{"id":775613,"date":"2026-07-21T09:57:28","date_gmt":"2026-07-21T09:57:28","guid":{"rendered":"https:\/\/www.newsbeep.com\/us\/775613\/"},"modified":"2026-07-21T09:57:28","modified_gmt":"2026-07-21T09:57:28","slug":"has-modern-environmentalism-made-wildfires-worse-deseret-news","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/us\/775613\/","title":{"rendered":"Has modern environmentalism made wildfires worse? \u2013 Deseret News"},"content":{"rendered":"<p>Flooding devastated Beaver County in west-central Utah after heavy monsoon rains fell on land recently burned by the 97,000-acre Cottonwood Fire, damaging homes, water systems and roads.Forest Service Chief Tom Schultz said decades of forest overgrowth and declining health have fueled larger, hotter and more expensive wildfires across the West.Lengthy environmental reviews and litigation have slowed forest management efforts, preventing the agency from reducing wildfire risks more quickly.<\/p>\n<p class=\"c-paragraph\">Following a smoky June and early July, the second stage of the West\u2019s wildfire season has begun, with monsoon season bringing catastrophic floods. <\/p>\n<p class=\"c-paragraph\">On Sunday afternoon, rain started falling in Beaver County in southwest-central Utah, where the Cottonwood Fire recently charred more than 97,000 acres \u2014 around 150 square miles. <\/p>\n<p><img decoding=\"async\" data-chromatic=\"ignore\" alt=\"\" style=\"aspect-ratio:1.41;background-color:#F3F1F0;cursor:pointer\" class=\"c-image\" loading=\"lazy\" src=\"https:\/\/www.newsbeep.com\/us\/wp-content\/uploads\/2026\/07\/H2Y2MLYZ6FF3XMBPM3WMMPTLPQ.JPG\"  width=\"800\" height=\"569\"\/>Dray Smith, Krosby Hollingshead and Lincoln Smith clear debris that washed downstream so flood waters can flow freely after flooding in Beaver on Monday, July 20, 2026. | Kristin Murphy, Deseret News <\/p>\n<p class=\"c-paragraph\">Anticipating flooding, Beaver Mayor Matt Robinson checked on the live video feed taken from cameras in the Tushar Mountains. \u201cIt was unbelievable,\u201d he told the Deseret News. \u201cI tuned in to the camera that was furthest up the canyon and watched a 15- or 20-foot concrete structure get overtaken and wiped out.\u201d <\/p>\n<p class=\"c-paragraph\">The floods came down through Beaver City, washed out a portion of one neighborhood\u2019s culinary water system, impacted more than 200 homes and overtook a section of I-15. <\/p>\n<p><img decoding=\"async\" data-chromatic=\"ignore\" alt=\"\" style=\"aspect-ratio:1.58;cursor:pointer\" class=\"c-image\" loading=\"lazy\" src=\"https:\/\/www.newsbeep.com\/us\/wp-content\/uploads\/2026\/07\/3AGAIL34I5EOLKD52RDY7XL52U.png\"  width=\"800\" height=\"505\"\/>Mud surround houses in Beaver Monday, July 2026. | Istavan Bartos, KSL <\/p>\n<p class=\"c-paragraph\">Between 0.5 to 1.5 inches of rain fell on the mountains in about 45 minutes, then a wave of water rushed down toward the city. <\/p>\n<p class=\"c-paragraph\">Beaver City officials issued a notice on Sunday evening to not drink tap water over concerns it had been contaminated. \u201cWe\u2019ve been encouraging our community for three-plus weeks now to get a supply of drinking water, and I think most everybody did,\u201d Robinson said. <\/p>\n<p class=\"c-paragraph\">Meanwhile, the Cottonwood Fire is still not entirely contained. Robinson estimated that about 300 firefighters are still stationed in the area to put out the remaining 10%. <\/p>\n<p><img decoding=\"async\" data-chromatic=\"ignore\" alt=\"\" style=\"aspect-ratio:1.54;background-color:#F3F1F0;cursor:pointer\" class=\"c-image\" loading=\"lazy\" src=\"https:\/\/www.newsbeep.com\/us\/wp-content\/uploads\/2026\/07\/PTU7U3VJNVE7LJ543DUTX62AEE.JPG\"  width=\"800\" height=\"519\"\/>A truck that was destroyed in the Cottonwood Fire is pictured at Eagle Point Ski Resort in Beaver County on Thursday, July 9, 2026. | Kristin Murphy, Deseret News <\/p>\n<p class=\"c-paragraph\">\u201cWildfire will come to much of the West, and by us not doing anything, there will be an impact.\u201d<\/p>\n<p>\u2014 \u00a0Forest Service Chief Tom Schultz<\/p>\n<p class=\"c-paragraph\">And Beaver is not alone in its wildfire experience this summer. <\/p>\n<p class=\"c-paragraph\">Across the West, national forests are facing the same problem: litigation and regulatory processes have caused a buildup of decay, which is causing bigger, hotter and more expensive burns. <\/p>\n<p class=\"c-paragraph\">In a conversation with the Deseret News on Friday, U.S. Forest Service Chief Tom Schultz said the problem has cascading effects.<\/p>\n<p class=\"c-paragraph\">Burns cause floods, and floods cause mass destruction. <\/p>\n<p class=\"c-paragraph\">\u201cWhat\u2019s going to happen when it rains? That water is going to erode those soils, which will create flooding that will impact the watershed. It will impact fish, wildlife and water systems,\u201d he said. \u201cWildfire will come to much of the West, and by us not doing anything, there will be an impact.\u201d <\/p>\n<p>American forests have been declining for decades<img decoding=\"async\" data-chromatic=\"ignore\" alt=\"\" style=\"aspect-ratio:1.59;background-color:#F3F1F0;cursor:pointer\" class=\"c-image\" loading=\"lazy\" src=\"https:\/\/www.newsbeep.com\/us\/wp-content\/uploads\/2026\/07\/IE2IQGQZCNB2JMLPI4BHZELOMU.JPG\"  width=\"800\" height=\"502\"\/>The burn scar from the Cottonwood Fire can be seen from Highway 153 in Beaver County on Thursday, July 9, 2026. | Kristin Murphy, Deseret News <\/p>\n<p class=\"c-paragraph\">Schultz explained a series of hurdles his agency runs up against in managing the nation\u2019s 193 million acres of Forest Service land. <\/p>\n<p class=\"c-paragraph\">While every year has been a little bit different over the past three decades, \u201cthe general trend is that we are having more expensive fires, hotter fires and more acres burned,\u201d Schultz said. <\/p>\n<p class=\"c-paragraph\">As of Monday, <a href=\"https:\/\/www.nifc.gov\/fire-information\/nfn\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.nifc.gov\/fire-information\/nfn\">about 40,700 fires<\/a> have burned 3.9 million acres across the U.S., more than 6,000 square miles. <\/p>\n<p class=\"c-paragraph\">\u201cWe knew back in January or February based on snowpack levels that things were going to be outside the normal range of what we expect in fire seasons,\u201d Schultz said. <\/p>\n<p><img decoding=\"async\" data-chromatic=\"ignore\" alt=\"\" style=\"aspect-ratio:1.50;background-color:#F3F1F0;cursor:pointer\" class=\"c-image\" loading=\"lazy\" src=\"https:\/\/www.newsbeep.com\/us\/wp-content\/uploads\/2026\/07\/NJF4IGUKDZGADK5BCSZ5TFXWXE.JPG\"  width=\"800\" height=\"533\"\/>Aaron Richardson, Curtis Street and Trendon Delray clean out Richardson\u2019s flooded garage after flooding in Beaver on Monday, July 20, 2026. He still plans to host a wedding in early August. | Kristin Murphy, Deseret News <\/p>\n<p class=\"c-paragraph\">To prepare the states for the impending fires this summer, Schultz spoke to Congress on several occasions about what to expect and how to gear up. <\/p>\n<p class=\"c-paragraph\">The issue has worsened persistently since the 1990s. <\/p>\n<p class=\"c-paragraph\">In many areas across the nation, forests\u2019 vegetation density is double what it\u2019s been historically, and in some areas like California\u2019s Sierra Nevadas, densities are <a href=\"https:\/\/wildfiretaskforce.org\/sierra-nevada-regional-profile\/healthy-resilient-forests\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/wildfiretaskforce.org\/sierra-nevada-regional-profile\/healthy-resilient-forests\/\">five to six times higher<\/a>. <\/p>\n<p class=\"c-paragraph\">\u201cWe\u2019ve got substantially more vegetation today than we had in many areas a hundred years ago,\u201d Schultz said. <\/p>\n<p class=\"c-paragraph\">Without management, insect and disease activity increases, and soil conditions get worse. <\/p>\n<p class=\"c-paragraph\">\u201cA healthy forest will grow at somewhere between 5% to 7% a year,\u201d Schultz said. Smith\u2019s home survived, but her lavender farm is covered in mud. | Kristin Murphy, Deseret News <\/p>\n<p class=\"c-paragraph\">NEPA requires the Forest Service to assign someone \u2014 typically a district ranger, forest supervisor or regional forester \u2014 to approve the project. <\/p>\n<p class=\"c-paragraph\">Then a specialized team is put together. Depending on what\u2019s proposed, the team could include biologists, hydrologists, foresters, and archaeologists. Then an interdisciplinary team identifies the project, objectives and alternatives. People are assigned to do on-the-ground analysis, while others could be assigned to do computer modeling or look at watershed and wildlife impacts. <\/p>\n<p class=\"c-paragraph\">Once everyone has done their research, the team comes back together and creates alternative plans, while they take public comment. After all of this, the decision maker will approve or deny the project before it moves forward. <\/p>\n<p class=\"c-paragraph\">The process is required whether the proposal covers 50 acres or 1 million acres; it is not uncommon for environmental review processes to take three to four years. <\/p>\n<p class=\"c-paragraph\">\u201cThere are folks that, I would argue, in some cases have used the processes to thwart projects,\u201d Schultz said. <\/p>\n<p><img decoding=\"async\" data-chromatic=\"ignore\" alt=\"\" style=\"aspect-ratio:1.58;cursor:pointer\" class=\"c-image\" loading=\"lazy\" src=\"https:\/\/www.newsbeep.com\/us\/wp-content\/uploads\/2026\/07\/D5OAHVNNLJB5JKGEONBDDKYGB4.png\"  width=\"800\" height=\"507\"\/>Mud surround houses in Beaver Monday, July 2026. | Istavan Bartos, KSL <\/p>\n<p class=\"c-paragraph\">However, the current presidential administration is trying to speed the process up. USDA Secretary Brooke Rollins asked the agency to make sure environmental assessments are completed within 12 months if the project is simple, and within two years if it\u2019s more complex. <\/p>\n<p class=\"c-paragraph\">Rollins has also approved the decision to move Forest Service headquarters to Salt Lake City, Utah. The decision, <a href=\"https:\/\/www.usda.gov\/about-usda\/news\/press-releases\/2026\/03\/31\/usda-prioritizing-common-sense-forest-management-moves-forest-service-headquarters-salt-lake-city\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.usda.gov\/about-usda\/news\/press-releases\/2026\/03\/31\/usda-prioritizing-common-sense-forest-management-moves-forest-service-headquarters-salt-lake-city\">she said<\/a>, will put \u201coperation leaders closer to the landscapes we manage and the people who depend on them.\u201d <\/p>\n<p class=\"c-paragraph\">Upon the announcement, Schultz <a href=\"https:\/\/www.usda.gov\/about-usda\/news\/press-releases\/2026\/03\/31\/usda-prioritizing-common-sense-forest-management-moves-forest-service-headquarters-salt-lake-city\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.usda.gov\/about-usda\/news\/press-releases\/2026\/03\/31\/usda-prioritizing-common-sense-forest-management-moves-forest-service-headquarters-salt-lake-city\">said<\/a> the move will make his agency more \u201cnimble, efficient (and) effective.\u201d <\/p>\n<p>Litigation makes the process even harder<\/p>\n<p class=\"c-paragraph\">About 1 billion board-feet of timber are currently under some form of litigation in the U.S., Schultz told the Deseret News. <\/p>\n<p class=\"c-paragraph\">That\u2019s a third of the work the Forest Service does in a year. <\/p>\n<p class=\"c-paragraph\">It\u2019s enough lumber to build about 66,600 single-family homes. If the amount of litigated timber were milled into 1-foot-wide planks, each 1 inch thick, it would be enough to wrap around the Earth\u2019s equator more than 7.5 times. <\/p>\n<p class=\"c-paragraph\">Environmental groups regularly sue the Forest Service for how it manages federal land. John Curtis\u2019 <a href=\"https:\/\/www.congress.gov\/bill\/119th-congress\/house-bill\/471\/all-actions\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.congress.gov\/bill\/119th-congress\/house-bill\/471\/all-actions\">Fix Our Forests Act<\/a>, which passed the House of Representatives 279-141 and now waits for a vote in the Senate.
