(Shutterstock)

Optimism among Minnesota’s small businesses has dipped slightly below the national average as economic expectations and government regulations cause concerns for business owners.

According to the National Federation of Independent Business’ (NFIB) latest Minnesota Small Business Economic Trends report, Minnesota’s Small Business Optimism Index in October 2025 through March of 2026 was 97.2, 1.3 points below the national average.

“The Small Business Economic Trends survey has provided essential information about the small business economy for decades,” said Holly Wade, executive director of NFIB’s Research Center. “While this data is a useful tool for evaluating the U.S. economy overall, no state can be defined by national numbers alone. This state-specific report allows us to better understand business conditions and the unique challenges and strengths owners face in Minnesota.”

The report noted that five of the 10 components used to calculate the optimism index were noticeably weaker in Minnesota than the rest of the nation. Those that trailed national averages were current job openings, economic expectations, perceptions of whether it is a good time to expand, and both current inventory levels and inventory plans.

However, one component was on the rise. Minnesota small business owners reported stronger plans for capital outlays than business owners nationally.

According to the report, taxes remain the top concern for Minnesota small business owners, followed by inflation. Business owners also reported greater concern about government regulation than the rest of the country, while labor quality was viewed as less of a challenge.

“Minnesota’s Optimism Index confirms what I’m hearing from small business owners; high taxes and unnecessary regulations are holding them back from growing and investing in our communities,” said NFIB Minnesota State Director Jon Boesche.

Boesche pointed to Minnesota’s Paid Family and Medical Leave program as a major source of concern for business owners when it comes to government regulation.

“The Paid Family & Medical Leave mandate that began this year plays a large role in small business owners’ concerns about government regulation,” he said. “The stress and pressure Main Street is feeling will add to the high uncertainty and lack of optimism.”

The report also suggested that Minnesota’s labor market could be shifting. Current job openings were six points below the national average, representing one of the largest gaps between Minnesota and the nation among the report’s optimism indicators. NFIB noted that this trend aligned with the negative trend in the state’s unemployment rate.

Along with this, economic expectations were down five points and the number of owners who believed it was a good time to expand their business was three points below the national average.

Researchers noted that while hiring has slowed, inflation continues to create challenges for employers.

“As seen from the Employment Index and from the Job Openings component of the Optimism Index, small businesses are hiring less in Minnesota, making the search for talent less critical,” the report said. “But that’s not all good: Minnesota small businesses are struggling more with inflation (by 4 points), which is likely related to rising wages.”

The data in the report was taken from NFIB’s Small Business Economic Trends Survey, which polls a random sample of its members.

Rachael Van Rossum

Rachael Van Rossum is a journalist and author who studies political science in the Twin Cities.
