Here\u2019s what the data says."},"content":{"rendered":"<p><a href=\"https:\/\/www.dailykos.com\/series\/surveysays\/\" rel=\"nofollow noopener\" target=\"_blank\">Survey Says<\/a> is a weekly series rounding up the most important polling trends or data points you need to know about, plus a vibe check on a trend that\u2019s driving politics or culture.<\/p>\n<p>As of Sunday, the midterm elections are now 100 days away. Democrats are favored to retake the House, but how many seats can they reasonably expect to win?<\/p>\n<p>A lot of data is in their favor. President Donald Trump\u2019s approval rating sits <a href=\"https:\/\/www.natesilver.net\/p\/trump-approval-ratings-nate-silver-bulletin\" rel=\"nofollow noopener\" target=\"_blank\">below 40%<\/a>. He has renewed hostilities against Iran, a <a href=\"https:\/\/www.dailykos.com\/stories\/2026\/3\/8\/2371462\/-Trump-s-uniquely-unpopular-war-on-Iran\" rel=\"nofollow noopener\" target=\"_blank\">deeply unpopular<\/a> war that has exacerbated inflation\u2014voters\u2019 most important issue. Democrats are also <a href=\"https:\/\/docs.google.com\/spreadsheets\/d\/1JGk1r1VXnxBrAIVHz1C5HTB5jxCO6Zw4QNPivdhyWHw\/edit?gid=1173601967#gid=1173601967\" rel=\"nofollow noopener\" target=\"_blank\">performing<\/a> better in special elections than they did <a href=\"https:\/\/docs.google.com\/spreadsheets\/d\/1C2MVeM2K7WgqmJw5RCQbWyTo2u73CX1pI8zw_G-7BJo\/edit?gid=2144047916#gid=2144047916\" rel=\"nofollow noopener\" target=\"_blank\">ahead<\/a> of the 2018 midterms, when the party <a href=\"https:\/\/www.nytimes.com\/interactive\/2018\/11\/06\/us\/elections\/results-house-elections.html\" rel=\"nofollow noopener\" target=\"_blank\">picked up<\/a> 40 House seats on net.<\/p>\n<p>But while Democrats need to flip <a href=\"https:\/\/www.dailykos.com\/stories\/2025\/4\/24\/2318374\/news\/Here-s-how-Democrats-can-take-back-the-House\/\" rel=\"nofollow noopener\" target=\"_blank\">only three seats<\/a> on net to win the chamber, the size of a majority matters greatly, and a gain on the level of 2018 is very unlikely this year.<\/p>\n<p>Following the mid-decade restricting war that Republicans began last year, Democrats are set to <a href=\"https:\/\/www.cookpolitical.com\/redistricting\/2025-26-mid-decade-map\" rel=\"nofollow noopener\" target=\"_blank\">lose a net of up to 10 seats<\/a> essentially by default. That puts them in a deeper hole, though it\u2019s not as deep as in 2018. Democrats entered that midterm with only 195 seats, compared with 215 this year, after assigning vacant seats to the party that most recently held them. In other words, Democrats need to flip 20 seats on net this fall to match their post-2018 majority of 235 seats.<\/p>\n<p>Unfortuntately, even that may prove difficult.\u00a0<\/p>\n<p>As of Friday, Democrats are favored in 205 House districts and Republicans in 211, according to the median race rating between the <a href=\"https:\/\/www.cookpolitical.com\/ratings\/house-race-ratings\" rel=\"nofollow noopener\" target=\"_blank\">Cook Political Report<\/a>, <a href=\"https:\/\/insideelections.com\/ratings\/house\/\" rel=\"nofollow noopener\" target=\"_blank\">Inside Elections<\/a>, and <a href=\"https:\/\/centerforpolitics.org\/crystalball\/2026-house\/\" rel=\"nofollow noopener\" target=\"_blank\">Sabato\u2019s Crystal Ball<\/a>\u2014the three most-esteemed election handicappers. Another 19 districts are toss-ups.<\/p>\n<\/p>\n<p>To score a majority, Democrats need to win every House seat where they are currently favored, plus another 13 seats. The clearest route to do that runs through the 19 toss-ups. Republicans hold 15 of them, including <a href=\"https:\/\/www.dailykos.com\/stories\/2025\/4\/24\/2318374\/news\/Here-s-how-Democrats-can-take-back-the-House\/\" rel=\"nofollow noopener\" target=\"_blank\">New York\u2019s 17th District<\/a>, which then-Vice President Kamala Harris won in the 2024 presidential election. If Democrats hold the four toss-up seats they\u2019re defending, they would need to flip nine GOP-held toss-ups to win the House.<\/p>\n<p>Of course, toss-up races aren\u2019t the only seats Democrats can win. The next-best batch of opportunities, those that merely \u201clean\u201d toward Republicans, includes nine more seats. Democrats currently hold three of these, with early polling in two\u2014<a href=\"https:\/\/x.com\/nicholaswu12\/status\/2072383841000440013?s=20\" rel=\"nofollow\">North Carolina\u2019s 1st District<\/a> and <a href=\"https:\/\/www.dailykos.com\/stories\/2026\/7\/16\/800070910\/elections\/gop-florida-gerrymander-backfire-castor\/\" rel=\"nofollow noopener\" target=\"_blank\">Florida\u2019s 14th<\/a>\u2014suggesting they may stay Democratic.\u00a0<\/p>\n<\/p>\n<p>If Democrats were to sweep all the races where they are favored, all the toss-ups, and all the \u201cLean Republican\u201d contests\u2014a heavy lift, no doubt\u2014it would still produce a smaller majority (233 seats) than the party had coming out of 2018 (235 seats). And to gain 40 seats on net, as they did six years ago, would require Democrats winning every seat where they are favored, every toss-up, every \u201cLean\u201d and \u201cLikely Republican\u201d race, as well as five districts considered \u201csolid\u201d for Republicans.<\/p>\n<p>As it stands at 100 days out, Democrats are more likely than not to retake the House\u2014the most important thing here\u2014but even an excellent night probably won\u2019t result in a \u201cblue tsunami\u201d or a huge majority.<\/p>\n<p>Through <a href=\"https:\/\/www.dailykos.com\/stories\/2026\/5\/17\/800039569\/series\/gerrymandering-supreme-court-texas-california-minnesota-house-districts\/\" rel=\"nofollow noopener\" target=\"_blank\">extreme gerrymandering<\/a>, Republicans have so thoroughly broken our electoral system that there just aren\u2019t many <a href=\"https:\/\/www.politico.com\/news\/2026\/05\/15\/how-a-year-of-gerrymandering-has-further-slashed-competitive-house-seats-00922028\" rel=\"nofollow noopener\" target=\"_blank\">competitive races<\/a> these days. In 2018, the Cook Political Report rated 116 seats as less than \u201csolid\u201d for either party. But this year? It\u2019s closer to half that, with only 66 seats considered competitive. (Of course, Democrats also gerrymander, but it\u2019s primarily <a href=\"https:\/\/www.dailykos.com\/stories\/2026\/4\/19\/800022091\/series\/case-for-gerrymandering-democrats\/\" rel=\"nofollow noopener\" target=\"_blank\">in response to GOP overreach<\/a>, and team blue\u2019s larger goal is to ban the practice altogether.)<\/p>\n<\/p>\n<p>Race ratings are a reliable gauge for what\u2019s possible. In 2024, Cook <a href=\"https:\/\/www.cookpolitical.com\/analysis\/national\/cpr-archives\/how-accurate-are-cook-political-reports-race-ratings\" rel=\"nofollow noopener\" target=\"_blank\">reviewed<\/a> the accuracy of its ratings dating back to 1984. Among the 884 House races Cook rated as \u201clikely\u201d for either party, it missed the mark just 27 times. And for the 6,439 House races rated as \u201csolid,\u201d the outlet was wrong just twice. Two races, in roughly 40 years.\u00a0<\/p>\n<p>There is also at least one data point that is cooler on the chances of a big blue wave this fall: the generic congressional ballot. The \u201cgeneric ballot\u201d asks survey respondents whether they\u2019d vote for a Democrat or a Republican if an upcoming election were held today. No candidate names, no districts, nothing else. It\u2019s one of our best tools to predict the size of a wave election.<\/p>\n<p>As of Friday afternoon, Democrats led Republicans by a healthy 6.3 percentage points on the generic ballot, per election analyst Nate Silver\u2019s <a href=\"https:\/\/www.natesilver.net\/p\/generic-ballot-average-2026-nate-silver-bulletin-congress-polls\" rel=\"nofollow noopener\" target=\"_blank\">polling average<\/a>. However, that\u2019s down about a point since early May.<\/p>\n<p>By comparison, 100 days ahead of the 2018 midterms, Democrats led by 7.7 points on the measure, according to FiveThirtyEight\u2019s <a href=\"https:\/\/web.archive.org\/web\/20181106124248\/https:\/\/projects.fivethirtyeight.com\/congress-generic-ballot-polls\/\" rel=\"nofollow noopener\" target=\"_blank\">historical average<\/a>. (Full disclosure: I used to work at FiveThirtyEight and have edited Silver\u2019s work.)<\/p>\n<\/p>\n<p>That said, for control of the House to hit coin-flip odds, Democrats\u2019 lead on the generic ballot would need to fall to around 3 points, according to analyses from <a href=\"https:\/\/decisiondeskhq.substack.com\/p\/2026-election-forecast-intro-part-1-senate-house-overall-redistricting\" rel=\"nofollow noopener\" target=\"_blank\">Decision Desk HQ<\/a> and <a href=\"https:\/\/www.nytimes.com\/2026\/05\/08\/upshot\/redistricting-midterms-republicans-house.html\" rel=\"nofollow noopener\" target=\"_blank\">The New York Times<\/a>.<\/p>\n<p>The more likely scenario, though, is that the Democrats\u2019 lead grows from here. Historically, the generic ballot tends to <a href=\"https:\/\/www.natesilver.net\/p\/midterm-polls-have-good-news-great\" rel=\"nofollow noopener\" target=\"_blank\">drift against<\/a> the president\u2019s party as a midterm nears. And Democrats have <a href=\"https:\/\/www.dailykos.com\/stories\/2026\/7\/23\/800073923\/congress\/house-gop-defense-bill-iran-war-vote\/\" target=\"_blank\" rel=\"nofollow noopener\">scored some promising polls<\/a> just in the past few days.<\/p>\n<p>The Democratic Party also benefits from a <a href=\"https:\/\/www.dailykos.com\/stories\/2026\/2\/25\/2370424\/news\/it-s-the-enthusiasm-gap-stupid\/\" rel=\"nofollow noopener\" target=\"_blank\">sizable enthusiasm gap<\/a>. Fifty percent of Democrats are \u201cvery enthusiastic\u201d to vote, while the same is true for only 38% of Republicans, according to the latest YouGov\/Economist <a href=\"https:\/\/d3nkl3psvxxpe9.cloudfront.net\/documents\/econTabReport_ESdiNMa.pdf\" rel=\"nofollow noopener\" target=\"_blank\">poll<\/a>. As a result of that enthusiasm, Democratic candidates in <a href=\"https:\/\/www.cookpolitical.com\/analysis\/house\/house-overview\/democratic-candidates-establish-major-fundraising-edge-q2\" rel=\"nofollow noopener\" target=\"_blank\">key races<\/a> have been heavily <a href=\"https:\/\/www.dailykos.com\/stories\/2026\/7\/17\/800071340\/elections\/gop-fundraising-problems-midterms\/\" rel=\"nofollow noopener\" target=\"_blank\">outraising Republicans<\/a>.<\/p>\n<p>In the next 100 days, many other factors could boost Democrats\u2019 chances. Inflation is <a href=\"https:\/\/www.cnn.com\/2026\/07\/13\/economy\/inflation-prices\" rel=\"nofollow noopener\" target=\"_blank\">expected<\/a> to tick up again. Gas prices are <a href=\"https:\/\/www.dailykos.com\/stories\/2026\/7\/20\/800072653\/news\/trump-iran-war-gas-prices-midterms\/\" rel=\"nofollow noopener\" target=\"_blank\">once more on the rise<\/a>, and Trump <a href=\"https:\/\/www.dailykos.com\/stories\/2026\/7\/21\/800072987\/business-and-economy\/trump-tariffs-canada-wildfire-taco\/\" rel=\"nofollow noopener\" target=\"_blank\">hopped back on<\/a> the (<a href=\"https:\/\/www.dailykos.com\/stories\/2025\/5\/4\/2319936\/news\/Americans-are-irate-over-tariffs-Plus-voters-still-trust-GOP-on-economy\/\" rel=\"nofollow noopener\" target=\"_blank\">deeply unpopular<\/a>) tariff train. American troops are being <a href=\"https:\/\/abcnews.com\/Politics\/3-us-soldiers-killed-iranian-attacks-weekend\/story?id=134950485\" rel=\"nofollow noopener\" target=\"_blank\">injured and killed<\/a> overseas, and Trump\u2019s immigration gestapo is <a href=\"https:\/\/www.dailykos.com\/stories\/2026\/7\/20\/800072638\/news\/border-czar-says-ice-killings-werent-mistakes\/\" rel=\"nofollow noopener\" target=\"_blank\">executing civilians<\/a> here at home. The worse the country unfortunately gets, the more Democrats stand to gain.<\/p>\n<p>However, with control of the House, the Democratic Party can start to rein in the brutal and often illegal excesses of the Trump administration.<\/p>\n<p>Any updates?<\/p>\n<p>\u201cTell me about a complicated man.\u201d Moviegoers certainly agree with the first line of \u201cThe Odyssey\u201d since they flocked to see director Christopher Nolan\u2019s adaptation, much to the dismay of Elon Musk, who <a href=\"https:\/\/www.dailykos.com\/stories\/2026\/5\/13\/800038288\/media-and-culture\/elon-musk-is-mad-mythological-movie-characters-arent-white\/\" rel=\"nofollow noopener\" target=\"_blank\">got fussy about Nolan casting Lupita Nyong\u2019o<\/a>, a Black woman, as Helen of Troy. If it weren\u2019t clear from the film\u2019s <a href=\"https:\/\/www.dailykos.com\/stories\/2026\/7\/20\/800072741\/media\/musk-seethes-as-the-odyssey-soars-at-the-box-office\/\" rel=\"nofollow noopener\" target=\"_blank\">box-office success<\/a>, the latest YouGov\/Economist <a href=\"https:\/\/d3nkl3psvxxpe9.cloudfront.net\/documents\/econTabReport_ESdiNMa.pdf\" rel=\"nofollow noopener\" target=\"_blank\">poll<\/a> shows that Americans didn\u2019t mind the casting much at all. Only 30% find Nyong\u2019o\u2019s casting \u201cinappropriate\u201d<\/p>\n<p>Vibe check<\/p>\n<p>If Democrats take at least one chamber of Congress this fall, as is likely, Trump will lose much of his power to ram through policies that harm Americans. And when it comes to a president\u2019s power more generally, Americans see the job as having wide-reaching but far from total control, according to a YouGov <a href=\"https:\/\/d3nkl3psvxxpe9.cloudfront.net\/documents\/How_Much_Presidents_Control_poll_results_HxhaJrk.pdf\" rel=\"nofollow noopener\" target=\"_blank\">poll<\/a> from May.<\/p>\n<p>At least 70% of Americans say presidents have total control or a lot of control over military operations and tariffs.
