Dallas, Texas \u2013 United States President Donald Trump, a former reality television personality, is no stranger to game-show-style pledges.<\/p>\n

But on Wednesday, his remarks at the Republican National Convention in Dallas raised eyebrows as he appeared to hinge a cash prize on the outcome of the November midterm elections.<\/p>\n

His speech set the stakes: If Republicans maintain control of both the House of Representatives and the Senate, Trump said he would give all US adults a \u201c$5,000 dividend\u201d.<\/p>\n

\u201cIf the Republicans win, you win with us,\u201d he told the audience.<\/p>\n

But such a mass payout would set the US government back more than $1 trillion. Not only would the dividend come at a high cost for the federal budget, but it is also likely to inject an economy-rattling amount of cash into US markets, increasing the risk of inflation.<\/p>\n

Trump offered few details about how he could make good on such a promise. He said only that the money must be spent in the US.<\/p>\n

Soon after Trump\u2019s speech, Senator Bernie Moreno, a staunch Trump ally, pledged to introduce longshot legislation to codify the promise.<\/p>\n

Vice President JD Vance, meanwhile, appeared to temper the claim, saying Trump was referring to \u201ca dividend for American workers\u201d buoyed by his tariff policy.<\/p>\n

\u201cWhat the president\u2019s just saying is, \u2018If you keep it going to the American people, if you keep us in power and allow us to continue to do these things, then you\u2019re going to share in some of the benefit of this incredible wealth that we\u2019re creating in the United States of America,\u2019\u201d Vance told Fox News.<\/p>\n

\u201cI don\u2019t think it\u2019s a controversial idea,\u201d he added.<\/p>\n

Critics on both sides of the aisle, however, met the unorthodox pledge with a rare bipartisan sentiment: consternation. Many raised concerns about whether the dividend would violate federal law.<\/p>\n

\u201cMy first thought was, it\u2019s illegal to bribe,\u201d said Gabi Michaelis, 25, a receptionist from Dallas who gathered with other protesters outside the convention on Thursday.<\/p>\n

\u201cHe said this kind of thing before,\u201d she said, pointing to a pledge earlier in Trump\u2019s second term to transform cuts to the federal government into cash payments for US citizens. \u201cIt hasn\u2019t happened, ever.\u201d<\/p>\n

Trump supporter Steven Roberts, a retired telecommunications engineer from Rice City, Texas, had a similar, if more amenable, assessment.<\/p>\n

\u201cIt\u2019s kind of like a bribe,\u201d he said with a chortle. \u201cI mean, if he can pull it off, I think it\u2019s great.\u201d<\/p>\n

The legality of such a pledge remained unclear. Some supporters characterised the plan as a simple campaign promise. Critics have argued it could constitute an illegal effort to sway the vote.<\/p>\n

\"PeterPeter Bowen, a 77-year-old retired teacher, said he \u2018laughed\u2019 when he heard about the proposed dividend [Joseph Stepansky\/Al Jazeera]<\/p>\n

Democrat Gavin Newsom, the governor of California and a likely 2028 presidential contender, has condemned the scheme as an attempt to \u201cbuy your vote with $5,000 in taxpayer-funded blood money\u201d.<\/p>\n

Trump supporter Peter Bowen, 77, said he felt the pledge was out of step with a Republican ethos that eschews government handouts.<\/p>\n

Still, he saw the plan, if legitimate, as a wily attempt by Trump to use a \u201cDemocratic Party trick\u201d.<\/p>\n

\u201cBecause that\u2019s what they do,\u201d Bowen said. \u201cThe Democratic Party gives stuff away.\u201d<\/p>\n

While the dividend announcement surprised Bowen, he expressed openness to receiving the $5,000 payout. \u201cI laughed when I heard it,\u201d he said. \u201cBut I wouldn\u2019t mind it.\u201d<\/p>\n

Protester Andy McWilliams, 64, from Kansas City, Missouri, believed Trump\u2019s promise would ultimately prove empty.<\/p>\n

But if the dividend did come to pass, he felt the high price tag would be outrageous.<\/p>\n

\u201cThat would cost over one trillion dollars,\u201d he said. \u201cThat would add to the deficit; it\u2019s already $40 trillion.\u201d<\/p>\n

Trump voter Ronnda Law, a 55-year-old resident of Lubbock, Texas, who attended the Republican convention, also has little faith in the plan. She said she was considering voting Democrat in November.<\/p>\n

\u201cWe were supposed to get a stipend from all the trade wars we\u2019re in,\u201d she said. \u201cWhere are those at?\u201d<\/p>\n

\u201cThey can talk, talk, talk, but where\u2019s the evidence?\u201d<\/p>\n

Becky Rensing, a 49-year-old real estate broker, gave Trump high marks on his messaging during the convention. Trump even urged his audience to \u201cpretend\u201d he is on the ballot in November to galvanise low-propensity voters.<\/p>\n

But when it came to the midterm dividend pledge, Rensing was more sceptical.<\/p>\n

\u201cI wouldn\u2019t be for it,\u201d she said. \u201cI don\u2019t think we need $5,000.
