{"id":795424,"date":"2026-07-31T12:57:08","date_gmt":"2026-07-31T12:57:08","guid":{"rendered":"https:\/\/www.newsbeep.com\/us\/795424\/"},"modified":"2026-07-31T12:57:08","modified_gmt":"2026-07-31T12:57:08","slug":"jacksonville-to-consider-tighter-e-bike-rules-as-injuries-rise-and-back-to-school-nears","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/us\/795424\/","title":{"rendered":"Jacksonville to consider tighter e-bike rules as injuries rise and back-to-school nears"},"content":{"rendered":"<p class=\"Box-_wrDxHtU__Box-sc-10sa3ie-0 Text-nO2aZ44r__TextBase-sc-s2hv5x-0 jJNfBD fSvavs article-text\">JACKSONVILLE, Fla. \u2013 A Jacksonville City Council member has proposed an ordinance aimed at tightening local rules for electric bicycles.<\/p>\n<p class=\"Box-_wrDxHtU__Box-sc-10sa3ie-0 Text-nO2aZ44r__TextBase-sc-s2hv5x-0 jJNfBD fSvavs article-text\">It comes as Wolfson Children\u2019s Hospital and the Jacksonville Sheriff\u2019s Office warn about safety concerns \u2014 especially with school starting soon.<\/p>\n<p class=\"Box-_wrDxHtU__Box-sc-10sa3ie-0 Text-nO2aZ44r__TextBase-sc-s2hv5x-0 jJNfBD fSvavs article-text\">Wolfson Children\u2019s Hospital said in a recent Facebook post that its trauma center treated 97 children for traumatic e-bike and e-scooter injuries in the first six months of 2026 \u2014 close to the number treated for all of 2025. <\/p>\n<p class=\"Box-_wrDxHtU__Box-sc-10sa3ie-0 Text-nO2aZ44r__TextBase-sc-s2hv5x-0 jJNfBD fSvavs article-text\">Wolfson said the trauma center projects it could reach 194 traumatic injuries by the end of the year if the trend continues.<\/p>\n<p class=\"Box-_wrDxHtU__Box-sc-10sa3ie-0 Text-nO2aZ44r__TextBase-sc-s2hv5x-0 jJNfBD fSvavs article-text\">RELATED: <a href=\"https:\/\/www.news4jax.com\/news\/local\/2026\/07\/08\/fernandina-beach-unanimously-passes-new-rules-for-e-bike-riders-amid-safety-crackdown\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.news4jax.com\/news\/local\/2026\/07\/08\/fernandina-beach-unanimously-passes-new-rules-for-e-bike-riders-amid-safety-crackdown\/\">Fernandina Beach unanimously passes new rules for e-bike riders amid safety crackdown<\/a><\/p>\n<p class=\"Box-_wrDxHtU__Box-sc-10sa3ie-0 Text-nO2aZ44r__TextBase-sc-s2hv5x-0 jJNfBD fSvavs article-text\">\u201cThese aren\u2019t just scrapes and bruises,\u201d the hospital wrote. \u201cWe\u2019re seeing concussions, facial fractures and traumatic brain injuries.\u201d<\/p>\n<p class=\"Box-_wrDxHtU__Box-sc-10sa3ie-0 Text-nO2aZ44r__TextBase-sc-s2hv5x-0 jJNfBD fSvavs article-text\">Wolfson\u2019s post urges parents to understand the risks before buying an e-bike or letting a child ride one, warning that what seems like a quick ride around the neighborhood can quickly turn serious.<\/p>\n<p>JSO: What rules apply<\/p>\n<p class=\"Box-_wrDxHtU__Box-sc-10sa3ie-0 Text-nO2aZ44r__TextBase-sc-s2hv5x-0 jJNfBD fSvavs article-text\">In a separate social media post, the Jacksonville Sheriff\u2019s Office said it has been getting questions at recent town halls about e-bikes, particularly ahead of the start of school.<\/p>\n<p class=\"Box-_wrDxHtU__Box-sc-10sa3ie-0 Text-nO2aZ44r__TextBase-sc-s2hv5x-0 jJNfBD fSvavs article-text\">JSO\u2019s post says e-bikes are:<\/p>\n<p>Limited to 28 mph<\/p>\n<p>No age minimum to ride<\/p>\n<p>Citations possible if riding recklessly<\/p>\n<p>Those under the age of 15 must wear a helmet or they\u2019ll receive a citation (we recommend everyone wear a helmet regardless)<\/p>\n<p class=\"Box-_wrDxHtU__Box-sc-10sa3ie-0 Text-nO2aZ44r__TextBase-sc-s2hv5x-0 jJNfBD fSvavs article-text\">JSO also warned about \u201ce-motorcycles,\u201d saying they are not legal, can go much faster than 28 mph, and parents can be cited if a child is caught riding one.<\/p>\n<p>Councilman\u2019s proposal<\/p>\n<p class=\"Box-_wrDxHtU__Box-sc-10sa3ie-0 Text-nO2aZ44r__TextBase-sc-s2hv5x-0 jJNfBD fSvavs article-text\">Councilman Michael Boylan introduced <a href=\"https:\/\/jaxcityc.legistar.com\/LegislationDetail.aspx?ID=8144675&amp;GUID=F68F3489-B3BC-4928-9623-EBEDF858D392\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/jaxcityc.legistar.com\/LegislationDetail.aspx?ID=8144675&amp;GUID=F68F3489-B3BC-4928-9623-EBEDF858D392\">Ordinance 2026-570<\/a>, which would add new regulations to Jacksonville\u2019s traffic code related to electric bicycles.<\/p>\n<p class=\"Box-_wrDxHtU__Box-sc-10sa3ie-0 Text-nO2aZ44r__TextBase-sc-s2hv5x-0 jJNfBD fSvavs article-text\">\u201cThey think they\u2019re invincible,\u201d Boylan said. \u201cAnd they\u2019re not. And they\u2019re not only putting themselves in jeopardy but the people they come into contact with.\u201d<\/p>\n<p class=\"Box-_wrDxHtU__Box-sc-10sa3ie-0 Text-nO2aZ44r__TextBase-sc-s2hv5x-0 jJNfBD fSvavs article-text\">Among the proposed changes:<\/p>\n<p>A\u00a010 mph speed limit on sidewalks\u00a0for e-bikes<\/p>\n<p>Requirements that riders\u00a0yield to pedestrians, follow pedestrian traffic signs and signals, and provide an\u00a0audible signal\u00a0before passing on a sidewalk<\/p>\n<p>A minimum age:\u00a0No one under 11\u00a0could operate an e-bike on bicycle lanes, bicycle paths, bikeways, rights-of-way, roadways, sidewalks, or other city-owned property<\/p>\n<p>Equipment, modifications and nighttime visibility<\/p>\n<p class=\"Box-_wrDxHtU__Box-sc-10sa3ie-0 Text-nO2aZ44r__TextBase-sc-s2hv5x-0 jJNfBD fSvavs article-text\">The ordinance would also:<\/p>\n<p>Require operators or passengers\u00a0under 16\u00a0to wear a properly fitted helmet<\/p>\n<p>Require e-bikes to display a\u00a0label\u00a0with the bike\u2019s classification, top assisted speed and motor wattage<\/p>\n<p>Prohibit modifying motors to allow higher speeds than designed by the manufacturer<\/p>\n<p>Require a front white light and rear red light\/reflector when operating between sunset and sunrise<\/p>\n<p>Enforcement and penalties<\/p>\n<p class=\"Box-_wrDxHtU__Box-sc-10sa3ie-0 Text-nO2aZ44r__TextBase-sc-s2hv5x-0 jJNfBD fSvavs article-text\">The ordinance states violations would be treated as a civil infraction and says parents or guardians can not authorize or knowingly allow a minor to violate the rules, which could result in fines.<\/p>\n<p class=\"Box-_wrDxHtU__Box-sc-10sa3ie-0 Text-nO2aZ44r__TextBase-sc-s2hv5x-0 jJNfBD fSvavs article-text\">\u201cEnforcement\u2019s not going to be easy,\u201d Boylan said. \u201cI get that. But that still doesn\u2019t mean you can\u2019t put it in place.\u201d<\/p>\n<p class=\"Box-_wrDxHtU__Box-sc-10sa3ie-0 Text-nO2aZ44r__TextBase-sc-s2hv5x-0 jJNfBD fSvavs article-text\">Boylan said he expects the ordinance to head to City Council committees in the coming weeks.<\/p>\n<p class=\"Box-_wrDxHtU__Box-sc-10sa3ie-0 Text-nO2aZ44r__TextBase-sc-s2hv5x-0 jJNfBD fSvavs article-text\">He said they had to go back to the drawing board after Gov.
