It has been translated and edited for length<br \/>\nand clarity.<\/p>\n<p>Q: How do<br \/>\nyou assess the first session of the People&#8217;s Assembly?<\/p>\n<p>A: The<br \/>\ncurrent assembly is clearly different from the assemblies formed under the previous<br \/>\nsystem, particularly with the absence of the scenes of applause for the<br \/>\npresident and the glorification slogans that used to accompany its sessions.<br \/>\nThis change is a positive development that reflects a shift in the nature of<br \/>\nthe political scene. Still, it is too early to judge the assembly and its<br \/>\nability to establish a new political and legislative phase.<\/p>\n<p>Q: What<br \/>\nwill determine that judgment?<\/p>\n<p>A: The<br \/>\nreal test will be the assembly&#8217;s performance in the coming phase, and its<br \/>\nability to respond to the aspirations of Syrians of all components and to<br \/>\ntranslate them into legislation and policies that strengthen justice,<br \/>\nparticipation, and equal citizenship.<\/p>\n<p>Q: How do<br \/>\nyou evaluate the Kurdish presence in that first session?<\/p>\n<p>A: The<br \/>\nresults were not at the hoped-for level. The Kurds are represented by 12<br \/>\nmembers belonging to different political currents and backgrounds, which means<br \/>\nthat forming a weighty and effective Kurdish bloc needs more time and<br \/>\ncoordination.<\/p>\n<p>Q: Why do<br \/>\nyou describe the representation as insufficient?<\/p>\n<p>A: It is<br \/>\nbelow the deserved level and does not correspond to the Kurdish <a href=\"https:\/\/shafaq.com\/en\/Middle-East\/Kurds-challenge-Syria-parliament-seat-share-after-elections\" target=\"_blank\" rel=\"nofollow noopener\">share<\/a> of the<br \/>\npopulation, which I estimate at around 15 percent of Syria&#8217;s population, in the<br \/>\nabsence of recent and approved official statistics. Representation matching<br \/>\nthat proportion would have given the Kurds at least between 30 and 32 seats,<br \/>\ninstead of the twelve they currently hold.<\/p>\n<p>Q: What<br \/>\nproduced this outcome?<\/p>\n<p>A: Two<br \/>\nmain factors. The first is the absence of a clear political agreement between<br \/>\nthe Kurdish movement and the Syrian authorities on the Kurdish question, and<br \/>\nresponsibility for that is shared between the two sides. The Kurdish movement<br \/>\nhas not been politically active in Damascus to a sufficient degree, while the<br \/>\nSyrian authorities have not moved to launch a serious and comprehensive<br \/>\npolitical dialogue with it.<\/p>\n<p>Q: And<br \/>\nthe second factor?<\/p>\n<p>A: It is<br \/>\nlinked to the mechanism by which the assembly was formed, which did not rely on<br \/>\nfree and direct popular elections, because of the exceptional circumstances<br \/>\nSyria is passing through. That affected the level of representation of the<br \/>\nKurds and of the other components.<\/p>\n<p>Q: Did<br \/>\nthe timing of the selection process play a role?<\/p>\n<p>A: The<br \/>\nselection of assembly members in the Kurdish areas took place late compared<br \/>\nwith other Syrian areas, which gave deputies chosen earlier more time to reach<br \/>\nunderstandings and build alliances over the distribution of the assembly&#8217;s<br \/>\nposts and bodies. Information also circulated about certain figures receiving<br \/>\nsupport during the competition for positions, and in my assessment that was<br \/>\nreflected in the final results of the formation of the assembly&#8217;s bodies.<\/p>\n<p>Q: Are<br \/>\nthe Kurdish deputies working as a bloc?<\/p>\n<p>A: The<br \/>\nKurdish deputies have held several meetings and agreed during them to work in a<br \/>\nteam spirit and to coordinate on general national issues, alongside files<br \/>\nrelated to Kurdish society. This coordination is still in its early stages and<br \/>\nneeds more time and effort to reach a more effective formula for cooperation.<br \/>\nCollective work is the best way to strengthen the presence of Kurdish deputies<br \/>\nand to serve the national interest at the same time.<\/p>\n<p>Q: How do<br \/>\nyou define the balance between national and community work inside the assembly?<\/p>\n<p>A:<br \/>\nNational work must be the basis inside the assembly, and the priority must be<br \/>\nto serve all Syrians, away from narrow partisan, nationalist or sectarian<br \/>\ncalculations. At the same time, the existence of parties and political currents<br \/>\nis a fundamental pillar of any sound political life, and the presence of a<br \/>\nresponsible national opposition inside or outside <a href=\"https:\/\/shafaq.com\/en\/Middle-East\/Syria-completes-first-post-Assad-parliament\" target=\"_blank\" rel=\"nofollow noopener\">parliament<\/a> strengthens<br \/>\ndemocracy, transparency and oversight of the executive authority.<\/p>\n<p>Q: What<br \/>\nfiles do the Kurdish deputies intend to raise?<\/p>\n<p>A: The<br \/>\npriorities are divided between general national issues and others linked<br \/>\ndirectly to Kurdish rights and the particularity of the Kurdish areas, but they<br \/>\nall fall within the project of building a state of citizenship and justice.<\/p>\n<p>Q: What<br \/>\ncomes first?<\/p>\n<p>A: A<br \/>\nreview of the exceptional laws and measures related to land ownership in the<br \/>\nKurdish areas. Large areas still lack the real estate title deeds known as the<br \/>\n&#8220;green tabu,&#8221; and proof of ownership rests on judicial rulings or<br \/>\nother documents. The deputies will also work to open the files of land<br \/>\nexpropriation and the exceptional legislation that harmed residents of the<br \/>\nKurdish areas over past decades.<\/p>\n<p>Q: What<br \/>\nabout services and the economy?<\/p>\n<p>A: The<br \/>\ndevelopment and services file carries similar importance, particularly<br \/>\nimproving infrastructure, securing water and electricity, developing road<br \/>\nnetworks and raising the level of education, health and public services.<br \/>\nSupporting the agriculture and industry sectors matters as well, in a way that<br \/>\ncontributes to providing jobs and achieving sustainable development in areas<br \/>\nthat suffered for years from neglect, war and declining investment.<\/p>\n<p>Q: Are<br \/>\nthere other consequences that need to be addressed?<\/p>\n<p>A: Yes,<br \/>\nthe negative effects left by the years of self-administration, among them the<br \/>\ndangers threatening the safety of civilians, and the environmental and health<br \/>\ndamage caused by extracting and refining oil by primitive means.<\/p>\n<p>Q: And at<br \/>\nthe political level?<\/p>\n<p>A:<br \/>\nRecognition of the national rights of the Kurdish people remains a main<br \/>\npriority and should be fixed in the new Syrian constitution, in a way that<br \/>\nacknowledges national and cultural plurality and guarantees equal citizenship<br \/>\nfor individuals and ethnic groups. The form of the Syrian state must be an<br \/>\nessential part of the national and constitutional dialogue, in a way that<br \/>\npreserves the unity of the country and establishes sound governance and a<br \/>\ndecentralized system that guarantees the participation of all components.<\/p>\n<p>Q: What<br \/>\nspecific demands does that include?<\/p>\n<p>A:<br \/>\nReconsidering the official name of the state so that it expresses all Syrians,<br \/>\nrecognizing the Kurdish language as an official language alongside Arabic in<br \/>\nKurdish-majority areas, and addressing the effects of the Arab Belt project<br \/>\naccording to a just national vision. The assembly<br \/>\ncan, however, prepare the political and legislative ground for these files and<br \/>\nopen a serious national discussion leading to just and sustainable solutions.<\/p>\n<p>Q: Has<br \/>\nthe relationship between the Kurdish forces and the government moved to<br \/>\ninstitutional work?<\/p>\n<p>A:<br \/>\nSpeaking about such a transition requires first defining what is meant by the<br \/>\nKurdish forces, given the multiplicity of currents and projects inside the<br \/>\nSyrian Kurdish political scene.<\/p>\n<p>Q: How do<br \/>\nyou read the SDF&#8217;s approach?<\/p>\n<p>A: In my<br \/>\nview, the political approach of the Syrian Democratic Forces is not based on a<br \/>\nKurdish national project in the traditional sense, but rests on the concepts of<br \/>\nthe democratic nation and the brotherhood of peoples, and calls for moving<br \/>\nbeyond closed national identities.<\/p>\n<p>Q: What<br \/>\nhas that meant for the negotiations with Damascus?<\/p>\n<p>A: The<br \/>\nnegotiations focused on the future of the military, security, and civil<br \/>\ninstitutions belonging to the forces and the self-administration, and on the<br \/>\nmechanism for integrating them into the institutions of the Syrian state, more<br \/>\nthan on recognition of Kurdish identity and national rights. The core of the<br \/>\nnegotiations revolves around the nature of the <a href=\"https:\/\/shafaq.com\/en\/Middle-East\/SDF-opens-path-to-integration-talks-with-Damascus\" target=\"_blank\" rel=\"nofollow noopener\">integration<\/a>, the distribution of<br \/>\npowers and posts inside state agencies, and the arrangement of leadership and<br \/>\nadministrative structures.<\/p>\n<p>Q: Does<br \/>\nthe agreement resolve the Kurdish question?<\/p>\n<p>A: The<br \/>\nagreement with the SDF does not resolve the Kurdish question and does not<br \/>\nguarantee the political rights of the Kurds or their representation in state<br \/>\ninstitutions. It moves within financial, security, military, and administrative<br \/>\narrangements, and it cannot be a substitute for a comprehensive political<br \/>\nsolution to the Kurdish question in Syria.<\/p>\n<p>Q: Where<br \/>\ndo the other Kurdish parties stand?<\/p>\n<p>A: The<br \/>\nKurdish National Council and other Kurdish parties proceed from a different<br \/>\nvision that focuses on fixing Kurdish rights within the framework of the Syrian<br \/>\nstate. Their communication with the authorities has so far been limited to<br \/>\nmeetings between the council&#8217;s leadership and some Syrian officials, among them<br \/>\nthe foreign minister and transitional President Ahmed al-Sharaa. These meetings<br \/>\nare important steps toward opening channels of communication, but they remain<br \/>\nfar from the level of political negotiations that could produce a clear<br \/>\ninstitutional framework for the relationship between the Kurds and the state.<\/p>\n<p>Q: So how<br \/>\nwould you describe the current stage?<\/p>\n<p>A: What<br \/>\nSyria is witnessing now is the beginning of negotiating tracks and uneven<br \/>\npolitical contacts between different parties, not a comprehensive institutional<br \/>\nagreement defining the nature of the future relationship. Building a stable<br \/>\ninstitutional relationship needs a political dialogue that includes the various<br \/>\nconcerned forces, followed by legal and constitutional arrangements that<br \/>\nguarantee rights and define responsibilities and powers. Institutions are not<br \/>\nbuilt only through merging existing structures, but through a political<br \/>\nconsensus that determines the form of the state and the relationship of its<br \/>\ncomponents to it.<\/p>\n<p>Q: What<br \/>\nrole has the Kurdistan Region of Iraq played?<\/p>\n<p>A: The<br \/>\nKurdistan Region and Kurdish leader Masoud Barzani played an influential role<br \/>\nin bringing the viewpoints of the Syrian government and the Syrian Democratic<br \/>\nForces closer, and in contributing to opening channels of communication between<br \/>\nthe two sides. Erbil&#8217;s role stood out during sensitive stages through efforts<br \/>\nto avoid military escalation in the Kurdish areas and to limit the<br \/>\ntransformation of political disputes into a wider Arab-Kurdish clash. That role<br \/>\nhas made the Kurdistan Region an important station for regional and<br \/>\ninternational parties concerned with Syria&#8217;s stability and the future of the<br \/>\nrelationship between Damascus and the Kurdish forces.<\/p>\n<p>Q: What<br \/>\nabout outside mediation?<\/p>\n<p>A: The<br \/>\nefforts of the Kurdistan Region were accompanied by direct American mediation<br \/>\nand French support for the negotiations, with the aim of reaching a formula<br \/>\nthat prevents a return to confrontations and opens the way to clearer political<br \/>\nand institutional arrangements. But the success of the coming understandings<br \/>\ndoes not depend on external mediation alone.
