A newly introduced House bill aims to help veterans avoid costly Medicare mistakes by requiring the federal government to provide clearer information on how enrollment in Department of Veterans Affairs (VA) health care<\/a> interacts with Medicare coverage and premiums. <\/p>\n

Lawmakers behind the proposal say many veterans unknowingly face permanent Medicare penalties because they misunderstand the relationship between the two systems. <\/a><\/p>\n

\u201cOur veterans should never be saddled with higher Medicare premiums<\/a> simply because they didn’t receive clear information,\u201d Congressman Roger Williams (TX-25) said in a statement. \u201cThe Veterans Medicare Premium Transparency Act is a commonsense, no-cost solution that ensures those who served our country have the guidance they need to make informed decisions and avoid unnecessary lifetime penalties.” <\/p>\n

Williams introduced the Veterans Medicare Premium Transparency Act (H.R. 10012) on July 30. So far, the legislation has been referred to multiple House committees and Representative Aaron Bean of Florida joined as an original cosponsor. <\/a><\/p>\n

Why It Matters<\/p>\n

Millions of veterans receive their health care through the VA after leaving military service. However, when they turn 65 and become eligible for Medicare, some mistakenly believe that enrollment in VA health care is equivalent to enrolling in Medicare Part B. <\/p>\n

According to Williams’ office, that misunderstanding can have significant financial consequences because VA health care is not considered creditable coverage for Medicare Part B. Veterans who delay Part B enrollment may later face permanent late-enrollment premium penalties. <\/a><\/p>\n

\"TheWhat To Know<\/p>\n

Under H.R. 10012, the annual federal “Medicare & You” handbook would be required to include an explanation of how enrollment in the VA patient enrollment system affects Medicare premiums and coverage decisions. The bill would also require the same information to be displayed on Medicare.gov and other relevant Health and Human Services websites.<\/p>\n

Specifically, the legislation would direct Medicare materials to explain:<\/p>\n

How VA enrollment affects Medicare Part B premiums.How VA enrollment relates to Medicare Part D prescription drug coverage.That certain periods of VA enrollment are taken into account when determining Medicare premiums.How veterans can avoid unexpected premium penalties tied to enrollment decisions. <\/a><\/p>\n

The proposal would also require federal agencies to improve transparency by reporting information on veterans affected by Medicare penalties. <\/p>\n

\u201cThis bill addresses a gap that many veterans face when they transition into Medicare. The change leads to unexpected premium costs and enrollment deadlines that can be confusing even for people who have spent many years receiving healthcare through the VA,\u201d Alex Beene, a financial literacy instructor for the University of Tennessee at Martin, told Newsweek.<\/p>\n

\u201cBy requiring more clear communication about Medicare premiums and enrollment requirements, the legislation could help veterans avoid costly late-enrollment penalties and make better coverage decisions.\u201d<\/p>\n

Williams’ office said the bill would direct the Department of Health and Human Services and the Department of Veterans Affairs to provide Congress with information on veterans currently paying such penalties and how many were enrolled in VA health care.<\/p>\n

How Many People Could Be Impacted?<\/p>\n

Williams’ office has said this Medicare-VA issue could affect a large population because millions of veterans rely on VA health care after their military service and must eventually make Medicare enrollment decisions when they become eligible at age 65. <\/a><\/p>\n

\u201cThis aims to minimize the chances a veteran misses the age 65 Medicare filing deadlines, which can result in a lifetime penalty added to their Medicare premiums,\u201d Drew Powers, the founder of Illinois-based Powers Financial Group, told Newsweek. \u201cThis is a noncontroversial proposal that is easy to support, even though we do not have any data on how many veterans miss the deadline. The bill includes that data collection, apparently for the first time.\u201d<\/p>\n

If passed, the bill would also require new reporting from HHS and the VA to determine how many veterans are currently paying Medicare penalties associated with these enrollment decisions. <\/a><\/p>\n

\u201cThe strongest part of this bill is that it recognizes a benefit veterans cannot find, understand or successfully navigate may as well not exist,\u201d Michael Ryan, a finance expert and the founder of MichaelRyanMoney.com, told Newsweek.<\/p>\n

\u201cThis is primarily an accountability and communication bill. It does not create new benefits, broaden eligibility or give veterans a new right to sue when the system fails.\u201d<\/p>\n

What Happens Next<\/p>\n

The bill has been referred to the House Committees on Ways and Means, Energy and Commerce, and Veterans’ Affairs for consideration. <\/p>\n

Before becoming law, it would need to advance through committee review, pass both chambers of Congress, and be signed by the president. <\/a><\/p>\n

\u201cUnlike some other proposals, this one could have a better chance of passing because it looks to tackle higher healthcare costs through better resources and not through a substantial increase in spending,\u201d Beene said.<\/p>\n
