{"id":856901,"date":"2026-09-22T18:54:12","date_gmt":"2026-09-22T18:54:12","guid":{"rendered":"https:\/\/www.newsbeep.com\/us\/856901\/"},"modified":"2026-09-22T18:54:12","modified_gmt":"2026-09-22T18:54:12","slug":"how-kevin-warshs-rate-hike-exposed-a-2-speed-u-s-economy-with-ai-and-housing-at-the-poles","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/us\/856901\/","title":{"rendered":"How Kevin Warsh&#8217;s rate hike exposed a 2-speed U.S. economy, with AI and housing at the poles"},"content":{"rendered":"<p>From mortgages to auto loans to credit cards, borrowing is set to get even pricier.<\/p>\n<p class=\"wp-block-paragraph\">But the <a aria-label=\"Go to https:\/\/www.federalreserve.gov\/newsevents\/pressreleases\/monetary20260916a.htm\" href=\"https:\/\/www.federalreserve.gov\/newsevents\/pressreleases\/monetary20260916a.htm\" rel=\"nofollow noopener\" target=\"_blank\">Federal Reserve\u2019s decision<\/a> on Sept. 16, 2026, to hike its baseline interest rate also highlighted an increasingly confounding dilemma: It can raise the price of money across the economy, but it can\u2019t determine which sectors are most affected.<\/p>\n<p class=\"wp-block-paragraph\">That means the rate increase may further slow the weaker parts of the economy, <a aria-label=\"Go to https:\/\/www.wsj.com\/economy\/housing\/the-stagnant-housing-market-is-about-to-face-a-7-mortgage-55a041d6\" href=\"https:\/\/www.wsj.com\/economy\/housing\/the-stagnant-housing-market-is-about-to-face-a-7-mortgage-55a041d6\" rel=\"nofollow noopener\" target=\"_blank\">such as housing<\/a>, while barely affecting the strongest, namely the <a aria-label=\"Go to https:\/\/www.wsj.com\/finance\/investing\/the-quarter-trillion-dollar-onslaught-of-ai-bonds-is-testing-investors-limits-e4cd2bda?mod=article_inline\" href=\"https:\/\/www.wsj.com\/finance\/investing\/the-quarter-trillion-dollar-onslaught-of-ai-bonds-is-testing-investors-limits-e4cd2bda?mod=article_inline\" rel=\"nofollow noopener\" target=\"_blank\">relentless investment<\/a> in artificial intelligence.<\/p>\n<p class=\"wp-block-paragraph\"><a aria-label=\"Go to https:\/\/www.federalreserve.gov\/newsevents\/pressreleases\/monetary20260916a.htm\" href=\"https:\/\/www.federalreserve.gov\/newsevents\/pressreleases\/monetary20260916a.htm\" rel=\"nofollow noopener\" target=\"_blank\">In its statement summarizing its unanimous vote<\/a>, the Fed\u2019s policymaking committee said it was raising its benchmark rate by a quarter percentage point so that it now stands at a new target range of 3.75% to 4%. It described inflation as still \u201celevated\u201d and noted that other economic indicators remain strong, from productivity to investment, to domestic spending.<\/p>\n<p class=\"wp-block-paragraph\">As a <a aria-label=\"Go to https:\/\/www.bakerinstitute.org\/expert\/john-w-diamond?f%5B0%5D=type%3A891\" href=\"https:\/\/www.bakerinstitute.org\/expert\/john-w-diamond?f%5B0%5D=type%3A891\" rel=\"nofollow noopener\" target=\"_blank\">scholar of public finance<\/a>, I believe the Fed probably had little choice but to raise rates given its commitment to maintain inflation-fighting credibility. <a aria-label=\"Go to https:\/\/www.nytimes.com\/2026\/09\/16\/business\/economy\/federal-reserve-interest-rates-warsh.html\" href=\"https:\/\/www.nytimes.com\/2026\/09\/16\/business\/economy\/federal-reserve-interest-rates-warsh.html\" rel=\"nofollow noopener\" target=\"_blank\">Markets had already expected<\/a> the hike, and if the Fed had failed to deliver, it might have pushed longer-term interest rates even higher amid concerns it was becoming less wedded to that target.<\/p>\n<p class=\"wp-block-paragraph\">But the Fed\u2019s action also underscores that the U.S. increasingly looks like an economy moving at two very different speeds. Investment in AI \u2013 whether through data centers, computing capacity or related infrastructure \u2013 has been booming, while it\u2019s <a aria-label=\"Go to https:\/\/www.minneapolisfed.org\/article\/2026\/how-is-ai-influencing-interest-rates-investment-productivity-prices-and-more\" href=\"https:\/\/www.minneapolisfed.org\/article\/2026\/how-is-ai-influencing-interest-rates-investment-productivity-prices-and-more\" rel=\"nofollow noopener\" target=\"_blank\">crowding out<\/a> other kinds of investment.<\/p>\n<p class=\"wp-block-paragraph\">Meanwhile, the housing market is getting crushed by <a aria-label=\"Go to https:\/\/www.wsj.com\/finance\/investing\/home-prices-overvalued-housing-market-4f8be55b\" href=\"https:\/\/www.wsj.com\/finance\/investing\/home-prices-overvalued-housing-market-4f8be55b\" rel=\"nofollow noopener\" target=\"_blank\">high mortgage rates<\/a> and diminishing affordability, while consumers are carrying ever more expensive <a aria-label=\"Go to https:\/\/www.wsj.com\/personal-finance\/credit\/us-credit-card-debt-af5c7c77\" href=\"https:\/\/www.wsj.com\/personal-finance\/credit\/us-credit-card-debt-af5c7c77\" rel=\"nofollow noopener\" target=\"_blank\">credit card and auto debt<\/a>.<\/p>\n<p class=\"wp-block-paragraph\">Many small and traditional businesses are also <a aria-label=\"Go to https:\/\/www.bankrate.com\/loans\/small-business\/small-business-owners-are-seeking-smaller-loans\/\" href=\"https:\/\/www.bankrate.com\/loans\/small-business\/small-business-owners-are-seeking-smaller-loans\/\" rel=\"nofollow noopener\" target=\"_blank\">in a bind<\/a> as they face substantially higher financing costs than they did several years ago. Those costs reflect the rising yields on longer-term U.S. government debt, which have been going up for months on a <a aria-label=\"Go to https:\/\/www.nytimes.com\/article\/treasury-bonds-yields-economy.html\" href=\"https:\/\/www.nytimes.com\/article\/treasury-bonds-yields-economy.html\" rel=\"nofollow noopener\" target=\"_blank\">mix of factors<\/a>: Longer-term inflation concerns due to soaring U.S. government debt, geopolitical risks driving up energy costs, and ongoing financing demand for AI.<\/p>\n<p class=\"wp-block-paragraph\">On Sept. 14, the yield on the <a aria-label=\"Go to https:\/\/www.nytimes.com\/2026\/09\/14\/business\/10-year-treasury-yield-5-percent.html\" href=\"https:\/\/www.nytimes.com\/2026\/09\/14\/business\/10-year-treasury-yield-5-percent.html\" rel=\"nofollow noopener\" target=\"_blank\">10-year Treasury crossed 5%<\/a> for the first time since 2023.<\/p>\n<p>An elusive inflation target<\/p>\n<p class=\"wp-block-paragraph\">When the Fed hikes short-term interest rates, it <a aria-label=\"Go to https:\/\/www.federalreserve.gov\/aboutthefed\/fedexplained\/monetary-policy.htm\" href=\"https:\/\/www.federalreserve.gov\/aboutthefed\/fedexplained\/monetary-policy.htm\" rel=\"nofollow noopener\" target=\"_blank\">slows down economic activity<\/a> by making borrowing more expensive and saving more attractive.<\/p>\n<p class=\"wp-block-paragraph\">That mechanism works particularly well when consumers are deciding whether to finance a house, purchase a car or take on additional debt. It also discourages businesses from making investments when the expected return is only modestly above their financing costs. As demand slows, businesses have less room to raise prices, easing inflationary pressures.<\/p>\n<p class=\"wp-block-paragraph\">In this case, the Fed <a aria-label=\"Go to https:\/\/www.federalreserve.gov\/newsevents\/pressreleases\/monetary20260916a.htm\" href=\"https:\/\/www.federalreserve.gov\/newsevents\/pressreleases\/monetary20260916a.htm\" rel=\"nofollow noopener\" target=\"_blank\">justified its move<\/a> by citing \u201celevated\u201d inflation and noting that it \u201cwill support a timelier return\u201d to its goal of an annual inflation target of 2%. It also suggested the economy would be able to absorb the tightening and described economic activity as \u201cexpanding at a solid pace.\u201d<\/p>\n<p class=\"wp-block-paragraph\">The decision aligns with Fed Chairman <a aria-label=\"Go to https:\/\/www.federalreserve.gov\/newsevents\/speech\/warsh20260828a.htm\" href=\"https:\/\/www.federalreserve.gov\/newsevents\/speech\/warsh20260828a.htm\" rel=\"nofollow noopener\" target=\"_blank\">Kevin Warsh\u2019s recent comments<\/a> that restoring price stability is central to the Fed\u2019s credibility. In a key speech in August, he underscored his commitment to bringing annualized inflation back down to 2%, an objective he called a \u201cfirm, fixed target\u201d \u2013 <a aria-label=\"Go to https:\/\/www.wsj.com\/economy\/central-banking\/the-problem-with-warshs-deference-to-markets-872edf9c\" href=\"https:\/\/www.wsj.com\/economy\/central-banking\/the-problem-with-warshs-deference-to-markets-872edf9c\" rel=\"nofollow noopener\" target=\"_blank\">a turnaround<\/a> from his more ambiguous comments in July.<\/p>\n<p class=\"wp-block-paragraph\">But in recent months, the economic data has shown that the 2% annual target remains elusive. <a aria-label=\"Go to https:\/\/www.bls.gov\/news.release\/cpi.nr0.htm\" href=\"https:\/\/www.bls.gov\/news.release\/cpi.nr0.htm\" rel=\"nofollow noopener\" target=\"_blank\">Consumer prices rose<\/a> 0.4% in August and 3.4% over the past year. Meanwhile, the war with Iran has pushed oil prices back above <a aria-label=\"Go to https:\/\/www.wsj.com\/finance\/commodities-futures\/oil-declines-but-remains-elevated-amid-supply-concerns-geopolitical-risks-15e97c33\" href=\"https:\/\/www.wsj.com\/finance\/commodities-futures\/oil-declines-but-remains-elevated-amid-supply-concerns-geopolitical-risks-15e97c33\" rel=\"nofollow noopener\" target=\"_blank\">US$100 a barrel<\/a>, adding a new source of inflation pressure through gasoline, diesel, transportation and production costs.<\/p>\n<p class=\"wp-block-paragraph\">At the same time, the labor market isn\u2019t faltering. The economy added <a aria-label=\"Go to https:\/\/www.bls.gov\/news.release\/empsit.nr0.htm\" href=\"https:\/\/www.bls.gov\/news.release\/empsit.nr0.htm\" rel=\"nofollow noopener\" target=\"_blank\">162,000 jobs in August<\/a>, while the unemployment rate remained at 4.1%. The one notable concern is the persistence of long-term joblessness despite the strong headline numbers. More than one-quarter of unemployed Americans have now been out of work for at least six months.<\/p>\n<p class=\"wp-block-paragraph\">Taken together, those numbers suggested there was room for the Fed to hike rates, given that the economy isn\u2019t sliding into recession. So investors overwhelmingly expected the Fed\u2019s rate increase.<\/p>\n<p>An uneven economic hit<\/p>\n<p class=\"wp-block-paragraph\">However, tighter monetary policy carries a risk: It falls disproportionately on sectors that are already struggling and highly sensitive to interest rates, while having less effect on one of the economy\u2019s strongest sources of demand \u2013 the booming AI investment cycle.<\/p>\n<p class=\"wp-block-paragraph\">Housing provides the clearest example. Persistently high mortgage rates are reinforcing the \u201c<a aria-label=\"Go to https:\/\/www.wsj.com\/personal-finance\/low-mortgage-rates-home-sales-low-supply-899aab29?mod=article_inline\" href=\"https:\/\/www.wsj.com\/personal-finance\/low-mortgage-rates-home-sales-low-supply-899aab29?mod=article_inline\" rel=\"nofollow noopener\" target=\"_blank\">lock-in<\/a>\u201d effect for current homeowners. Millions of homeowners financed their houses when mortgage rates were 3% or 4%, so they\u2019re staying put, with little incentive to sell their home and purchase another at much higher rates.<\/p>\n<p class=\"wp-block-paragraph\">Mortgage rates are mostly influenced by <a aria-label=\"Go to https:\/\/theconversation.com\/us-mortgage-rates-are-staying-high-and-the-fed-can-do-very-little-about-it-284417\" href=\"https:\/\/theconversation.com\/us-mortgage-rates-are-staying-high-and-the-fed-can-do-very-little-about-it-284417\" rel=\"nofollow noopener\" target=\"_blank\">longer-term factors<\/a>, including Treasury yields, inflation expectations and market expectations about the future path of interest rates. But the Fed\u2019s decision still matters. Markets increasingly expect today\u2019s hike to be followed by additional increases, signaling that it views inflation as a more persistent risk and putting upward pressure on longer-term interest rates.<\/p>\n<p class=\"wp-block-paragraph\">That expectation will keep mortgage rates high \u2013 probably resulting in fewer home sales, less mobility and continued headwinds for prospective buyers. It\u2019s also likely to make renting relatively more attractive for potential homebuyers who are priced out of buying.<\/p>\n<p><img decoding=\"async\" src=\"https:\/\/www.newsbeep.com\/us\/wp-content\/uploads\/2026\/09\/file-20260916-50-6orxpk.jpg\" alt=\"A red and white 'for sale' sign is displayed outside a home in Portland, Ore.\"\/>The U.S. housing market continues to languish, with mortgage rates nearing 7%. <a aria-label=\"Go to https:\/\/newsroom.ap.org\/home\/search?query=home%20prices&amp;mediaType=photo\" href=\"https:\/\/newsroom.ap.org\/home\/search?query=home%20prices&amp;mediaType=photo\" rel=\"nofollow noopener\" target=\"_blank\">AP Photo\/Jenny Kane<\/a><\/p>\n<p class=\"wp-block-paragraph\">Higher-for-longer rates also change how consumers save.<\/p>\n<p class=\"wp-block-paragraph\">When interest rates were near zero, they earned almost nothing on safe assets. Today, Treasury securities, money market funds and other relatively safe assets <a aria-label=\"Go to https:\/\/www.nerdwallet.com\/investing\/news\/rate-hike-bond-yields\" href=\"https:\/\/www.nerdwallet.com\/investing\/news\/rate-hike-bond-yields\" rel=\"nofollow noopener\" target=\"_blank\">offer meaningful returns<\/a>. Higher rates therefore tend to shift incentives throughout the economy away from borrowing and spending and toward saving.<\/p>\n<p class=\"wp-block-paragraph\">With consumers stretched by inflation and increasingly dipping into their savings, however, this effect may <a aria-label=\"Go to https:\/\/www.economist.com\/finance-and-economics\/2026\/06\/21\/how-stretched-is-the-american-consumer\" href=\"https:\/\/www.economist.com\/finance-and-economics\/2026\/06\/21\/how-stretched-is-the-american-consumer\" rel=\"nofollow noopener\" target=\"_blank\">be less pronounced<\/a>.<\/p>\n<p>The AI sugar high<\/p>\n<p class=\"wp-block-paragraph\">When it comes to the AI investment boom, it\u2019s a different picture. Warsh noted in August that <a aria-label=\"Go to https:\/\/www.federalreserve.gov\/newsevents\/speech\/warsh20260828a.htm\" href=\"https:\/\/www.federalreserve.gov\/newsevents\/speech\/warsh20260828a.htm\" rel=\"nofollow noopener\" target=\"_blank\">more than half of recent capital-spending growth<\/a> could be attributed to the AI buildout.<\/p>\n<p class=\"wp-block-paragraph\">The companies that are spending billions of dollars on computing infrastructure are doing so because they <a aria-label=\"Go to https:\/\/www.wsj.com\/tech\/ai\/nvidia-insists-it-can-keep-printing-money-to-fund-the-ai-boom-195e7d5e\" href=\"https:\/\/www.wsj.com\/tech\/ai\/nvidia-insists-it-can-keep-printing-money-to-fund-the-ai-boom-195e7d5e\" rel=\"nofollow noopener\" target=\"_blank\">expect potentially enormous returns<\/a> from AI. If those expected returns on investment are exceptionally high, a modest increase in borrowing costs may do little to alter their investment decisions. That stands in sharp contrast to a prospective homebuyer getting sticker shock from <a aria-label=\"Go to https:\/\/www.marketwatch.com\/story\/30-year-mortgage-rate-jumps-to-7-17-a-nearly-2-year-high-in-the-latest-blow-to-the-housing-market-aadbd63e\" href=\"https:\/\/www.marketwatch.com\/story\/30-year-mortgage-rate-jumps-to-7-17-a-nearly-2-year-high-in-the-latest-blow-to-the-housing-market-aadbd63e\" rel=\"nofollow noopener\" target=\"_blank\">mortgage rates nearing 7%<\/a>.<\/p>\n<p class=\"wp-block-paragraph\">The federal government, for its part, faces a slower adjustment. A Fed rate hike doesn\u2019t immediately increase the interest rate on all outstanding federal debt. Most Treasury notes and bonds carry fixed rates until they mature. But as the Treasury issues new debt and refinances maturing securities, today\u2019s higher rates gradually become tomorrow\u2019s higher <a aria-label=\"Go to https:\/\/fiscaldata.treasury.gov\/interest-expense-avg-interest-rates\/\" href=\"https:\/\/fiscaldata.treasury.gov\/interest-expense-avg-interest-rates\/\" rel=\"nofollow noopener\" target=\"_blank\">federal interest expense<\/a>. That rise in interest costs is a main reason some economists <a aria-label=\"Go to https:\/\/www.nytimes.com\/2026\/09\/14\/opinion\/national-debt-trump.html\" href=\"https:\/\/www.nytimes.com\/2026\/09\/14\/opinion\/national-debt-trump.html\" rel=\"nofollow noopener\" target=\"_blank\">are sounding alarms<\/a> about the national debt, which recently topped $40 trillion.<\/p>\n<p class=\"wp-block-paragraph\">In effect, the U.S. economy is facing a reality in which both short- and long-term rates stay higher for longer. The federal government, households and businesses are all adjusting to a borrowing environment that looks substantially different from the one that prevailed for much of the previous decade.<\/p>\n<p class=\"wp-block-paragraph\"><a aria-label=\"Go to https:\/\/theconversation.com\/profiles\/john-w-diamond-1373562\" href=\"https:\/\/theconversation.com\/profiles\/john-w-diamond-1373562\" rel=\"nofollow noopener\" target=\"_blank\">John W.
