One reason is what some have called \u201c<a class=\"css-yywogo\" href=\"https:\/\/papers.ssrn.com\/sol3\/papers.cfm?abstract_id=4573321&amp;__cf_chl_f_tk=9yV7XZs9hkzMIlKkeFlyM4v5c.xQvfvYtFt_tkr5PEg-1782890443-1.0.1.1-22Z2E.KKAXUpv7HUzbqRWv7AlSgaryPY.V5YnPx_M1A\" title=\"\" rel=\"noopener noreferrer nofollow\" target=\"_blank\">jagged intelligence<\/a>,\u201d where A.I. fails at incredibly simple tasks even as it excels in specific areas. So when some in Silicon Valley predict an impending jobpocalypse, while others view the industry\u2019s claims as overblown, it\u2019s hardly surprising that the public mood around A.I. is <a class=\"css-yywogo\" href=\"https:\/\/www.nbcnews.com\/politics\/politics-news\/poll-majority-voters-say-risks-ai-outweigh-benefits-rcna262196\" title=\"\" rel=\"noopener noreferrer nofollow\" target=\"_blank\">darkening<\/a>. In a Gallup survey from last year, <a class=\"css-yywogo\" href=\"https:\/\/news.gallup.com\/poll\/694685\/americans-prioritize-safety-data-security.aspx\" title=\"\" rel=\"noopener noreferrer nofollow\" target=\"_blank\">80 percent<\/a> of American adults thought the government should regulate A.I., even if doing so means slower progress, a view that was shared by Democrats and Republicans alike. Even young Americans who historically embraced new technologies are <a class=\"css-yywogo\" href=\"https:\/\/news.gallup.com\/poll\/708224\/gen-adoption-steady-skepticism-climbs.aspx?utm_source=newsletter&amp;utm_medium=email&amp;utm_campaign=newsletter_axioslogin&amp;stream=top\" title=\"\" rel=\"noopener noreferrer nofollow\" target=\"_blank\">angrier and more skeptical<\/a>.<\/p>\n<p class=\"css-140ip4z e1me5xab0\">Dismissing A.I. entirely would be a mistake. The technology can help <a class=\"css-yywogo\" href=\"https:\/\/pmc.ncbi.nlm.nih.gov\/articles\/PMC8754556\/\" title=\"\" rel=\"noopener noreferrer nofollow\" target=\"_blank\">diagnose<\/a> diseases, <a class=\"css-yywogo\" href=\"https:\/\/www.science.org\/doi\/10.1126\/science.370.6521.1144\" title=\"\" rel=\"noopener noreferrer nofollow\" target=\"_blank\">predict<\/a> protein folding, <a class=\"css-yywogo\" href=\"https:\/\/www.worldbank.org\/en\/topic\/agriculture\/publication\/harnessing-artificial-intelligence-for-agricultural-transformation\" title=\"\" rel=\"noopener noreferrer nofollow\" target=\"_blank\">improve<\/a> farming, <a class=\"css-yywogo\" href=\"https:\/\/www.nature.com\/articles\/s41467-025-57640-w\" title=\"\" rel=\"noopener noreferrer nofollow\" target=\"_blank\">forecast<\/a> disasters better, <a class=\"css-yywogo\" href=\"https:\/\/www.bbc.com\/future\/article\/20260518-bone-is-a-wonder-material-ai-is-helping-scientists-mimic-it\" title=\"\" rel=\"noopener noreferrer nofollow\" target=\"_blank\">design<\/a> new <a class=\"css-yywogo\" href=\"https:\/\/pubs.acs.org\/doi\/10.1021\/acsami.4c04486\" title=\"\" rel=\"noopener noreferrer nofollow\" target=\"_blank\">materials<\/a>, accelerate <a class=\"css-yywogo\" href=\"https:\/\/www.nature.com\/articles\/s41586-026-10644-y\" title=\"\" rel=\"noopener noreferrer nofollow\" target=\"_blank\">scientific<\/a> and <a class=\"css-yywogo\" href=\"https:\/\/www.bbc.com\/future\/article\/20260309-ai-is-finding-treatments-for-incurable-diseases\" title=\"\" rel=\"noopener noreferrer nofollow\" target=\"_blank\">drug<\/a> discovery and power robots in dangerous environments to improve human safety (such as in <a class=\"css-yywogo\" href=\"https:\/\/news.stanford.edu\/stories\/2025\/12\/ai-robot-international-space-station-autonomous-missions\" title=\"\" rel=\"noopener noreferrer nofollow\" target=\"_blank\">space<\/a>, <a class=\"css-yywogo\" href=\"https:\/\/www.youtube.com\/watch?v=oqfsr2A5sqI\" title=\"\" rel=\"noopener noreferrer nofollow\" target=\"_blank\">firefighting<\/a> and <a class=\"css-yywogo\" href=\"https:\/\/www.forbes.com\/sites\/davidkirichenko\/2025\/09\/16\/inside-the-race-to-clear-ukraines-minefields-with-robots-and-ai\/\" title=\"\" rel=\"noopener noreferrer nofollow\" target=\"_blank\">minefields<\/a>).<\/p>\n<p class=\"css-140ip4z e1me5xab0\">Yet how technology spreads is never inevitable. If A.I. is viewed as benefiting the few at the expense of the majority, then the public will rage against the machine. And A.I. won\u2019t be able to make our lives better in the long run if it cannot survive in the short term. The real challenge, then, isn\u2019t whether the United States or China will build an overwhelming, insurmountable advantage over the other. It\u2019s whether either can figure out how to realize the benefits of A.I. without ripping apart its social fabric. Neither has found the answer yet.<\/p>\n<p class=\"css-140ip4z e1me5xab0\">Silicon Valley tech executives and policymakers across the country are waking up to that fact. States have <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2026\/03\/30\/technology\/trump-states-ai-gavin-newsom-california.html\" title=\"\" rel=\"nofollow noopener\" target=\"_blank\">introduced<\/a> dozens of bills this year to put safety and privacy guardrails around A.I. The Trump administration issued a new executive order that seeks to give the government more <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2026\/06\/02\/technology\/trump-executive-order-ai.html\" title=\"\" rel=\"nofollow noopener\" target=\"_blank\">oversight<\/a> over new models before they\u2019re released to the public. Companies like OpenAI are starting to come around to the idea that strong safety rules can help reverse growing public opposition. But there is still no clear consensus on how the United States should move forward. We know big disruptions are coming, and they\u2019re coming fast as A.I. capabilities <a class=\"css-yywogo\" href=\"https:\/\/metr.org\/time-horizons\/\" title=\"\" rel=\"noopener noreferrer nofollow\" target=\"_blank\">advance<\/a> faster than policy response. We need bigger ideas to fix what may soon break.<\/p>\n<p class=\"css-140ip4z e1me5xab0\">To get to the other end of the tightrope, we need radical and incremental solutions alike. Here\u2019s one to start: a populist A.I. agenda that treats the technology as a public project. Just as NASA made space a national mission rather than a private one, the government should now do the same for A.I. to ensure that its benefits reach the public, not just the companies building it. Here are some concrete ways to do that:<\/p>\n<p class=\"css-140ip4z e1me5xab0\">One, treat some A.I. profits as a shared resource and distribute them directly to citizens. This can be in the form of a <a class=\"css-yywogo\" href=\"https:\/\/312adf64.streak-link.com\/C9HAY3n8fPEjnv948QRDTVIE\/https%3A%2F%2F8cmbykf0.r.us-east-1.awstrack.me%2FL0%2Fhttps%3A%252F%252Fcdn.openai.com%252Fpdf%252F561e7512-253e-424b-9734-ef4098440601%252FIndustrial%252520Policy%252520for%252520the%252520Intelligence%252520Age.pdf%2F1%2F0100019f42d74de0-f1893516-e47c-481a-afcd-2c8e355f74d1-000000%2F8QEiSD5CnojWMBb9iCDzf6Td8FY%3D473\" title=\"\" rel=\"noopener noreferrer nofollow\" target=\"_blank\">sovereign wealth fund<\/a>, seeded by contributions from A.I. companies in the form of stock or cash. Prior models for this include Singapore\u2019s Temasek, seeded in 1974 with equity in state-linked companies, and Australia\u2019s Future Fund, which turned budget surpluses and government shares in a privatized telecom into a permanent endowment for future generations. Another format would be to reinvest A.I. profits into the younger generation, whose members risk being displaced before their careers even begin, and teach them how to use these tools.
