Secretary-General Ant\u00f3nio Guterres said that the control and exploitation of natural resources are dramatically altering the causes, dynamics, and the outcomes of conflict. He reiterated, \u201cNo more exploitation. No more plundering.\u201d<\/p>\n
Speaking at a Security Council meeting on natural resources governance today (22 Jul), Guterres stressed, \u201cit is time to break the age-old pattern \u2013 where resources are extracted, value is captured elsewhere, and impoverished communities are left behind to cope with the environmental and socioeconomic damage.\u201d:<\/p>\n
He added, \u201cit is time to close the gap between a State\u2019s recognized sovereignty over its natural resources, and its sovereign rights in practice.\u201d<\/p>\n
The UN chief highlighted, \u201ccountries and communities must benefit \u2013 first and most \u2013 from the resources in their own backyard,\u201d adding that the UN is supporting national authorities to \u201cstrengthen governance and institutions, improve regulatory frameworks, and ensure minerals contribute to development and peacebuilding.\u201d<\/p>\n
Th\u00e9r\u00e8se Kayikwamba Wagner, Minister for Foreign Affairs of the Democratic Republic of the Congo also spoke to the Council in her national capacity. Her government holds the Presidency of the Council for the month of July.<\/p>\n
