After attempting to take his own life by burning down his dad\u2019s empty Lakewood home in May 2023, he was sentenced in August to 10 years in prison.<\/p>\n<p>By then, the 31-year-old had struggled with his mental health for most of his adult life. He was diagnosed with schizoaffective disorder about a decade ago. He\u2019s also partially paralyzed from injuries suffered in a car crash.<\/p>\n<p>When Connor was sentenced, the judge in his case ordered the state to ensure regular access to his medications. That hasn\u2019t happened. In an email to the Chicago Sun-Times, Natalie wrote that since entering state custody, Connor hasn\u2019t consistently received his medications for mental illness, cholesterol and blood pressure. He is also often denied Tylenol to help manage chronic pain tied to his paralysis.<\/p>\n<p>\u201cWhat is happening inside these facilities is not just poor administration. It meets the definition of deliberate medical neglect,\u201d Natalie wrote in the email.<\/p>\n<p>Centurion Health, one of the nation\u2019s largest correctional medicine companies, has been the medical provider for the Illinois Department of Corrections since July 2025. And a year into Centurion\u2019s short tenure, people inside Illinois prisons say their medical needs are severely neglected.<\/p>\n<p>In nearly a dozen emails and letters like Natalie\u2019s, incarcerated people and their loved ones shared with the Sun-Times and WBEZ\u2019s Prisoncast! how their health has deteriorated as they wait for doctor appointments, testing and medications. The 31-year-old has struggled with his mental health for most of his adult life. <\/p>\n<p>Anthony Vazquez\/Sun-Times<\/p>\n<p>    \u2018What in God\u2019s name are we paying for?\u2019<\/p>\n<p>Late last June, the Illinois Department of Corrections abruptly severed ties with Wexford Health Sources, <a class=\"Link\" href=\"https:\/\/chicago.suntimes.com\/crime\/2025\/07\/16\/after-years-of-poor-care-preventable-deaths-illinois-is-changing-its-prison-health-care-provider\" target=\"_blank\" data-cms-ai=\"0\" rel=\"nofollow noopener\">backing out of a 10-year, $4 billion contract<\/a> with that firm. Since then, the state has been extending a short-term emergency contract with Centurion.<\/p>\n<p>After twice extending a 90-day contract, IDOC and Centurion entered into a one-year, $507 million contract in January that expires next year.<\/p>\n<p>\u201cThat\u2019s a shocking amount of money,\u201d said Jennifer Vollen-Katz, executive director for the independent prison monitor John Howard Association. \u201cTo see over $500 million go toward one year of healthcare, and then to see such poor healthcare come from that. What in God\u2019s name are we paying for? It\u2019s really troubling.\u201d<\/p>\n<p>Centurion came to the state with a poor track record. The for-profit company was hired by Illinois officials despite allegations of substandard medical care causing preventable harm and even death to people locked up in prisons and jails, <a class=\"Link\" href=\"https:\/\/chicago.suntimes.com\/the-watchdogs\/2025\/12\/10\/prison-health-care-illinois-centurion\" target=\"_blank\" data-cms-ai=\"0\" rel=\"nofollow noopener\">according to a Sun-Times examination<\/a> of more than 100 lawsuits.<\/p>\n<p>A corrections department spokesperson would not answer questions about negotiations with Centurion to ink a longer-term contract, saying there are \u201cno further updates at this time.\u201d<\/p>\n<p><a class=\"Link\" href=\"https:\/\/chicago.suntimes.com\/health\/2026\/02\/28\/health-care-illinois-prisons-consent-decree\" target=\"_blank\" data-cms-ai=\"0\" rel=\"nofollow noopener\">A Sun-Times investigation<\/a> into the current healthcare conditions within state prisons found that the state\u2019s critically understaffed facilities struggle to deliver proper correctional medicine to the tens of thousands of incarcerated people in their care.<\/p>\n<p>Charles King is incarcerated at Sheridan Correctional Center. He said he\u2019s been waiting months for a prostate cancer screening after he received concerning results in January.<\/p>\n<p>UI Health conducted a blood test for King to detect early signs of prostate cancer. King\u2019s results were off the charts, according to testing documents he shared with Prisoncast! and the Sun-Times.<\/p>\n<p>\u201cIDOC is delaying and purposely denying me a needed urology prostate cancer screening,\u201d King, 62, wrote in a grievance in April \u2014 a copy of which he sent to Prisoncast! and the Sun-Times. \u201cMedical personnel &#8230; need to take serious the fact that older men are humans whose lives are not to be finalized because they willfully choose not to give them medical treatment.\u201d<\/p>\n<p>King, incarcerated for over 20 years, said he has yet to receive a referral to a urologist for further testing.<\/p>\n<p>IDOC declined to comment on King\u2019s and Kirkpatrick\u2019s allegations of medical neglect, citing healthcare privacy laws.<\/p>\n<p>\u2018A large corporation is screwing us\u2019<\/p>\n<p>The sudden shift to Centurion also affected subcontractors delivering care to incarcerated people.<\/p>\n<p>Marc O\u2019Neal is a physical therapist based in Will County who owns and operates Brightmore Physical Therapy. His company contracted with IDOC early last year to provide physical therapy to men housed at the Joliet Treatment Center.<\/p>\n<p>\u201cI liked working with that community. It doesn\u2019t bother me. I enjoyed helping them,\u201d O\u2019Neal said.<\/p>\n<p>But when IDOC ended its deal with Wexford, his 25 patients stopped coming, and Wexford has yet to pay him an outstanding $11,000 bill for services provided before IDOC canceled Wexford\u2019s contract.<\/p>\n<p>Wexford representatives told O\u2019Neal they won\u2019t pay him until Illinois pays Wexford, but they wouldn\u2019t elaborate on what amount the state owes Wexford and why.<\/p>\n<p>Wexford did not respond to requests for comment on O\u2019Neal\u2019s outstanding bill. IDOC declined to comment. <\/p>\n<p>\u201cThat is not a huge amount of money for them. They could easily cut that check,\u201d O\u2019Neal said. \u201cWe are a local, family-owned small business, and a large corporation is screwing us. And they\u2019re blaming it on the state and holding us hostage.\u201d<\/p>\n<p>Vollen-Katz said lawmakers should do more to ensure better healthcare in Illinois prisons and demand an accounting of how IDOC and its contractors spend taxpayer dollars.<\/p>\n<p>Gov. JB Pritzker\u2019s office, Wexford and Centurion did not respond to requests to comment. And despite <a class=\"Link\" href=\"https:\/\/chicago.suntimes.com\/2025\/12\/18\/lawmakers-reform-prison-health-care\" target=\"_blank\" data-cms-ai=\"0\" rel=\"nofollow noopener\">some lawmakers saying in December<\/a> they would support legislation to improve prison healthcare, no meaningful proposals have advanced in Springfield.<\/p>\n<p>\u201cLawmakers are in a great position to access information that\u2019s harder or impossible for the public to see,\u201d Vollen-Katz said. \u201cThey can also ask the agency, \u2018What is all this money doing? Where is it going?
