Norway is the first federation to call directly for the <a href=\"https:\/\/www.theguardian.com\/football\/fifa\" data-link-name=\"in body link\" data-component=\"auto-linked-tag\" rel=\"nofollow noopener\" target=\"_blank\">Fifa<\/a> president to step down after a series of controversies that came to a head with the current crisis surrounding his Fifa Forward Enterprise scheme.<\/p>\n<p class=\"dcr-1s160rg\">The decision was made at a meeting of the Norwegian Football Federation board (NFF) on Thursday night. Norway has consistently taken a lead in efforts to scrutinise Fifa\u2019s governance and recent events have taken any faith in its leadership beyond the point of no return.<\/p>\n<p class=\"dcr-1s160rg\">\u201cWe decided that there is no trust in Infantino now,\u201d the NFF president, Lise Klaveness, told the Guardian. \u201cWe have been worried consistently and there has been one more step in worrying direction every year, every part of the year. The trust is now gone for us, there is no way back for Infantino.<\/p>\n<p class=\"dcr-1s160rg\">\u201cWe\u2019re left in a very polarised cooperation globally and, I would say, chaos. So we will ask him to resign immediately so that the global football community can look ahead and cooperate going into the future.\u201d<\/p>\n<p class=\"dcr-1s160rg\">The NFF is expected to formally write a letter requesting Infantino\u2019s resignation in the coming week. Norway was among a handful of countries not to back his re-election as president next March, although several European federations have withdrawn their endorsement in the past week.<\/p>\n<p class=\"dcr-1s160rg\">\u201cWe understand that we\u2019re one country, but it\u2019s our position,\u201d Klaveness said. \u201cIt\u2019s just one step further for us. We did not vote for him in 2023 but we hoped we would support him, he was elected and the reason why we were so clear in our statements was to really give the signal that we wanted him to implement the good reforms he was part of. But he didn\u2019t, and now we will ask him to resign.\u201d<\/p>\n<p class=\"dcr-1s160rg\">The NFF agreed to demand a full review into the package of reforms passed upon Infantino\u2019s ascent to the presidency in 2016, which were intended to extricate Fifa from the corruption crisis that had previously dogged the governing body. Klaveness said the investigation should ask \u201cwhat was implemented, what was not, what should have been implemented and what we should also implement to make this a functioning organisation.\u201d<\/p>\n<p class=\"dcr-1s160rg\">Norway will also formalise a fresh complaint to Fifa\u2019s ethics committee on three fronts, taking in the FFE scandal, the award of Fifa\u2019s \u201cpeace prize\u201d to Donald Trump and the <a href=\"https:\/\/www.theguardian.com\/football\/2026\/jul\/06\/trump-fifa-balogun-red-card-review-intervention\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">Folarin Balogun affair at the recent World Cup<\/a>. It will attempt to bring a number of major European federations on board for its submission in a bid to further increase the pressure on Infantino.<\/p>\n<p class=\"dcr-1s160rg\">\u201cWe want the ethics committee to show their work transparently because this is a very big part of the issue,\u201d Klaveness said. \u201cThere are all kinds of control mechanisms in place but they are not really holding the council and president accountable.\u201d<\/p>\n<p>Gianni Infantino leaves after attending the Wafcon match between Malawi and Zambia in Rabat. Photograph: AP<\/p>\n<p class=\"dcr-1s160rg\">In June, the NFF wrote to the ethics committee supporting a complaint by the <a href=\"https:\/\/www.theguardian.com\/football\/2026\/jun\/03\/campaign-to-deliver-biggest-complaint-fifa-has-ever-received-launches-before-world-cup\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">advocacy group FairSquare, which centred on alleged breaches of political neutrality by Infantino<\/a>. It will now make a new submission that asks for the three situations to be considered individually.<\/p>\n<p class=\"dcr-1s160rg\">\u201cWe will join them in one letter but they are very different cases and we want the ethical committee to treat them separately,\u201d Klaveness said.<\/p>\n<p class=\"dcr-1s160rg\">The NFF is understood to have particular concerns that the timing of <a href=\"https:\/\/www.theguardian.com\/football\/2026\/aug\/06\/uefa-gianni-infantino-world-cup-stakes-cheap-valuation-fifa\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">Infantino\u2019s FFE offer<\/a>, which promised federations significant financial gains if accepted, may constitute an abuse of position at this proximity to a presidential election. Fifa\u2019s decision to suspend the US striker\u2019s red card during the World Cup, meaning he was free to face Belgium in the last 16, came after Trump had called Infantino to discuss the ban.<\/p>\n<p class=\"dcr-1s160rg\">Uefa\u2019s federations have stood together in backing a potential boycott of Fifa competitions, <a href=\"https:\/\/www.theguardian.com\/football\/2026\/aug\/06\/uefa-world-cup-boycott-still-stands-gianni-infantino\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">a stance it reasserted on Thursday<\/a> despite Infantino\u2019s shelving of FFE. Klaveness said the move is not merely symbolic and is intended to bring swift results.<\/p>\n<p class=\"dcr-1s160rg\">\u201cThere\u2019s no point in Uefa standing in a war position for half a year,\u201d she said. \u201cThat would not be good at all. Now it\u2019s crucial that we do it because global football cooperation is at stake. It\u2019s very good to see we have strong leadership in Uefa that knows now is crunch time for this case. We cannot sell out this core of football.\u201d<\/p>\n<p class=\"dcr-1s160rg\">The first competition in line for a boycott would be the under-20 Women\u2019s World Cup, which is due to start in Poland on 5 September, but Klaveness expects the continued turmoil to have been resolved by then.<\/p>\n<p class=\"dcr-1s160rg\">\u201cI hope and think it will not come to that,\u201d she said. \u201cA lot of water will go under the bridge before that. But this is why we ask Infantino to resign. It\u2019s so unstable now that it\u2019s a matter of time. He cannot recover this and we cannot put the sport on the spot. The biggest priority is to be together with Uefa and have this strong position.\u201d<\/p>\n<p class=\"dcr-1s160rg\">Klaveness and the NFF have held a consistent line in calling for scrutiny of Fifa\u2019s operations since she assumed her current position in March 2022.
