{"id":727819,"date":"2026-06-26T19:54:10","date_gmt":"2026-06-26T19:54:10","guid":{"rendered":"https:\/\/www.newsbeep.com\/us\/727819\/"},"modified":"2026-06-26T19:54:10","modified_gmt":"2026-06-26T19:54:10","slug":"the-venezuela-earthquakes-hit-a-health-system-already-in-crisis","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/us\/727819\/","title":{"rendered":"The Venezuela Earthquakes Hit a Health System Already in Crisis"},"content":{"rendered":"<p class=\"css-140ip4z e1me5xab0\">Under international urban search-and-rescue protocols, neighbors are considered the first emergency responders before professional rescue teams arrives, said Jacobo Vidarte, an emergency management specialist in Venezuela. <\/p>\n<p class=\"css-140ip4z e1me5xab0\">But in Venezuela, volunteers, who sometimes lack training and appropriate equipment, make up roughly 70 percent of those involved in disaster response because the country has so few teams, Mr. Vidarte said.<\/p>\n<p class=\"css-140ip4z e1me5xab0\">The weaknesses long predated the earthquake.<\/p>\n<p class=\"css-140ip4z e1me5xab0\">Experts said Venezuela\u2019s emergency and health systems have deteriorated after more than 25 years of chronic underinvestment and a lack of long-term planning.<\/p>\n<p class=\"css-140ip4z e1me5xab0\">The country\u2019s economic crisis accelerated a mass exodus of experienced firefighters, nurses and physicians as public-sector salaries cratered. Equipment fell into disrepair and hospitals struggled with chronic shortages of electricity, running water and medical supplies.<\/p>\n<p class=\"css-140ip4z e1me5xab0\">More than 60 percent of Venezuelans lacked regular access to health care before the earthquake, according to a <a class=\"css-yywogo\" href=\"https:\/\/reliefweb.int\/report\/venezuela-bolivarian-republic\/informe-de-seguimiento-la-crisis-humanitaria-compleja-en-venezuela-2025\" title=\"\" rel=\"noopener noreferrer nofollow\" target=\"_blank\">report<\/a> by an independent humanitarian platform, Hum Venezuela.<\/p>\n<p class=\"css-140ip4z e1me5xab0\">Experts say Venezuela still has trained and dedicated medical and emergency personnel, but not enough of them \u2014 or the resources and specialized equipment needed to respond to a disaster of this scale. <\/p>\n<p class=\"css-140ip4z e1me5xab0\">\u201cTheir salary is so low that they pay to go to work,\u201d said Dr. Lorenzo.<\/p>\n<p class=\"css-140ip4z e1me5xab0\">For years, the government has also placed political appointees rather than technical experts at the head of many institutions, said Jos\u00e9 Araque, a geographer at the University of the Andes who studies disaster risk.<\/p>\n<p class=\"css-140ip4z e1me5xab0\">Venezuela\u2019s scientific institutions, he added, have long identified seismic risks and produced recommendations, but successive governments failed to translate that work into public policy.<\/p>\n<p class=\"css-140ip4z e1me5xab0\">International humanitarian groups say years of political isolation also complicated the response.<\/p>\n<p class=\"css-140ip4z e1me5xab0\">Phil Gelman, Latin America director for GOAL, a humanitarian organization that operates health programs in Venezuela, said groups like his spent years operating quietly in the country because of the government\u2019s hostile relationship with civil society, limiting the institutional relationships they normally rely on during disasters.<\/p>\n<p class=\"css-140ip4z e1me5xab0\">\u201cWe were working in the shadows,\u201d he said. \u201cThat doesn\u2019t get undone overnight.\u201d<\/p>\n<p class=\"css-140ip4z e1me5xab0\">Janeth M\u00e1rquez, director of the Venezuela chapter of the Catholic charity Caritas, said the country\u2019s response has suffered from years of weak coordination between government agencies and nonprofit organizations.<\/p>\n<p class=\"css-140ip4z e1me5xab0\">\u201cThe earthquake didn\u2019t collapse the health system,\u201d she said. \u201cWe already had a collapsed health system.\u201d<\/p>\n<p class=\"css-140ip4z e1me5xab0\">Carlos Alvarado, Venezuela\u2019s health minister, said in <a class=\"css-yywogo\" href=\"https:\/\/www.facebook.com\/reel\/1339622908312078\" title=\"\" rel=\"noopener noreferrer nofollow\" target=\"_blank\">televised remarks<\/a> that the government had mobilized more than 5,000 health workers and integrated military, public and private hospitals in a unified response.<\/p>\n<p class=\"css-140ip4z e1me5xab0\">\u201cWe have managed to provide optimal
