WASHINGTON D.C. \u2014 Congresswoman Rashida Tlaib (MI-12) introduced a package of 26 amendments to the National Defense Authorization Act (NDAA). The amendments are intended to uphold human rights at home and abroad, protect our servicemembers, block U.S.-Israeli military integration and end U.S. participation in war crimes, stop the expansion of AI data centers, rein in ICE, and redirect war funding to invest in our communities, amongst many other priorities for Michigan\u2019s 12th district.\u00a0<\/p>\n
The amendments led by Congresswoman Tlaib include:<\/p>\n
Tlaib 158<\/a> \u2013 Reducing Nuclear-armed ICBMs: Strikes the bill\u2019s ban on the reduction of the U.S.\u2019s total number of nuclear-armed Intercontinental Ballistic Missiles (ICBMs).<\/p>\n Tlaib 164 <\/a>\u2013 Ban on Supporting Penal Slavery or Forced Labor: Prohibits the Department of Defense from acquiring products or services that support penal slavery or forced labor.<\/p>\n Tlaib 167<\/a> \u2013 No Funds for War Crimes: Prohibits funds and security assistance to any government, armed group, or entity that has committed war crimes, including attacks on hospitals and medical personnel, UN facilities and personnel, refugee camps, aid workers, or journalists, as well as the crime of forcible transfer or impeding the delivery of humanitarian aid.<\/p>\n Tlaib 168 <\/a>\u2013 Stop Politicians Profiting from War Act:\u00a0 Bans Members of Congress from Owning and Trading Defense Stocks. Codifies Rep. Tlaib\u2019s bill H.R.1756.<\/p>\n Tlaib 171 \u2013<\/a> Daniel Ellsberg Press Freedom and Whistleblower Protection Act: Reforms the Espionage Act to prevent its use and abuse against whistleblowers, journalists, and the American public for exposing government corruption and wrongdoing. Codifies Rep. Tlaib\u2019s bill H.R.7930.<\/p>\n Tlaib 173<\/a> \u2013 Block U.S.-Israel Military Integration: Strikes section 219 (formerly known as section 224), the United States-Israel Defense Technology Cooperation Initiative, which would deeply integrate the U.S. and Israeli militaries and defense industries more than ever before. Rep. Tlaib also co-sponsored a similar amendment from Rep. Massie.<\/p>\n Tlaib 174<\/a> \u2013 No AI Data Centers on Federal Lands: Prohibits the construction or operation of AI data centers on Federal lands, including land under the jurisdiction of the Department of Defense.<\/p>\n Tlaib 177 <\/a>\u2013 Blocking New U.S.-Abraham Accords Military Cooperation Initiative with Israel and Gulf States \u2013 Strikes Section 1707, which would establish the United States-Abraham Accords Defense Cooperation Initiative. This initiative would further increase military cooperation between the United States and the militaries of countries including the UAE (which is currently supporting genocide in Sudan), Bahrain, and Israel (which is currently committing genocide in Gaza).<\/p>\n Tlaib 180 \u2013<\/a> Lifting Ban on Closing Guant\u00e1namo: Co-led with Rep. Delia Ramirez, strikes the extension of the ban on the closure or relinquishing control of the Guant\u00e1namo Bay detention facility and naval station.<\/p>\n Tlaib 275 <\/a>\u2013 No Immigration Detention at Guant\u00e1namo: Co-led with Rep. Delia Ramirez, prohibits funds for immigration detention at Guant\u00e1namo Bay naval station.\u00a0<\/p>\n Tlaib 284<\/a> \u2013 Ban on Military Participation in Deportation Flights: Prohibits the use of any Department of Defense personnel, aircraft, vehicle, or other property for the transportation of individuals for immigration enforcement purposes, including ICE removal flights.<\/p>\n Tlaib 332<\/a> \u2013 Mandating Widespread Promotion of Servicemember Suicide Prevention and Crisis Line Awareness Materials: \u00a0Requires the posting of Suicide Prevention and Crisis Line Promotional Materials across the facilities, websites, newsletters, and social media of military installations. Debbie Dingell).\u00a0<\/p>\n Tlaib 338<\/a> \u2013 Ban on Production, Use, and Export of White Phosphorus Munitions: Prohibits the use of funds for the production, filling, transfer, or use of white phosphorus munitions, which have been used by the Israeli government to commit war crimes in Palestine and Lebanon.<\/p>\n Tlaib 537<\/a> \u2013 Ban on Security Assistance to El Salvador: Prohibits the use of funds for Section 333 Security Assistance to El Salvador, whose government is committing mass human rights violations. (Cosponsored by Rep. Chuy Garc\u00eda and Rep. Nydia Vel\u00e1zquez).<\/p>\n Tlaib 563<\/a> \u2013 Ban on Immigration Detention on DoD Property: Co-led with Rep. Delia Ramirez, Prohibits the detention of noncitizens at Department of Defense property for immigration enforcement purposes.<\/p>\n Tlaib 806<\/a> \u2013 Servicemember Medical Debt Relief: Strengthens consumer protections for servicemembers with regards to medical debt incurred while serving, including by prohibiting the collection of such debt for two years and prohibiting such debt from ever appearing on a consumer report.<\/p>\n Tlaib 838<\/a> \u2013 End National Guard Occupation of DC: Prohibits the authorization of any funds for deployments of the National Guard to the District of Columbia, except at the formal request of the Mayor of the District of Columbia.(Co-sponsored by Rep. Eleanor Holmes Norton).<\/p>\n Tlaib 841<\/a> \u2013 Ban on Any New Military Co-Production Agreement with Israel: \u00a0Prohibits the authorization of funds to enter into any new co-production agreement with Israel.<\/p>\n Tlaib 853<\/a> \u2013 Arms Embargo for States Committing War Crimes: Prohibits the sale or transfer of defense articles to any country that is (1) a party in a contentious case initiated against it before the International Court of Justice concerning alleged violations of obligations under the Convention on the Prevention and Punishment of the Crime of Genocide (\u201cGenocide Convention\u201d) and as part of the proceedings the International Court of justice has indicated provisional measures to prevent the commission of acts within the scope of the Genocide Convention; or (2) the current government of which includes officials that have outstanding arrest warrants issued by the International Criminal Court.<\/p>\n Tlaib 854<\/a> \u2013 End U.S. Participation in Israeli Invasion and Occupation of Lebanon: Co-led with Rep. Delia Ramirez, prohibits the use of funds in Lebanon in contravention of the War Powers Resolution. (Co-sponsored by Rep. Chuy Garc\u00eda).\u00a0<\/p>\n Tlaib 859<\/a> \u2013 Justice and Accountability for Honduras Massacre: Report and prohibition on assistance to those responsible for the May 21, 2026, Honduras massacre.<\/p>\n Tlaib 864<\/a> \u2013 Ending the Collective Punishment Fuel Blockade on Cuba: Sense of Congress opposing the U.S. fuel blockade that is creating a humanitarian crisis in Cuba. Jonathan Jackson).<\/p>\n Tlaib 872<\/a> \u2013 Fund Housing, Not War: Redirects $50 billion in military spending to invest in affordable housing for all.<\/p>\n Tlaib 874<\/a> \u2013 The Cost of War: Requires public reporting about the full cost of the U.S. overseas military footprint, giving the American people greater transparency on military spending.<\/p>\n
