Here\u2019s what it actually means for the housing market"},"content":{"rendered":"<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmqvebql6001w2dpb1b9aeioi@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The 21st Century Road to Housing Act, a bipartisan bill that aims to tackle housing affordability, officially became law early Saturday, despite a series of attempts by President Donald Trump to stall the legislation.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmqvei7bl00063b6r8lwkzyid@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Its passage signals that lawmakers recognize the frustration many Americans feel about the high cost of housing. At a time of elevated mortgage rates and near-record high home prices, many feel locked out of homeownership or struggle with monthly rent payments.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmqvei7bl00073b6rodd8u018@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Supporters of the law have touted it as the most comprehensive housing reform in at least three decades. White House press secretary Karoline Leavitt called the new law \u201cone of the most significant pieces of housing affordability legislation in American History,\u201d in a social media <a href=\"https:\/\/x.com\/PressSec\/status\/2069598788960862561\" target=\"_blank\" rel=\"nofollow\">post<\/a> last month.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmrf919ea00093b6rvxmdtpdi@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            But Trump, who had previously expressed support for the law, has since turned critical.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmrf556je000b3b6r88w740ic@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            In a social media post on Friday, Trump said <a href=\"https:\/\/www.cnn.com\/2026\/07\/10\/politics\/trump-housing-bill\" rel=\"nofollow noopener\" target=\"_blank\">he refused to sign the bill<\/a> in protest of the Senate\u2019s failure to pass the SAVE America Act, a voter ID measure he has argued should be Congress\u2019 top priority.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmrf89qbk00003b6rz6vb5t1k@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Last month, after the bill passed Congress, Trump also canceled a signing ceremony just two hours before it was scheduled to begin, later calling the bill a \u201cbig yawn.\u201d\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmrf9bif8000c3b6r16e4uthk@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Regardless, the measure became law automatically on Saturday morning under the Constitution, since he did not veto it.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmrf8rgps00073b6r35dygdmx@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Trump\u2019s last-minute criticism capped months of bipartisan negotiations on what would become the largest housing affordability legislation in a generation. Instead of promoting their efforts, Republican lawmakers were left scrambling when the president abruptly withdrew his support over a separate political fight.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmqvei7bl00083b6r2917nxcm@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The nation\u2019s housing affordability crisis did not stem from a single event or policy failure. It is the result of years of underbuilding, restrictive local zoning, rising demand and policy decisions and, in many cases, policy inaction.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmqvei7bl00093b6rfq1x0i6g@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The legislation reflects the complexity of the crisis, combining a total of 47 proposals aimed at increasing housing supply, reducing costs and expanding access to affordable homes.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmqvei7bl000a3b6rh5066uii@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            But immediate relief may not come just yet for homeowners and renters, said Yonah Freemark, a housing research associate at the Urban Institute. Building new homes takes time, and the law gives short-staffed federal government agencies a new workload to manage.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmqvei7bl000b3b6rumlin01b@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cWe\u2019re talking about a situation where not only will the federal government have to make changes, but then state and local governments also will have to make changes and then businesses, developers, etcetera will have to make investments, which itself takes time,\u201d Freemark said.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmqvei7bl000c3b6r37bh4ss0@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Here\u2019s what the new law does \u2013 and doesn\u2019t do \u2013 to address some of the housing market\u2019s biggest challenges:\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmqvei7bl000e3b6rjszvx1b9@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            In the years since the 2008 financial crisis, homebuilding has lagged, creating a housing shortage that has pushed prices higher.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmqvei7bl000f3b6r2fl46843@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The law primarily aims to tackle America\u2019s housing affordability problem by increasing supply. It includes provisions that promote manufactured housing (homes built in factories) and office-to-apartment conversions. It also would authorize a pilot program to offer grants and forgivable loans to fix older homes that have fallen into disrepair.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmqvei7bl000g3b6rlqjn4cs2@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            But many housing experts point to local zoning and red tape as the root of the slowdown in homebuilding. It is difficult for the federal government to intervene, since local governments make their own rules, but the law includes provisions to encourage states and local governments to adopt land use and zoning policies that are more supportive of housing development.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmqvei7bl000h3b6r8syzmnua@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            If land-use regulations were relaxed, an extra 2.5 million housing units could be added to the United States in the next decade, according to a 2025 report from Goldman Sachs.\n    <\/p>\n<p>       <img decoding=\"async\" src=\"https:\/\/www.newsbeep.com\/us\/wp-content\/uploads\/2026\/07\/gettyimages-2283143861.jpg\" alt=\"Construction workers stand on scaffolding as they work on a home under construction at a new housing development on June 24, 2026 in Valencia, California.\" class=\"image__dam-img image__dam-img--loading\" onload=\"this.classList.remove('image__dam-img--loading')\" onerror=\"imageLoadError(this)\" height=\"1272\" width=\"2000\" loading=\"lazy\"\/><\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmqvei7bl000i3b6reover468@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The success of that provision depends on whether these local communities decide to build, though. Many face opposition from so-called NIMBYs, who are often homeowners who oppose more building to preserve home values. When more homes are built and the housing shortage is chipped away, existing homes in the area may sell for less money.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmqvei7bl000j3b6rzdzbwuqb@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cThe legislation can play an important role in encouraging states and localities to make changes to expand housing supply, but it doesn\u2019t require them to make those changes,\u201d Freemark said. \u201cCongress has chosen not to preempt local and state governments and tell them what to do,\u201d\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmqvei7bm000l3b6rkzkibilt@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            As homes have exploded in value over the past decades, there has also been an increase in people and companies that treat homes as an investment vehicle, rather than just a place to live.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmqvei7bm000m3b6rnf0kc9ah@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Following the 2008 housing meltdown, private equity firms such as Blackstone bought thousands of single-family homes at bargain prices and turned them into rentals.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmqvei7bm000n3b6rsumh4vib@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            In the years after the pandemic, when interest rates fell to historic lows, the housing market erupted. Bidding wars broke out among everyday buyers and home prices surged. Institutional investors picked up the pace of buying in those years, as well.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmqvei7bm000o3b6r3n04a894@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The law includes a first-of-its-kind limit on these kinds of purchases by prohibiting any investor that owns more than 350 single-family homes from buying any more. However, it doesn\u2019t compel mega-investors that currently own more than 350 properties to sell anything.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmqvei7bm000p3b6ria8h4szl@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Still, most investor-owned homes belong to smaller investors, with the vast majority belonging to \u201cmom-and-pop\u201d landlords who own fewer than 10 properties. And larger investors were already retreating from the single-family market. These days, many real estate investors, including Blackstone, are selling more homes than they buy.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmqvei7bm000r3b6rwrztp2so@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The federal workforce has experienced significant cuts since the start of the Trump administration, including employees responsible for housing programs, research and policy.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmqvei7bm000s3b6rqrwu5dp7@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Whether the provisions of 21st Century Road to Housing Act materially improve housing affordability for struggling Americans depends on how federal agencies execute on their new duties, Shaun Donovan, who was Secretary of Housing and Urban Development under President Barack Obama, told CNN.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmqvei7bm000t3b6rjys975gv@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cThis is a bill that changes rules and regulations. It will unlock funding, but most of the provisions are only as good as the implementation,\u201d Donovan, who is now the CEO of Enterprise Community Partners, said.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmqvei7bm000u3b6razijlmd6@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The Urban Institute identified 35 different programs, regulations and studies that HUD will need to implement as this law takes effect \u2013 at a time when the agency is short-staffed, said Aniket Mehrotra, a housing policy coordinator at the Urban Institute.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmqvei7bm000v3b6rpiokg14d@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cThe capacity of HUD to implement this new laundry list of tasks will be limited without additional appropriations for staffing capacity,\u201d Mehrotra said.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmqvei7bm000y3b6rrdw2qyw8@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Among Trump\u2019s objections to the housing affordability initiative was his view that it was \u201cof minor importance compared to lower interest rates.\u201d\n    <\/p>\n<p>       <img decoding=\"async\" src=\"https:\/\/www.newsbeep.com\/us\/wp-content\/uploads\/2026\/07\/2026-06-24t161256z-906534157-rc2f0mag65yj-rtrmadp-3-usa-trump-housing-20260629192752160.JPG\" alt=\"President Donald Trump last week canceled a scheduled signing of a bipartisan legislation aimed at speeding up \u200bthe construction and availability of more affordable housing.\" class=\"image__dam-img image__dam-img--loading\" onload=\"this.classList.remove('image__dam-img--loading')\" onerror=\"imageLoadError(this)\" height=\"1333\" width=\"2000\" loading=\"lazy\"\/><\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmqvei7bm00103b6rbo5adxnu@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            It\u2019s true that stubbornly high mortgage rates above 6% have cut into many Americans\u2019 ability to buy a home \u2013 in more ways than one.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmqvei7bm00113b6rwfne8lgs@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Higher interest rates have not only increased monthly housing costs, but also created a \u201clock-in effect\u201d across the housing market. Millions of homeowners who secured ultra-low mortgage rates before the Federal Reserve began raising interest rates in 2022 are reluctant to sell because doing so would likely mean taking on a much more expensive mortgage. That has further limited the supply of homes on the market.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmqvei7bm00123b6ru73y1qog@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Trump had been highly critical of former Fed Chair Jerome Powell for failing to lower interest rates, and he appointed Kevin Warsh to replace Powell, expecting him to steer the Fed toward lower rates.
