{"id":799961,"date":"2026-08-02T21:23:14","date_gmt":"2026-08-02T21:23:14","guid":{"rendered":"https:\/\/www.newsbeep.com\/us\/799961\/"},"modified":"2026-08-02T21:23:14","modified_gmt":"2026-08-02T21:23:14","slug":"massachusetts-lawmakers-enact-emergency-bill-to-reclaim-norwood-hospital-lands","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/us\/799961\/","title":{"rendered":"Massachusetts lawmakers enact emergency bill to reclaim Norwood Hospital lands"},"content":{"rendered":"<p>Years after a devastating flood and the downfall of its private equity-backed operator, <a href=\"https:\/\/www.bostonherald.com\/2024\/10\/08\/steward-walks-away-from-norwood-hospital-clinics\/\" rel=\"nofollow noopener\" target=\"_blank\">a Massachusetts hospital<\/a> serving 250,000 Greater Boston residents is finally edging toward a comeback.<\/p>\n<p>The Massachusetts House and Senate have sent emergency public health legislation to Gov. Maura Healey\u2019s desk that looks to \u201cclear the way for a speedy revitalization of Norwood Hospital.\u201d<\/p>\n<p>The bill authorizes the state to take the property through eminent domain and transfer or lease it to a new, nonprofit operator.<\/p>\n<p>Norwood Hospital has faced a perfect storm since June 28, 2020, when a catastrophic flood damaged the 215-bed facility so significantly that it had to be demolished and rebuilt.<\/p>\n<p>While officials initially estimated it would take three to four weeks to reopen the hospital\u2019s emergency room, an idle construction site still occupies the facility\u2019s footprint over six years later.<\/p>\n<p>The rebuilding effort stalled completely in 2024 when <a href=\"https:\/\/www.bostonherald.com\/2024\/05\/28\/steward-health-care-failure-in-massachusetts-predicted-by-catholic-activists-back-in-2010\/\" rel=\"nofollow noopener\" target=\"_blank\">operator Steward Health Care<\/a> stopped paying its contractor.<\/p>\n<p><a href=\"https:\/\/www.bostonherald.com\/2024\/09\/28\/ceo-of-steward-health-care-whose-massachusetts-hospitals-folded-to-step-down\/\" rel=\"nofollow noopener\" target=\"_blank\">Steward, a for-profit hospital chain<\/a> that operated eight facilities across Massachusetts, <a href=\"https:\/\/www.bostonherald.com\/2024\/05\/06\/steward-hospitals-file-for-bankruptcy-leaving-hospitals-in-limbo\/\" rel=\"nofollow noopener\" target=\"_blank\">filed for bankruptcy in May 2024<\/a>. While five of its former Bay State facilities transitioned to new operators, Nashoba Valley Medical Center and Carney Hospital shuttered permanently.<\/p>\n<p>State Rep. John H. Rogers, a Democrat who represents Norwood, emphasized that the hospital had been a \u201cvital healthcare institution for generations,\u201d serving not only his town but surrounding communities including Walpole, Dedham, Westwood, Canton, Sharon, Foxborough, Medfield, Dover, Mansfield, Norfolk, and Wrentham.<\/p>\n<p>\u201cIts closure left a tremendous gap in access to emergency and inpatient care,\u201d Rogers said in a statement, \u201cand our residents deserve to have those services back close to home. This is about more than a piece of property. It is about restoring a critical healthcare resource that our communities have relied on for decades.\u201d<\/p>\n<p>The Norwood firefighters union strongly applauded the legislative push, noting that the vote follows years of advocacy by community members who refused to let the issue fade away.<\/p>\n<p>\u201cFor nearly six years,\u201d the union stated in a Facebook post, \u201cthe communities once served by Norwood Hospital have been without a local acute care hospital following the catastrophic June 2020 flood. During that time, patients have faced longer transport times, neighboring emergency departments have absorbed thousands of additional patients, and EMS systems across the region have felt the strain every day.\u201d<\/p>\n<p>Public frustration is equally evident online, where a petition advocating for the hospital\u2019s return has gathered over 8,500 verified signatures.<\/p>\n<p>\u201cWe need a local hospital and Emergency room back NOW!\u201d wrote Sandhya, a signee from Walpole. \u201cIt is absurd that we are being held hostage to private equity. This has been the go-to hospital for all local towns. Being taken all the way down to Sturdy or Needham or Newton Emergency is not an optimal choice.\u201d<\/p>\n<p>If Gov. Healey signs the bill, the state Division of Capital Asset Management and Maintenance is set to begin eminent domain proceedings in November to acquire the 11-acre property from owner Medical Properties Trust, Inc.<\/p>\n<p>Under the legislation, the land would then be transferred or leased to a \u201cqualified nonprofit entity for \u2026 a health care facility.\u201d<\/p>\n<p>The bill also includes a long-term contingency plan: If a nonprofit does not acquire the property by Jan. 15, 2033, the state would be permitted to sell the land, arrange a 99-year lease, or transfer an interest in it, with the Town of Norwood holding the right of first refusal.<\/p>\n<p>However, MPT \u2013 which claims to have invested over $350 million to revive the facility \u2013 maintains that state seizure is unnecessary and counterproductive.<\/p>\n<p>\u201cThe fastest and least costly way to reopen Norwood Hospital is to let MPT finish construction of the facility and find a qualified operator,\u201d MPT argued in a company document. \u201cThe Commonwealth of Massachusetts should work collaboratively with MPT to ensure the chosen operator receives the determination of need (DoN) necessary to sustain operations at Norwood.\u201d<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\" lazyautosizes lazyload\" alt=\"The abandoned worksite at Norwood Hospital.
