<\/p>\n\n US Treasury Secretary Scott Bessent and Chinese Vice Premier He Lifeng concluded talks in New York on Sunday with the US side proposing a new AI safety notification mechanism for US President Donald Trump and Chinese President Xi \u2060Jinping to consider at their summit this week.\n <\/p>\n
\n Bessent told reporters that the two sides discussed setting up a new US-China AI dialogue, with a particular emphasis on national security concerns with a notification system for common goals and common threats that would cover AI-related incidents that rise to a national security level.\n <\/p>\n
\n \u201cWe think that, just like with any cross-border activity, that moving from opaque to more transparency between the number one and the number two AI powers in the world is very important,\u201d Bessent said at the conclusion of the talks.\n <\/p>\n
\n Trump and \u2060Xi first discussed potential consultations on AI development in May in Beijing, but that \u200bforum was \u2060never formalized.\n <\/p>\n
\n The Chinese response to the US proposal was unclear. Vice Premier He and China\u2019s chief trade negotiator Li Chenggang left the talks at JPMorgan Chase headquarters in New York without speaking to media.\n <\/p>\n
\n US Trade Representative Jamieson Greer said US export controls on sophisticated AI chips and semiconductor manufacturing equipment \u2060were not on the agenda for the AI mechanism talks.\n <\/p>\n
\n Greer added that Sunday\u2019s discussions would prepare the groundwork for a \u201csuccessful summit\u201d between Trump and \u200bXi next Thursday and \u2060Friday in Washington.\n <\/p>\n
\n \u201cThese are the two most powerful countries on \u200cearth, whether it\u2019s in trade or AI, and it\u2019s imperative that they\u2019re able to work together. It doesn\u2019t mean there aren\u2019t challenges in the relationship. A lot of these are obvious,\u201d Greer said.\n <\/p>\n

\n The meeting covered other key topics, including plans to \u201coperationalize\u201d a process agreed in May for each side to identify potential \u200ctariff cuts on non-strategic goods, called the \u201cBoard of Trade.\u201d\n <\/p>\n
\n Greer did not identify a specific list of \u200cproducts that could see such reductions, but he repeated his desire for a \u201crelatively small subset of American and Chinese goods that can be traded in a balanced way, that are non-sensitive.\u201d\n <\/p>\n
\n These would be considered as \u201ca class unto themselves.\u201d\n <\/p>\n
\n Potential candidates among Chinese exports include \u201cconsumer goods, low-tech items,\u201d he said, while US exports for this treatment could include energy, agricultural goods and medical devices, he added.\n <\/p>\n
\n Greer and Bessent did not mention \u2060any progress on improving the flow of critical minerals to US companies, which US officials have said are insufficient despite Beijing\u2019s prior commitments to ease restrictions under last year\u2019s US-China trade truce.\n <\/p>\n
\n The discussions point to more incremental progress in avoiding an escalation of tensions in a delicate trade relationship that has major consequences for the global economy.\n <\/p>\n
\n \u201cI think status quo is probably both sides\u2019 general best expectation,\u201d Anna Ashton, a China trade analyst and founder of Ashton Intelligence said prior to the meeting.\n <\/p>\n
\n Bessent and Greer did not provide updates on other issues that are unresolved after the May meeting in Beijing between Trump and Xi, including Chinese pledges to increase purchases of US agricultural goods by $17 billion a year and to purchase more than 200 Boeing aircraft.\n <\/p>\n
\n Trump and Xi must reach a deal that covers AI \u200csafety, said US Representative Ro Khanna, the ranking Democrat on the US House Select Committee on Strategic Competition Between the United States and the Chinese \u200bCommunist Party.\n <\/p>\n
\n \u201cThe first ask is of Trump and Xi Jinping to come up with an international agreement, and two of the core principles \u200cshould be one banning any self-improving AI, recursive self-improving AI\u2026 The second is \u2060to have safeguards so that AI can\u2019t be misused by people for biological nuclear weapons,\u201d Khanna said on Sunday, speaking on CBS\u2019 \u201cFace the \u2060Nation\u201d program.\n <\/p>\n
\n China\u2019s Ministry of Commerce said on Saturday that He would also lead a delegation of Chinese companies to the US that would participate in economic and trade consultations ahead of the summit.\n <\/p>\n
\n The \u200cbusiness delegation, which mirrors a group of US \u200bCEOs that Trump brought to Beijing in May, was announced as Trump expressed openness \u200cto Chinese automakers building US factories.\n <\/p>\n
