{"id":833595,"date":"2026-09-02T00:56:15","date_gmt":"2026-09-02T00:56:15","guid":{"rendered":"https:\/\/www.newsbeep.com\/us\/833595\/"},"modified":"2026-09-02T00:56:15","modified_gmt":"2026-09-02T00:56:15","slug":"delaware-county-is-installing-flood-gauges-to-better-prepare-for-future-flooding","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/us\/833595\/","title":{"rendered":"Delaware County is installing flood gauges to better prepare for future flooding"},"content":{"rendered":"<p>Listen to article \u2022\u00a00:00 min<\/p>\n<p class=\"inq-p text-primary  \">A new tool may help Delco officials better understand flooding in the county. <\/p>\n<p class=\"inq-p text-primary  \"><a class=\"relative z-1 text-blue-mid hover:shadow-lightmode\" data-link-type=\"article-body\" href=\"https:\/\/www.inquirer.com\/topic\/delaware-county\" rel=\"nofollow noopener\" target=\"_blank\">Delaware County<\/a> recently acquired 70 AWARE flood gauges, which officials say will help track data, improve response to flooding events, and allow the county to better plan for the future as extreme weather events challenge the region\u2019s aging infrastructure. <\/p>\n<p class=\"inq-p text-primary  \">Here\u2019s a rundown of what flood gauges do and how they\u2019ll fit into stormwater management in Delco. <\/p>\n<p>What are flood gauges? <\/p>\n<p class=\"inq-p text-primary  \">Flood gauges are tools placed in and around bodies of water that measure water levels \u2014 think giant measuring sticks. <\/p>\n<p class=\"inq-p text-primary  \">Delaware County\u2019s flood gauges will be placed throughout the county and report data to a public access portal in real time, allowing municipalities and residents to track water levels online. <\/p>\n<p>Why is the county installing flood gauges? <\/p>\n<p class=\"inq-p text-primary  \">Flood risk is growing in Delaware County, Gina Burritt, the county\u2019s planning director, said, as the region\u2019s infrastructure contends with <a class=\"relative z-1 text-blue-mid hover:shadow-lightmode\" data-link-type=\"article-body\" href=\"https:\/\/www.inquirer.com\/science\/climate\/suburban-infrastructure-philadelphia-weather-climate-change-20260812.html\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.inquirer.com\/science\/climate\/suburban-infrastructure-philadelphia-weather-climate-change-20260812.html\">increasingly frequent and intense precipitation events<\/a>. <\/p>\n<p class=\"inq-p text-primary  \">The county is seeing flooding in areas where it used to be rare, Burritt said, and water-proximate areas are becoming more vulnerable to serious storm damage. Flooding is of particular concern in Delco, where much of the land is low-lying and close to the Delaware River and its tributaries. <\/p>\n<p class=\"inq-p text-primary  \">\u201cWe always kind of say that we\u2019re downstream of everywhere,\u201d Burritt said. \u201cAll of the watersheds, they flow to the Delaware River, so we\u2019re at the very bottom of that watershed.\u201d<\/p>\n<p class=\"inq-p text-primary  \">Gauges will help the county understand where flood risk is the most acute, said Burritt, informing decision-making for county planners and emergency responders. <\/p>\n<p class=\"inq-p text-primary  \">The flood gauges may also eventually provide early warning detection, though Burritt noted that this capability is still being developed. <\/p>\n<p class=\"inq-p text-primary  \">Philadelphia <a class=\"relative z-1 text-blue-mid hover:shadow-lightmode\" data-link-type=\"article-body\" href=\"https:\/\/www.inquirer.com\/news\/philadelphia\/eastwick-flood-monitoring-technology-cobbs-creek-tropical-storm-isaias-20260509.html\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.inquirer.com\/news\/philadelphia\/eastwick-flood-monitoring-technology-cobbs-creek-tropical-storm-isaias-20260509.html\">installed a similar flood monitoring system<\/a> earlier this year, with flood sensors and cameras put in nine locations, including Cobbs Creek, Darby Creek, and the <a class=\"relative z-1 text-blue-mid hover:shadow-lightmode\" data-link-type=\"article-body\" href=\"https:\/\/www.inquirer.com\/topic\/manayunk\" rel=\"nofollow noopener\" target=\"_blank\">Manayunk<\/a> Canal. Residents can see flood monitoring data on a <a class=\"relative z-1 text-blue-mid hover:shadow-lightmode\" data-link-type=\"article-body\" href=\"https:\/\/flood-monitoring.phila.gov\/\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/flood-monitoring.phila.gov\/\">live portal<\/a>. <\/p>\n<p>Where will the gauges be installed? <\/p>\n<p class=\"inq-p text-primary  \">In drafting its <a class=\"relative z-1 text-blue-mid hover:shadow-lightmode\" data-link-type=\"article-body\" href=\"https:\/\/www.pa.gov\/agencies\/dep\/programs-and-services\/water\/clean-water\/stormwater-management\/act-167\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.pa.gov\/agencies\/dep\/programs-and-services\/water\/clean-water\/stormwater-management\/act-167\">Act 167<\/a> plan, a state-mandated stormwater management blueprint, the county and consultant Jacobs Engineering have identified 87 potential flood gauge locations.<\/p>\n<p class=\"inq-p text-primary  \">The first batch of flood gauges will be installed on county-owned sites like bridges and parks. Once the initial round of gauges are placed, Burritt said her department hopes to work with other landowners, like the state, PennDot, and local municipalities, to place gauges in other key sites. <\/p>\n<p class=\"inq-p text-primary  \">Potential locations outlined in the draft plan include Smedley Park, Catania County Park along Little Crum Creek, Sun Village Park, Clayton County Park, and numerous county-owned bridges, according to the county\u2019s draft Act 167 plan. <\/p>\n<p class=\"inq-p text-primary  \">Officials have identified 230 \u201cflood problem areas\u201d across the county, 130 of which fall under the \u201chigh priority\u201d category. Some of the highest priority flood risk areas in Delaware County include the intersection of 69th Street and Marshall Road in <a class=\"relative z-1 text-blue-mid hover:shadow-lightmode\" data-link-type=\"article-body\" href=\"https:\/\/www.inquirer.com\/topic\/upper-darby\" rel=\"nofollow noopener\" target=\"_blank\">Upper Darby<\/a>, Brookhaven Memorial Park, and the section of Baltimore Pike that crosses Brandywine Creek at the border of <a class=\"relative z-1 text-blue-mid hover:shadow-lightmode\" data-link-type=\"article-body\" href=\"https:\/\/www.inquirer.com\/topic\/chester-county\" rel=\"nofollow noopener\" target=\"_blank\">Chester County<\/a>. The highest priority areas were identified by the frequency and severity of flooding that occurs there, as well as impacts to emergency services, roads, and structures. <\/p>\n<p class=\"inq-p text-primary  \">Delco\u2019s Act 167 plan is in preliminary drafting stages, according to the county, and will be further refined, including with feedback from municipalities and the Commonwealth\u2019s Department of Environmental Protection. <\/p>\n<p>How much did this cost? <\/p>\n<p class=\"inq-p text-primary  \">The 70 flood gauges were acquired with a $107,845 <a class=\"relative z-1 text-blue-mid hover:shadow-lightmode\" data-link-type=\"article-body\" href=\"https:\/\/www.hudexchange.info\/programs\/cdbg\/\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.hudexchange.info\/programs\/cdbg\/\">Community Development Block Grant<\/a> from the U.S. Department of Housing and Urban Development and another $224,274 in Pennsylvania <a class=\"relative z-1 text-blue-mid hover:shadow-lightmode\" data-link-type=\"article-body\" href=\"https:\/\/dced.pa.gov\/programs\/local-share-account-lsa-statewide\/\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/dced.pa.gov\/programs\/local-share-account-lsa-statewide\/\">Local Share Account grants<\/a>. <\/p>\n<p class=\"inq-p text-primary  \">Installation of the first batch of gauges will cost $95,000, an expenditure coming out of the county\u2019s capital budget.
