/727038\/"},"modified":"2026-06-26T10:39:18","modified_gmt":"2026-06-26T10:39:18","slug":"lincoln-pool-mess-reflects-minnesotas-own-work-restoring-waters","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/us\/727038\/","title":{"rendered":"Lincoln Pool mess reflects Minnesota\u2019s own work restoring waters"},"content":{"rendered":"<p class=\"&quot;byline&quot;\">by Forrest Peterson, MinnPost <br \/>June 25, 2026<\/p>\n<p>While President Trump has his hands full with the iconic <a href=\"https:\/\/apnews.com\/article\/reflecting-pool-trump-algae-coating-a41bbf59575f221d28e70452d0757f78\" rel=\"nofollow noopener\" target=\"_blank\">Lincoln Memorial Reflecting Pool<\/a> and its blooming algae, Minnesota regulators have a big job of their own monitoring pollution in the waters spread across the Land of 10,000 Lakes.\u00a0<\/p>\n<p>Every two years, under the federal <a href=\"https:\/\/protect.checkpoint.com\/v2\/r01\/___https:\/\/www.congress.gov\/crs-product\/RL30030___.YXAzOm1pbm5wb3N0OmM6Z29vZ2xlX21haWxfYXR0YWNobWVudDpkMzMzMjZlYzQxMjhkODIzMTAwZTljODAzNWFkYjRiMTo3OmIyMWQ6Yzg5MzM0OWIzMjQ1YjQ1ZTU4N2MyOTMyOGM5OTgzMzBmMDU1YzVmMjg0Zjc1MjNhYzBjMzM4NGEyMGNjNThjZDpwOlQ6Tg\" rel=\"nofollow noopener\" target=\"_blank\">Clean Water Act<\/a>, states must submit a list of waters that fail to meet water-quality standards. A 2026 draft list of such waters in Minnesota, available on the <a href=\"https:\/\/protect.checkpoint.com\/v2\/r01\/___https:\/\/www.pca.state.mn.us\/air-water-land-climate\/minnesotas-impaired-waters-list___.YXAzOm1pbm5wb3N0OmM6Z29vZ2xlX21haWxfYXR0YWNobWVudDpkMzMzMjZlYzQxMjhkODIzMTAwZTljODAzNWFkYjRiMTo3OmEwNGE6NzlhYmM1MTRiNGFjOTZiMWNiMWJlZDM5NTMxMWQ0NTFmMWJlODYxYzRmOGU1YzEwYWIwNzkwMmU0NDNkZGJlNTpwOlQ6Tg\" rel=\"nofollow noopener\" target=\"_blank\">Minnesota Pollution Control Agency<\/a> (MPCA) website, was recently opened for a public review and comment period, which will run through July 22.<\/p>\n<p>Impaired water results from high levels of sediment, bacteria and nutrients like phosphorus and nitrogen that trigger algae growth. <\/p>\n<p><a href=\"https:\/\/www.minnpost.com\/opinion\/sacks-view\/2026\/06\/algae-is-winning-steve-sack-editorial-cartoon-trump-reflecting-pool\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">Related: Steve Sack on the Reflecting Pool<\/a><\/p>\n<p>The excessive algae in the reflecting pool in Washington, on the cusp of events marking the nation\u2019s 250th anniversary, is being attributed to water used from the Potomac River, the shallow depth of the pool (1.5 feet-2.5 feet) and increased heat arising from the blue-painted bottom.<\/p>\n<p>Here\u2019s what to know about Minnesota&#8217;s troubled waters:<\/p>\n<p>The extent of the problem: Minnesota\u2019s 2026 impaired list contains 2,979 individual water bodies \u2013 lakes, streams, rivers and wetlands \u2013 with a total of 6,410 impairments (some have more than one). Impaired aquatic life \u2013 fish, macroinvertebrates \u2013 account for the most impairments at 32%, followed by mercury at 27% and bacteria at 15%.<\/p>\n<p>What\u2019s being done?: The list proposes\u00a0the removal of\u00a0impairments from\u00a045 bodies of water, which would be \u201cthe most removals in a two-year cycle since the state began the program in 1992,\u201d according to an <a href=\"https:\/\/protect.checkpoint.com\/v2\/r01\/___https:\/\/www.pca.state.mn.us\/news-and-stories\/mpca-releases-2026-draft-impaired-waters-list___.YXAzOm1pbm5wb3N0OmM6Z29vZ2xlX21haWxfYXR0YWNobWVudDpkMzMzMjZlYzQxMjhkODIzMTAwZTljODAzNWFkYjRiMTo3OjAwOTM6YWY4MTRlZDAxMTMwNGUyY2FhMTlhMGY5MDg2ZjE5YTVhOTBiZjgwOGFiMmQ0NzZjMzZjYTJkM2JhODUzOWUyYjpwOlQ6Tg\" rel=\"nofollow noopener\" target=\"_blank\">MPCA news release<\/a>. While the agency is adding 46\u00a0impairments to the list, more than 100 have been removed from it.<\/p>\n<p><a href=\"https:\/\/www.minnpost.com\/environment\/2025\/10\/task-force-taking-a-close-look-at-the-stewardship-of-minnesotas-water-resources-water-quality\/\" rel=\"nofollow noopener\" target=\"_blank\">Related: Task force wades into the complexity of water stewardship in the Land of 10,000 Lakes<\/a><\/p>\n<p>Initially, the MPCA\u2019s studies and restoration efforts addressed individual water bodies like lakes and stream sections. In 2007, it began using the more holistic \u201c<a href=\"https:\/\/protect.checkpoint.com\/v2\/r01\/___https:\/\/www.pca.state.mn.us\/air-water-land-climate\/watershed-approach-to-water-quality___.YXAzOm1pbm5wb3N0OmM6Z29vZ2xlX21haWxfYXR0YWNobWVudDpkMzMzMjZlYzQxMjhkODIzMTAwZTljODAzNWFkYjRiMTo3OjI2N2E6M2M1YTgzODFhOGQ1NWU1OTJlZjRlODE0NTljNDdhYTUwZDliM2JhMGFjMTczZWVkY2NhMzRiNWY4NmFiM2NmMzpwOlQ6Tg\" rel=\"nofollow noopener\" target=\"_blank\">watershed approach<\/a>.\u201d In 80 major watersheds, the MPCA works with other state agencies and local partners to identify water restoration and protection needs.<\/p>\n<p>One water body that was removed from the impaired list after years of restoration efforts, as an example, is Riley Lake, which straddles the border between Chanhassen and Eden Prairie.<\/p>\n<p>\u201cWe began the process with the University of Minnesota in which we studied the migratory and reproductive patterns of common carp,\u201d Terry Jeffery, administrator of <a href=\"https:\/\/www.rpbcwd.org\/\" rel=\"nofollow noopener\" target=\"_blank\">Riley Purgatory Bluff Creek Watershed District<\/a>, wrote in an email.<\/p>\n<p>The watershed district then reduced the carp population to minimize its impact on vegetation and water quality, removed excessive vegetation like Eurasian water milfoil and curly leaf pondweed, and then applied alum, which prevents phosphorous from fueling algae growth.<\/p>\n<p>Pollution levels: <a href=\"https:\/\/protect.checkpoint.com\/v2\/r01\/___https:\/\/www.pca.state.mn.us\/business-with-us\/total-maximum-daily-load-tmdl-projects___.YXAzOm1pbm5wb3N0OmM6Z29vZ2xlX21haWxfYXR0YWNobWVudDpkMzMzMjZlYzQxMjhkODIzMTAwZTljODAzNWFkYjRiMTo3OmJhOGI6ZWVlZGUyNzVlMTJhNTMyYTYzMjEwMzY4M2YxNDg1YmZmMWU1NTViNWFmNmE0ZjhjZDc5YTVlMDVmYjdkZWI5OTpwOlQ6Tg\" rel=\"nofollow noopener\" target=\"_blank\">Total Maximum Daily Load<\/a> (TMDL) is a clunky bureaucratic term for the amount of various pollutants a water body can absorb and still meet water quality standards. The two-year update is commonly known as the \u201cTMDL list.\u201d Subsequent work to address impairments in lakes, streams and rivers on the list are \u201cTMDL projects.\u201d<\/p>\n<p>Minnesota has completed a total of 205 TMDL projects that have been approved by the U.S. Environmental Protection Agency. The state\u2019s work to protect and improve water quality is covered in a <a href=\"https:\/\/www.pca.state.mn.us\/sites\/default\/files\/wq-iw1-87.pdf\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">2026 report to Congress<\/a>.<\/p>\n<p>The public\u2019s role: The MPCA will be holding a series of virtual public meetings to discuss the draft <a href=\"https:\/\/links-2.govdelivery.com\/CL0\/https:%2F%2Fwww.pca.state.mn.us%2Fair-water-land-climate%2Fminnesotas-impaired-waters-list\/1\/0101019ed6f6322d-00cdbd7f-f38a-4b43-9a9e-c5a32203bbe9-000000\/tDQYJNWo7-lH3dQXCnVlB_I_SUdiRLO48AgzmtO6FTQ=452\" rel=\"nofollow noopener\" target=\"_blank\">2026 impaired waters list<\/a>. The first meeting, held June 23, focused on the Upper Mississippi River region, including the watersheds of Leech Lake River, Pine River, Long Prairie River, Redeye River and South Fork Crow River. <a href=\"https:\/\/www.pca.state.mn.us\/events-and-meetings?combine=impaired#events\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">Subsequent meetings<\/a> were scheduled for June 25 and 30 and July 2, 8, 9 and 14.<\/p>\n<p>How it\u2019s funded: Minnesota is somewhat unique among the states in that it provides significant funds for water quality work from its <a href=\"https:\/\/www.pca.state.mn.us\/air-water-land-climate\/clean-water-fund\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">Clean Water Fund<\/a>.
