As various facets of the bill roll out in staggered fashion in coming years, Kotek\u2019s office says that Oregon will lose out on nearly $11.7 billion that currently funds health care through the Oregon Health Plan. <\/p>\n<p class=\"article-body__text article-body--padding color_dgray m-none\">And the state\u2019s Department of Human Services expects $3 billion to disappear that helps low-income Oregonians afford food via the Supplemental Nutrition Assistance Program, or SNAP. <\/p>\n<p class=\"article-body__text article-body--padding color_dgray m-none\">With tight state tax revenues unable to fill the gap, the pullback of federal money means Oregonians who rely on these services are likely to be cut off, Kotek said Monday. <\/p>\n<p class=\"article-body__text article-body--padding color_dgray m-none\">\u201cThe Trump Administration and Republicans in Congress have betrayed American children and families, who will become sicker, hungrier, and less prosperous because of President Trump\u2019s budget bill,\u201d she said in a statement. \u201cOregonians will see less of their federal tax dollars coming back to our state for things they count on.\u201d<\/p>\n<p class=\"article-body__text article-body--padding color_dgray m-none\">The new analysis is the most complete picture yet of how Oregon\u2019s ability to provide services could be impacted by Trump\u2019s bill. The legislation, heralded by the GOP as a major victory, was opposed by all of Oregon\u2019s congressional delegation except U.S. Rep. Cliff Bentz, the lone Republican.<\/p>\n<p class=\"article-body__text article-body--padding color_dgray m-none\">Bentz did not respond for a request to comment on Monday. But one Oregon Republican, House Minority Leader Christine Drazan, R-Canby, downplayed the impact of the federal legislation. <\/p>\n<p class=\"article-body__text article-body--padding color_dgray m-none\">\u201cOregon\u2019s future is cause for concern\u2014not because the federal government preserved tax cuts for families or is working to reduce the national debt\u2014but because Governor Kotek is determined to sidestep accountability and raise billions in taxes on Oregonians who can\u2019t afford it,&#8221; Drazan said in a statement, apparently referring to Kotek\u2019s push to hike state taxes to fund transportation services.<\/p>\n<p class=\"article-body__interstital article-body--padding f_primary m-none\">Related: <a href=\"https:\/\/www.opb.org\/article\/2025\/07\/26\/cliff-bentz-visits-eastern-oregon-budget\/\" rel=\"nofollow noopener\" target=\"_blank\">US Rep. Cliff Bentz touts GOP budget wins as protests continue outside in Eastern Oregon<\/a><\/p>\n<p class=\"article-body__text article-body--padding color_dgray m-none\">The specter of reduced federal funding is just one factor Kotek and other top policy makers have to consider.<\/p>\n<p class=\"article-body__text article-body--padding color_dgray m-none\">Beyond impacting direct federal payments, an <a href=\"\" target=\"_blank\" rel=\"\" title=\"\">analysis released last month <\/a>suggests that tax cut provisions within the bill will eat into Oregon\u2019s state revenues by nearly $1 billion during the current budget, which began July 1. That\u2019s because the state uses federal taxable income as a beginning point when calculating what residents owe in state taxes. Majority Democrats are considering changing that in order to avoid budget impacts.<\/p>\n<p class=\"article-body__text article-body--padding color_dgray m-none\">And there are worries the state\u2019s budget picture could soon sour even more. Weak job market data and other economic factors could lead state economists to rethink their revenue projections, potentially prompting belt-tightening in next year\u2019s short legislative session. The state\u2019s next revenue forecast is scheduled for Aug. 27.<\/p>\n<p class=\"article-body__text article-body--padding color_dgray m-none\">\u201cI am going to work with Oregon lawmakers and community partners to do all that we can to stand up for Oregonians and get through this needless, callous hardship,\u201d Kotek said in Monday\u2019s release. \u201cI will continue to hold the line and push back as Oregon values are under threat.\u201d<\/p>\n<p class=\"article-body__text article-body--padding color_dgray m-none\">Federal funding makes up roughly a third of the state\u2019s two-year budget, but the decreases agencies anticipate in the current budget are relatively small. The state\u2019s analysis suggests that around $1 billion of the roughly <a href=\"https:\/\/www.oregonlegislature.gov\/lfo\/Documents\/2025-2%20LAB%20Summary%202025-27.pdf\" target=\"_blank\" rel=\"nofollow noopener\">$44 billion in federal money l<\/a>awmakers have budgeted could go away. The 2025-27 Oregon budget totals roughly $139 billion.<\/p>\n<\/p>\n<p class=\"article-body__text article-body--padding color_dgray m-none\">Those impacts are expected to ramp up in the years to come. Kotek\u2019s analysis predicts a federal funding reduction of $5.7 billion in the 2027-29 budget, and $8.4 billion in 2029-31.<\/p>\n<p class=\"article-body__text article-body--padding color_dgray m-none\">Much of the impact centers on the Oregon Health Plan, the state\u2019s version of Medicaid. The federal spending bill signed into law by President Trump last month institutes new work requirements for nearly 600,000 people who enrolled in the program under expansions set forth in the Affordable Care Act. <\/p>\n<p class=\"article-body__text article-body--padding color_dgray m-none\">\u201cProjected coverage loss due to these requirements could be significant, with estimates suggesting that between 100,000 and 200,000 Oregonians will lose OHP coverage due to challenges demonstrating compliance with new requirements,\u201d the state\u2019s analysis reads. That will put added strain on health care providers like hospitals, which will be forced to provide uncompensated care to people in dire need. <\/p>\n<p class=\"article-body__text article-body--padding color_dgray m-none\">The bill also requires enrollees to be screened to ensure they qualify every six months, as opposed to every two years under Oregon\u2019s current program. <\/p>\n<p class=\"article-body__text article-body--padding color_dgray m-none\">All of the new red tape is likely to reduce benefits to Oregonians by more than $500 million in each of the next two budget cycles, according to the Oregon Health Authority.<\/p>\n<p class=\"article-body__text article-body--padding color_dgray m-none\">The state expects to lose billions more from provisions that slash the amount the state can levy in \u201cprovider taxes,\u201d assessments paid by health care providers that are used to leverage more federal Medicaid payments. <\/p>\n<p class=\"article-body__text article-body--padding color_dgray m-none\">Further limits to how much the federal government will pay for some health services, including those for immigrants, prompt state officials to conclude the health program will be \u201csignificantly destabilized\u201d in years to come.<\/p>\n<p class=\"article-body__text article-body--padding color_dgray m-none\">\u201cDue to the changes in eligibility and funding for services, there will be a significant decline in Medicaid members accessing benefits,\u201d the analysis said.<\/p>\n<p class=\"article-body__text article-body--padding color_dgray m-none\">Oregon\u2019s ability to feed low-income residents is also slated to see major headwinds under the federal bill. <\/p>\n<p class=\"article-body__text article-body--padding color_dgray m-none\">The analysis released by Kotek suggests that Oregon\u2019s share of federal funding for SNAP will be reduced by almost $3 billion in coming years. <\/p>\n<p class=\"article-body__text article-body--padding color_dgray m-none\">That\u2019s the result of a new policy forcing states with high payment error rates under SNAP \u2014 like Oregon \u2014 to foot the bill for 15% of benefits paid out. Parks \/ OPB<\/p>\n<p class=\"article-body__text article-body--padding color_dgray m-none\">At the same time, fewer people are likely to qualify for food assistance when changes take effect. The bill created work requirements that may apply to roughly 310,000 adults that now get assistance.
