Birthright citizenship. A population cap.\u00a0<\/p>\n<p class=\"wp-block-paragraph\">Major efforts to restrict or better control immigration have focused on the economy, the courthouse and the ballot box.<\/p>\n<p class=\"wp-block-paragraph\">Still, people continue to cross borders.<\/p>\n<p class=\"wp-block-paragraph\">On July 31, tens of thousands of migrants had <a href=\"https:\/\/www.nytimes.com\/live\/2026\/07\/31\/world\/spain-ceuta-migrants-morocco\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">crossed from Morocco into Ceuta<\/a>, a small Spanish territory in North Africa, in a surge that left nearly three dozen people dead and created a \u201cpolitical crisis\u201d for Spain\u2019s pro-immigration government, according to the New York Times and other international media outlets.<\/p>\n<p class=\"wp-block-paragraph\">Ten years after Britons cited immigration as the <a href=\"https:\/\/www.ipsos.com\/en-uk\/concern-about-immigration-rises-eu-vote-approaches\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">number one<\/a> reason they <a href=\"https:\/\/pmc.ncbi.nlm.nih.gov\/articles\/PMC8661841\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">voted to leave <\/a>the European Union, data from the European Parliament shows that immigration to the U.K. <a href=\"https:\/\/www.europarl.europa.eu\/RegData\/etudes\/BRIE\/2025\/772910\/EPRS_BRI(2025)772910_EN.pdf\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">has increased <\/a>rather than decreased.<\/p>\n<p class=\"wp-block-paragraph\">The United States <a href=\"https:\/\/www.supremecourt.gov\/opinions\/25pdf\/25-365_4hdj.pdf\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">Supreme Court rejected<\/a> a Trump Administration <a href=\"https:\/\/www.whitehouse.gov\/presidential-actions\/2025\/01\/protecting-the-meaning-and-value-of-american-citizenship\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">executive order that challenged<\/a> the <a href=\"https:\/\/constitution.congress.gov\/browse\/essay\/amdt14-S1-1-2\/ALDE_00000812\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">Citizenship Clause <\/a>of the Fourteenth Amendment of the Constitution, which states that \u201call persons born or naturalized in the United States, and subject to the jurisdiction thereof, are citizens of the United States and of the State wherein they reside.\u201d\u00a0<\/p>\n<p class=\"wp-block-paragraph\">In June, Swiss voters <a href=\"https:\/\/abstimmungen.admin.ch\/en\/details?proposalId=6860\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">rejected a population cap<\/a> of 10 million residents with a vote of 55% to 45%.<\/p>\n<p class=\"wp-block-paragraph\">So it begs the question \u2013 Are restrictive immigration policies doomed to failure?<\/p>\n<p class=\"wp-block-paragraph\">\u201cThis is the $1 million question, actually,\u201d said Marianna Griffini, assistant professor of international relations and anthropology at Northeastern University in London.\u00a0<\/p>\n<p class=\"wp-block-paragraph\">\u201cDeterrence policies usually do not work,\u201d Griffini said.\u00a0<\/p>\n<p class=\"wp-block-paragraph\">She explained that restrictive policies rarely eliminate the typical \u201cdrivers\u201d of immigration: economic advancement, safety from wars or persecution, or environmental catastrophes such as famine. That means people are still willing to risk the journey, and may choose more dangerous options for travel through smuggling, more dangerous routes and more.<\/p>\n<p class=\"wp-block-paragraph\">\u201cIf you act in a very restrictive way by punishing and criminalizing immigration and cutting down on regular routes for immigration, then migrants typically look for alternative and extra legal ways to migrate,\u201d Griffini said.<\/p>\n<p class=\"wp-block-paragraph\">Mindy Marks, associate professor of economics at Northeastern, said the days when immigrants to America would typically arrive after a long boat voyage at, say, <a href=\"https:\/\/www.nps.gov\/elis\/index.htm\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">Ellis Island in New York<\/a>, once the busiest immigrant processing and inspection station in the U.S. and now part of <a href=\"https:\/\/www.nps.gov\/stli\/learn\/index.htm\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">Statue of Liberty National Monument<\/a>, are no more.<\/p>\n<p class=\"wp-block-paragraph\">Today, there are many entry points. Technology can also easily, cheaply and share information on everything from safe routes of travel across borders to the paperwork required for asylum or refugee applications and even the location of law enforcement.<\/p>\n<p class=\"wp-block-paragraph\">\u201cIn some sense, it was easier for [anti-immigration laws] to be effective prior to the modern era,\u201d Marks said.\u00a0<\/p>\n<p class=\"wp-block-paragraph\">In 2024, approximately 304 million people resided in a country different from the one in which they were born, according to the <a href=\"https:\/\/www.un.org\/development\/desa\/pd\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">latest data<\/a> from the United Nations Department of Economic and Social Affairs. This number includes immigrants who have moved permanently and migrants who moved temporarily, regardless of their legal status. The number has more than doubled since 1990, and also includes 36.9 million refugees and 8.4 million asylum seekers, according to the U.N.\u00a0<\/p>\n<p class=\"wp-block-paragraph\">Nearly half of migrants and immigrants move less than 500 kilometers (310 miles), according to a <a href=\"https:\/\/ourworldindata.org\/data-insights\/the-most-frequent-international-migration-journeys-are-between-neighboring-countries\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">2025 report <\/a>\u00a0by the <a href=\"https:\/\/www.iom.int\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">International Organization for Migration<\/a>, an intergovernmental organization within the U.N.<\/p>\n<p class=\"wp-block-paragraph\">But recent geopolitical events have prompted migration and immigration to more developed countries in North America and Europe. Wars in the Middle East caused a refugee crisis in Europe with roughly 1 million people arriving to the continent <a href=\"https:\/\/www.unhcr.org\/us\/news\/stories\/2015-year-europes-refugee-crisis\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">in 2015<\/a>.\u00a0<\/p>\n<p class=\"wp-block-paragraph\">The COVID pandemic prompted <a href=\"https:\/\/www.pewresearch.org\/short-reads\/2026\/02\/02\/migrant-encounters-at-the-us-mexico-border-are-at-their-lowest-level-in-more-than-50-years\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">a surge in encounters<\/a> with migrants at the U.S.-Mexico border between 2020 and 2024, according to findings by the Pew Research Center,\u00a0although 2025 saw a remarkable drop in encounters.<\/p>\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/cssh.northeastern.edu\/faculty\/colin-brown\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">Colin Brown<\/a>, associate teaching professor of political science at Northeastern, said the increasing global migration has corresponded with several other trends that \u201cfeed into each other.\u201d\u00a0<\/p>\n<p class=\"wp-block-paragraph\">Brown said more awareness of immigration (although he noted that public opinion is \u201cnotoriously inaccurate\u201d in judging the extent of immigration) has coupled with a shift in who is immigrating. Particularly in North America and western Europe, a larger and larger portion of immigrants and migrants are refugees and asylum seekers \u2013 people fleeing conflict, violence and persecution \u2013 compared to historical patterns where people primarily moved for economic reasons, he said.<\/p>\n<p class=\"wp-block-paragraph\">\u201cPeople are a little bit more negative toward asylum seekers and refugees than they are towards economic migrants,\u201d Brown said.\u00a0 Research shows that Americans, for example, <a href=\"https:\/\/www.pewresearch.org\/politics\/2024\/02\/15\/how-americans-view-the-situation-at-the-u-s-mexico-border-its-causes-and-consequences\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">blame asylum seekers and refugees <\/a> for increased crime and strain on public services.<\/p>\n<p class=\"wp-block-paragraph\">Griffini added that the 2008 global financial crisis, COVID-19 and ongoing wars has caused a \u201cdeep feeling of economic insecurity and instability\u201d that has prompted migration to more economically developed countries \u2026 and also backlash.<\/p>\n<p class=\"wp-block-paragraph\">\u201cWhat is really shared by all these countries that are attempting to control immigration is a sentiment of economic dissatisfaction,\u201d Griffini said.\u00a0<\/p>\n<p class=\"wp-block-paragraph\">Experts also said the rise of populism, a political movement <a href=\"https:\/\/www.britannica.com\/topic\/populism\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">that champions the common person <\/a>over the elite or establishment, and its focus on immigration as a concern, has also had an impact.\u00a0<\/p>\n<p class=\"wp-block-paragraph\">\u201cIn many nations, there\u2019s now right-wing populist leaders who find immigrants to be a convenient scapegoat for domestic issues,\u201d Marks said, citing U.S. President Donald Trump as an example.<\/p>\n<p class=\"wp-block-paragraph\">White House officials routinely discount criticism that Trump is bent on stoking societal division, arguing instead that <a href=\"https:\/\/www.whitehouse.gov\/priorities\/border-immigration\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">border security<\/a> protects U.S. sovereignty and American communities and is \u201crestoring integrity to the immigration system and ensuring the law is applied consistently.\u201d\u00a0<\/p>\n<p class=\"wp-block-paragraph\">To be sure, Griffini said that some immigration policies can be effective, for example, tying immigration to employment and controlling the number of work permits issued. Griffini cited Italy\u2019s <a href=\"https:\/\/www.governo.it\/en\/artcolo\/mattei-plan-africa\/31297\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">Mattei Plan<\/a>, a 5.5 billion euro economic development plan for 18 African countries. The plan doesn\u2019t <a href=\"https:\/\/www.governo.it\/en\/piano-mattei\/progetti\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">explicitly emphasize migration controls<\/a>. But coupled with <a href=\"https:\/\/odysseus-network.eu\/wp-content\/uploads\/2023\/11\/Protocol-between-the-Government-of-the-Italian-Republic-and-the-Council-of-Minister-of-the-Albanian-Republic-1-1.pdf\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">Italy\u2019s agreement with Albania<\/a> to process migrants in that country, the plan <a href=\"https:\/\/www.policycenter.ma\/publications\/mattei-plan-recasting-cooperation-through-strategy-and-branding\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">has been criticized <\/a>for trying to keep migrants from the Italian border.<\/p>\n<p class=\"wp-block-paragraph\">Add in factors from economic malaise to populism combined, Brown predicted immigration control that would continue to focus on the stick rather than the carrot \u2026 even though that may not always work.<\/p>\n<p class=\"wp-block-paragraph\">\u201cI don\u2019t think we\u2019ve hit the peak of anti-immigrant mobilizing or anti-immigrant legislation,\u201d Brown said. \u201cSome will succeed,\u201d but many of the more restrictive immigration measures and migrant policies will not, he added.<\/p>\n","protected":false},"excerpt":{"rendered":"Brexit.
