{"id":834459,"date":"2026-09-02T19:20:33","date_gmt":"2026-09-02T19:20:33","guid":{"rendered":"https:\/\/www.newsbeep.com\/us\/834459\/"},"modified":"2026-09-02T19:20:33","modified_gmt":"2026-09-02T19:20:33","slug":"healthcare-tops-the-democrats-to-do-list-if-they-win-control-of-the-house-in-2026","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/us\/834459\/","title":{"rendered":"Healthcare tops the Democrats\u2019 to-do list if they win control of the House in 2026"},"content":{"rendered":"<p id=\"anchor-3afa8d\" class=\"body-graf\">WASHINGTON \u2014 Vying to become House speaker in a few months, Minority Leader Hakeem Jeffries outlined four items on the agenda that he said would enjoy \u201cuniform Democratic support\u201d and advance the party\u2019s goal of \u201cmaking life more affordable.\u201d<\/p>\n<p id=\"anchor-166745\" class=\"body-graf\">The first two were about <a href=\"https:\/\/www.nbcnews.com\/health\" target=\"_blank\" rel=\"nofollow noopener\">healthcare<\/a>, and all four set a direct contrast with <a href=\"https:\/\/www.nbcnews.com\/politics\/donald-trump\" target=\"_blank\" rel=\"nofollow noopener\">President Donald Trump<\/a>.<\/p>\n<p id=\"anchor-826af1\" class=\"body-graf\">\u201cWe have to reverse the Medicaid cuts. We should extend the Affordable Care Act tax credits,\u201d Jeffries, D-N.Y., said Monday in response to a question from NBC News. \u201cWe should restore congressional authority as it relates to tariffs, because the Trump tariffs are making life more expensive for the American people. And we should end, decisively, if it\u2019s still going on, Donald Trump\u2019s reckless and costly war of choice in the Middle East.\u201d<\/p>\n<p id=\"anchor-fc1dd9\" class=\"body-graf\">Rep. Don Beyer, D-Va., said there is consensus that Democrats\u2019 first bill out of the gate, legislation that carries high symbolic weight known as H.R. 1, would need to focus on affordability.<\/p>\n<p id=\"anchor-e20309\" class=\"body-graf\">But there\u2019s not yet consensus on what the bill would look like, as voters cite the <a href=\"https:\/\/www.nbcnews.com\/politics\/donald-trump\/poll-trumps-approval-rating-hits-second-term-low-economy-iran-war-rcna331462\" target=\"_blank\" rel=\"nofollow noopener\">cost of living<\/a> as a top concern heading into November\u2019s elections.<\/p>\n<p id=\"anchor-408d1a\" class=\"body-graf\">Beyer argued that the best way to tackle the topic would be to restore hundreds of billions of dollars in Medicaid and the ACA subsidies that were cut in Trump\u2019s \u201cone big, beautiful bill.\u201d<\/p>\n<p id=\"anchor-bbd369\" class=\"body-graf\">\u201cIn the affordability debate, nothing\u2019s more central to it than healthcare,\u201d Beyer said in an interview. \u201cMy expectation is that it\u2019ll very much be about affordability one way or the other.\u201d<\/p>\n<p id=\"anchor-11ed8f\" class=\"body-graf\">Jeffries said there are \u201ca whole host of things\u201d still to work on, saying, \u201cWe\u2019ve established five working groups on affordability\u201d \u2014 on housing, healthcare, childcare, groceries and food, and gas and utilities.<\/p>\n<p id=\"anchor-d07c75\" class=\"body-graf\">He added that Democrats would also conduct aggressive oversight of the Trump administration and \u201ccertainly will fight to hold the crooks accountable.\u201d<\/p>\n<p id=\"anchor-6041a0\" class=\"body-graf\">Jeffries\u2019 agenda for a possible majority reflects an emerging consensus among many Democrats across the party spectrum, who said healthcare should top the party\u2019s legislative to-do list in 2027. The lowest-hanging fruits are restoring Trump\u2019s <a href=\"https:\/\/www.nbcnews.com\/health\/health-news\/proposed-medicaid-cuts-republicans-leave-patients-doctors-fearing-wors-rcna206597\" target=\"_blank\" rel=\"nofollow noopener\">Medicaid cuts<\/a>, which no Democrats voted for, and reviving the <a href=\"https:\/\/www.nbcnews.com\/politics\/congress\/congress-leaves-town-2026-no-health-care-deal-forcing-premium-hikes-rcna249817\" target=\"_blank\" rel=\"nofollow noopener\">expired ACA, or \u201cObamacare,\u201d tax credits<\/a>, which every Democrat wanted to extend last year before Republicans blocked them, leading to <a href=\"https:\/\/www.nbcnews.com\/health\/health-news\/medicaid-aca-enrollment-falls-5-million-new-report-finds-rcna351157\" target=\"_blank\" rel=\"nofollow noopener\">coverage losses<\/a> and <a href=\"https:\/\/www.nbcnews.com\/health\/health-news\/obamacare-higher-premiums-2026-affordable-care-act-rcna226637\" target=\"_blank\" rel=\"nofollow noopener\">substantially higher premiums<\/a> for millions.<\/p>\n<p id=\"anchor-1ae1dd\" class=\"body-graf\">Still, many Democrats say reversing Trump on Medicaid and the ACA would be the bare minimum \u2014 and want the party to do much more on healthcare.<\/p>\n<p id=\"anchor-a23b0b\" class=\"body-graf\">Rep. Alexandria Ocasio-Cortez, D-N.Y., said it would \u201cabsolutely not\u201d be enough to simply restore Medicaid and ACA funds.<\/p>\n<p id=\"anchor-512287\" class=\"body-graf\">\u201cOf course, we need to take immediate action on those ACA subsidies and making sure that we lower those prices immediately. But it doesn\u2019t fix the deeper systemic issue that has led healthcare to be one of the primary drivers of inflationary costs over the last decade, frankly,\u201d she said in an interview.<\/p>\n<p id=\"anchor-364d04\" class=\"body-graf\">\u201cWe need to be doing a lot more to take on corporate power, to break up a lot of these monopolies that are rolling up \u2014 Big Pharma, insurance, private equity entering the space of healthcare unchecked,\u201d she added. \u201cI think there\u2019s a lot here for us to really dig in on, to work on.\u201d<\/p>\n<p id=\"anchor-704643\" class=\"body-graf\">While there\u2019s agreement on restoring the Medicaid and ACA funds that were undone by Trump and the Republican-controlled Congress, there are divisions inside the Democratic Party about what its own healthcare agenda should be.<\/p>\n<p id=\"anchor-df9a8f\" class=\"body-graf\">Ocasio-Cortez is part of a large and influential faction on the left that wants to pursue a \u201cMedicare for All\u201d system that would diminish \u2014 if not abolish \u2014 private insurance and give the government power to negotiate prices of medication and services downward. Many moderate Democrats have rejected that idea in favor of less disruptive changes, although the center-left hasn\u2019t coalesced around a preferred vision. One outside center-left group floated \u201c<a href=\"https:\/\/www.nbcnews.com\/politics\/politics-news\/democrats-free-primary-care-all-healthcare-elections-rcna345145\" target=\"_blank\" rel=\"nofollow noopener\">free primary care for all<\/a>\u201d as a way to break the stalemate between supporters of a single-payer Medicare for All system and of focusing on building on the current ACA.<\/p>\n<p id=\"anchor-239113\" class=\"body-graf\">In June, Jeffries tapped Ocasio-Cortez and Rep. Terri Sewell, D-Ala., to lead the health care working group for the caucus, according to a letter he wrote to lawmakers that was obtained by NBC News.<\/p>\n<p id=\"anchor-fcc630\" class=\"body-graf\">Part of what House Democrats would do next year depends on the size of their majority, should they win. If it\u2019s a narrow majority of a handful of seats, as the House has operated in since 2021 under either party, they might be limited to the lowest common denominator and blocked from doing anything too aggressive on healthcare or any other major issues.<\/p>\n<p id=\"anchor-124984\" class=\"body-graf\">Jeffries, who is politically cautious by nature, is leery of getting ahead of his conference and overpromising without knowing what kind of majority he\u2019d have.<\/p>\n<p id=\"anchor-94e5ac\" class=\"body-graf\">A source familiar with Jeffries\u2019 thinking said Democrats plan to take action in three tranches: the first 100 hours, when they would focus on urgent priorities with party consensus to provide relief for Americans; then the first 100 days, to build on that foundation with more aggressive efforts to lower costs alongside investigative moves; and then the first year.<\/p>\n<p id=\"anchor-6ebf1b\" class=\"body-graf\">Rep. Jared Moskowitz of Florida, a moderate Democrat in a competitive district, said the Medicaid and ACA plans may not be \u201ca complete agenda\u201d but backed those positions as a good place to start.<\/p>\n<p id=\"anchor-5586b1\" class=\"body-graf\">\u201cLet\u2019s talk about what we can get done quickly to provide the American people economic relief,\u201d Moskowitz said. \u201cYou know we need 60 votes in the Senate for any piece of legislation, and then we need the president to sign it.\u201d<\/p>\n<p id=\"anchor-9b4ad5\" class=\"body-graf\">Democrats have consistently enjoyed an issue advantage on healthcare since 2018, the last time they captured the House. A recent <a href=\"https:\/\/www.ipsos.com\/sites\/default\/files\/ct\/news\/documents\/2026-08\/Reuters%20Ipsos%20August%20Core%20Political%20Topline.pdf\" target=\"_blank\" rel=\"nofollow noopener\">Reuters\/Ipsos poll<\/a> found that Americans trust Democrats over Republicans to handle healthcare by 38% to 25%.<\/p>\n<p id=\"anchor-d835f5\" class=\"body-graf\">Rep. Brendan Boyle, D-Pa., who is poised to chair the Budget Committee if Democrats flip the House, also said he would be focused in the new year on \u201creversing the damage\u201d to healthcare from Trump\u2019s megabill.<\/p>\n<p id=\"anchor-188592\" class=\"body-graf\">\u201cKeep in mind that when we take over in January, we will literally just be one month into the Medicaid cuts\u2019 taking effect. That\u2019s the biggest bulk by far of their healthcare cuts and where millions more people are going to lose their healthcare,\u201d Boyle said in an interview. \u201cSo from the Budget Committee perspective, that\u2019s what I\u2019m focused on.\u201d <\/p>\n<p id=\"anchor-84c3f2\" class=\"body-graf\">Rep. Veronica Escobar, D-Texas, a member of the Appropriations and Budget committees, said she wants the party to take a much broader, more ambitious approach. <\/p>\n<p id=\"anchor-2d1b76\" class=\"body-graf\">She said she is proud of the work House Democrats did on President Joe Biden\u2019s <a href=\"https:\/\/www.nbcnews.com\/politics\/congress\/lost-bidens-agenda-democrats-offer-competing-theories-failure-build-ba-rcna24552\" target=\"_blank\" rel=\"nofollow noopener\">Build Back Better agenda<\/a>, which died in the Senate because of opposition from moderate <a href=\"https:\/\/www.nbcnews.com\/politics\/congress\/manchin-says-he-no-biden-s-build-back-better-legislation-n1286281\" target=\"_blank\" rel=\"nofollow noopener\">Joe Manchin of West Virginia<\/a>, who is no longer in office. Escobar said she would want to pursue much of that framework in Democrats\u2019 first bill, including paid family and medical leave, universal prekindergarten, childcare subsidies and ACA subsidies, as well as student loan forgiveness.<\/p>\n<p id=\"anchor-008cb7\" class=\"body-graf\">\u201cI would want to go big. My constituents and Americans all over the country are really hurting \u2014 it is so profound. And the increase in utility bills has been so overwhelming. I have constituents in my district who are paying more for their utility bills than their mortgage, and so people are really suffering right now. And my view is we have to offer the solutions that they deserve and they need, and we\u2019ve done it before,\u201d Escobar told NBC News.<\/p>\n<p id=\"anchor-eafdf8\" class=\"body-graf\">\u201cThere is a way to message it.
