At midnight between Aug. 28 and Aug. 29, hundreds of rebel soldiers <a href=\"https:\/\/www.dw.com\/en\/niger-attacks-gunfire-explosions\/a-78554001\" rel=\"nofollow noopener\" target=\"_blank\">stormed<\/a> the capital, Niamey. The attack, which began as an outpouring of <a href=\"https:\/\/www.wavn.org\/gunfire-targets-sensitive-sites-in-nigers-capital-as-authorities-regain-control\/\" rel=\"nofollow noopener\" target=\"_blank\">frustration<\/a> over battlefield setbacks and poor welfare benefits, quickly morphed into an attempt to overthrow President Abdourahamane Tchiani, who <a href=\"https:\/\/www.reuters.com\/world\/africa\/niger-general-who-ousted-president-he-was-meant-protect-2023-07-31\/\" rel=\"nofollow noopener\" target=\"_blank\">seized power<\/a> in the West African state in a coup three years ago.<\/p>\n<p>After a 24-hour standoff between the mutineers and government forces, Africa Corps\u2014a Russian paramilitary organization and <a href=\"https:\/\/foreignpolicy.com\/2024\/02\/07\/africa-corps-wagner-group-russia-africa-burkina-faso\/\" rel=\"nofollow noopener\" target=\"_blank\">successor of the now-defunct Wagner Group<\/a>\u2014came to the state\u2019s aid by dispatching <a href=\"https:\/\/www.aljazeera.com\/news\/2026\/8\/31\/niger-mutiny-puts-russias-expanding-role-in-the-sahel-to-the-test\" rel=\"nofollow noopener\" target=\"_blank\">airborne assets<\/a>, which allowed forces loyal to the junta to regain control.<\/p>\n<p>For years, Russia has drawn criticism for using counterterrorism deals to <a href=\"https:\/\/www.cfr.org\/articles\/what-russias-wagner-group-doing-africa\" rel=\"nofollow noopener\" target=\"_blank\">prop up<\/a> client state regimes, including those of former Sudanese President <a href=\"https:\/\/warsawinstitute.org\/russias-wagner-group-helps-put-sudans-anti-government-protests\/\" rel=\"nofollow noopener\" target=\"_blank\">Omar al-Bashir<\/a> and Central African Republic President <a href=\"https:\/\/www.cfr.org\/articles\/coup-proofing-russias-military-blueprint-securing-resources-africa\" rel=\"nofollow noopener\" target=\"_blank\">Faustin-Archange Touad\u00e9ra<\/a>. This year alone, the Africa Corps helped Mali\u2019s junta thwart a large-scale jihadi <a href=\"https:\/\/www.bbc.com\/news\/articles\/cg4pq3zxnpqo\" rel=\"nofollow noopener\" target=\"_blank\">offensive<\/a> on the capital city, Bamako; in Niger itself, the group was instrumental in foiling terrorist attacks in <a href=\"https:\/\/www.longwarjournal.org\/archives\/2026\/02\/islamic-state-claims-assault-on-airport-in-nigers-capital.php\" rel=\"nofollow noopener\" target=\"_blank\">January<\/a> and <a href=\"https:\/\/www.rfi.fr\/en\/africa\/20260619-al-qaeda-linked-militants-claim-deadly-attack-on-niamey-airport-niger\" rel=\"nofollow noopener\" target=\"_blank\">June<\/a>.<\/p>\n<p>Russia\u2019s role in Niger\u2019s failed mutiny marks the first time that the Africa Corps has intervened to save an African regime from an internal rebellion. Russia\u2019s presence in West Africa has evolved from a security partnership to a literal praetorian guard for hire, ensnaring Niger in a dependency trap that could transform the country into a de facto Russian protectorate instead of a sovereign state.<\/p>\n<p>As the dust settles, Russia\u2019s evolving Sahel playbook is further redrawing the balance of power in a region where Western influence has already diminished. In the short term, Moscow\u2019s position will be strengthened in Niger, as will its appeal across the region.<\/p>\n<p>But Russia\u2019s strategy is not without danger. By positioning itself as a regime protector without investing in economic growth and humanitarian aid, Moscow is staking its credibility on a counterterrorism mission that no foreign power has yet been able to control\u2014which could open a crucial window for Western powers eager to regain authority in the region.<\/p>\n<p>Western presence in the Sahel deteriorated rapidly between 2020 and 2023, when France and the United States <a href=\"https:\/\/foreignpolicy.com\/2024\/04\/02\/us-niger-sahel-military-deal-russia-china\/\" rel=\"nofollow noopener\" target=\"_blank\">lost most of their military bases<\/a> after a <a href=\"https:\/\/www.dw.com\/en\/alliance-of-sahel-states-turns-two-unity-or-unequal-partnership\/a-74026149\" rel=\"nofollow noopener\" target=\"_blank\">wave of coups<\/a> brought military juntas into power in Mali, Burkina Faso, and Niger. Riding a wave of <a href=\"https:\/\/foreignpolicy.com\/2024\/02\/26\/france-sahel-mali-niger-francafrique-burkina-faso\/\" rel=\"nofollow noopener\" target=\"_blank\">popular resentment toward France\u2019s overbearing role<\/a> in its former colonies, the juntas <a href=\"https:\/\/thetricontinental.org\/dossier-sahel-alliance-sovereignty\/\" rel=\"nofollow noopener\" target=\"_blank\">revoked<\/a> defense pacts with Western partners and switched allegiance to Russia. They also broke with the Economic Community of West African States and formed a rival <a href=\"https:\/\/www.cddwestafrica.org\/blog\/alliance-of-sahel-states-aes-yet-another-regional-bloc-in-west-africa\/\" rel=\"nofollow noopener\" target=\"_blank\">regional bloc<\/a>, the Alliance of Sahel States (AES).<\/p>\n<p>Save for a few verbal proclamations, that latter bloc\u2014which binds member states to come to each other\u2019s aid in the event of an internal or external threat\u2014was conspicuously missing in action on Aug. 29. This underscores a critical vulnerability for the Sahelian confederacy, which is, in essence, a collection of isolated and weak states tied together by their shared reliance on Moscow.<\/p>\n<p>African dictators are more comfortable partnering with Russia than Western powers because Moscow <a href=\"https:\/\/foreignpolicy.com\/2024\/09\/12\/anti-colonialism-movement-global-south-russia-africa\/\" rel=\"nofollow noopener\" target=\"_blank\">lacks the colonial baggage of the West<\/a>. Russia\u2019s security partnership also eschews any preachment of respect for human rights and democracy\u2014although it comes at the price of handing over critical mineral assets to Moscow.<\/p>\n<p>This post-West Sahelian reality has exerted considerable pressure on U.S. policymakers who are anxious to reverse <a href=\"https:\/\/foreignpolicy.com\/2026\/02\/03\/united-states-africa-trade-african-growth-opportunity-act-agoa\/\" rel=\"nofollow noopener\" target=\"_blank\">Washington\u2019s waning influence<\/a> in the region. At stake in this scramble for influence are the Sahel\u2019s <a href=\"https:\/\/issafrica.org\/iss-today\/us-minerals-diplomacy-tests-sahel-countries-partnership-choices\" rel=\"nofollow noopener\" target=\"_blank\">mineral reserves<\/a>, including uranium, gold, and lithium. Washington considers access to these materials to be a national security <a href=\"https:\/\/www.cfr.org\/articles\/us-critical-minerals-dilemma-what-know\" rel=\"nofollow noopener\" target=\"_blank\">priority<\/a> to secure its technology supply chain and break an increasingly untenable reliance on China.<\/p>\n<p>U.S. President Donald Trump\u2019s administration has <a href=\"https:\/\/issafrica.org\/iss-today\/trump-s-africa-policy-strategy-or-shakedown\" rel=\"nofollow noopener\" target=\"_blank\">recalibrated<\/a> its <a href=\"https:\/\/www.whitehouse.gov\/wp-content\/uploads\/2025\/12\/2025-National-Security-Strategy.pdf\" rel=\"nofollow noopener\" target=\"_blank\">National Security Strategy<\/a> in Africa by shifting from aid tied to democratic and human rights benchmarks to a more pragmatic, transactional approach focused on trade and investment. High-profile State Department officials have visited AES states to pledge Washington\u2019s support for counterterrorism operations and health initiatives.<\/p>\n<p>Under this new rapprochement, Burkina Faso and Niger benefited from Trump\u2019s \u201cAmerica First\u201d Global Health Strategy to the tune of <a href=\"https:\/\/africa.businessinsider.com\/local\/lifestyle\/niger-becomes-second-aes-state-to-sign-trumps-dollar128m-health-deal\/kfm3nkc\" rel=\"nofollow noopener\" target=\"_blank\">$147 million<\/a> and $128 million, respectively. In May, Niger received an additional <a href=\"https:\/\/africa.businessinsider.com\/local\/lifestyle\/us-moves-to-counter-russias-growing-influence-in-sahel-region-with-dollar23-million\/rm399pl\" rel=\"nofollow noopener\" target=\"_blank\">$2.3 million<\/a> worth of U.S. military equipment to support counterterrorism operations; the U.S. Treasury also lifted <a href=\"https:\/\/www.reuters.com\/world\/africa\/us-lifts-sanctions-top-malian-officials-ties-improve-2026-02-27\/\" rel=\"nofollow noopener\" target=\"_blank\">sanctions<\/a> on senior Malian defense officials this year.<\/p>\n<p>But Washington\u2019s diplomatic overture pales in significance to Russia\u2019s posturing in the region. After thwarting the Nigerien uprising and thus projecting Africa Corps as a <a href=\"https:\/\/www.escudodigital.com\/en\/experts\/opinion\/russia-solidifies-its-hold-on-the-sahel-following-the-failed-coup-in-niger.html\" rel=\"nofollow noopener\" target=\"_blank\">guarantor of power<\/a> in the Sahel, Moscow has put forward a value proposition that the United States and China will struggle to outbid. In a troubled landscape dotted by weak, unstable regimes whose real authority barely extends beyond their capital cities, a reliable foreign bayonet <a href=\"https:\/\/foreignpolicy.com\/2024\/09\/10\/mali-russia-ukraine-jihad-wagner-africa-corps\/\" rel=\"nofollow noopener\" target=\"_blank\">unrestrained by moral considerations<\/a> is priceless.<\/p>\n<p>Indeed, Niger\u2019s failed mutiny may have placed enlisting the Africa Corps on the to-do-list of every African dictator. Last year, Togolese President Faure Gnassingb\u00e9, who has been in power since taking over his father\u2019s 38-year rule in 2005, welcomed about <a href=\"https:\/\/www.modernghana.com\/news\/1512655\/central-african-republic-another-defeat-for-the.html\" rel=\"nofollow noopener\" target=\"_blank\">300 Africa Corps<\/a> personnel to the country following a security cooperation deal with Russia. Togo is Moscow\u2019s first foray in the Gulf of Guinea. It is not likely to be the last, as Russia, already <a href=\"https:\/\/warontherocks.com\/russia-is-shrewdly-playing-the-long-game-in-africa\/\" rel=\"nofollow noopener\" target=\"_blank\">eyeing<\/a> neighboring Benin, seeks to expand its influence into the West African littoral states.<\/p>\n<p>However, the Africa Corps remains embarrassingly inept at stemming the jihadi insurgency plaguing the region. Under its watch, the Sahel has remained the <a href=\"https:\/\/foreignpolicy.com\/2026\/03\/31\/islamic-state-sahel-terrorism-issp-transnational-threat-mali-burkina-faso\/\" rel=\"nofollow noopener\" target=\"_blank\">global epicenter of terrorism<\/a>, with the AES borderlands <a href=\"https:\/\/www.bbc.com\/news\/articles\/cp8vyl3j5kko\" rel=\"nofollow noopener\" target=\"_blank\">accounting<\/a> for more than half of all global terrorism-related deaths in 2024. In April, the Africa Corps was forced to retreat from the northern Mali stronghold of Kidal by a jihadi insurgent group and Tuareg rebels\u2014an astonishing battlefield reversal that exposed the <a href=\"https:\/\/www.africansecurityanalysis.com\/reports\/mali-s-structural-crisis-africa-corps-the-kidal-retreat-and-the-strategic-limits-of-mercenary-security\" rel=\"nofollow noopener\" target=\"_blank\">strategic weakness<\/a> of a security model built around mercenaries as a substitute for a coherent national counterinsurgency strategy.<\/p>\n<p>Further, aggressive military campaigns bolstered by brutal tactics have led to widespread <a href=\"https:\/\/www.hrw.org\/news\/2026\/08\/20\/mali-russias-africa-corps-massacres-villagers\" rel=\"nofollow noopener\" target=\"_blank\">civilian abuses<\/a>, which have fostered resentment and could drive surges in extremist group recruitment.<\/p>\n<p>This puts the Sahelian juntas in quite the fix. A swift end to extremist violence was the raison d\u2019 \u00eatre for their rule and the justification for the pivot to Russia in the first place. Failure to deliver on that promise makes the juntas <a href=\"https:\/\/www.escudodigital.com\/en\/experts\/opinion\/russia-solidifies-its-hold-on-the-sahel-following-the-failed-coup-in-niger.html\" rel=\"nofollow noopener\" target=\"_blank\">vulnerable<\/a> to increased internal threats. As their support bases <a href=\"https:\/\/www.hrw.org\/news\/2026\/05\/27\/burkina-fasos-largest-student-union-suspended-for-criticizing-junta\" rel=\"nofollow noopener\" target=\"_blank\">gradually erode<\/a>, all three juntas within the AES have <a href=\"https:\/\/africacenter.org\/spotlight\/security-sahel-juntas-stifle-civilians\/\" rel=\"nofollow noopener\" target=\"_blank\">intensified crackdowns<\/a> on press freedoms while increasing arbitrary arrests of citizens and opposition figures.<\/p>\n<p>Niger\u2019s junta is particularly vulnerable. The other Sahelian juntas consist of lower-ranking military officers who rose to power by harnessing anger within the military and broader society against the status quo. The Nigerien junta, however, <a href=\"https:\/\/democracyinafrica.org\/a-coup-like-no-other-three-reasons-why-the-coup-in-niger-is-different-from-previous-coups-in-the-sahel-and-why-its-very-serious\/\" rel=\"nofollow noopener\" target=\"_blank\">lacked<\/a> any real support within the armed forces because Tchiani\u2019s primary goal for seizing power in July 2023 was to protect his role as the head of the Presidential Guard, an elite military unit.<\/p>\n<p>In this context, every insurgent attack further threatens the feeble loyalty of a national army whose rank is already deeply <a href=\"https:\/\/thesudantimes.com\/africa\/nigers-tiani-faces-military-divisions-after-failed-mutiny\/\" rel=\"nofollow noopener\" target=\"_blank\">divided<\/a> over Niger\u2019s political direction. It was precisely this accumulated <a href=\"https:\/\/www.dw.com\/en\/nigers-failed-coup-exposes-cracks-in-the-military-and-russias-influence\/a-78572278\" rel=\"nofollow noopener\" target=\"_blank\">frustration<\/a>, after all, that triggered last month\u2019s failed coup: The mutineers were reportedly <a href=\"https:\/\/www.pbs.org\/newshour\/world\/inside-the-24-hour-mutiny-that-threatened-nigers-ruling-junta\" rel=\"nofollow noopener\" target=\"_blank\">driven<\/a> by anger over mounting casualties in the fight against jihadis, as well as perceived favoritism for members of Tchiani\u2019s original Presidential Guard.<\/p>\n<p>Now, the junta is diverting state resources and manpower from counterterrorism operations toward <a href=\"https:\/\/saharareporters.com\/2026\/08\/30\/niger-republic-arrests-dozens-soldiers-over-attempted-coup-nigeria-calls-constitutional\" rel=\"nofollow noopener\" target=\"_blank\">purging<\/a> the army of surviving threats, which will undoubtedly exacerbate the deteriorating security situation that prompted the rebellion in the first place.<\/p>\n<p>While the Africa Corps\u2019 bailout may have bought the junta valuable time, the underlying structural drivers of the uprising remain unresolved. By relying on Russian bullets to crush the failed mutiny, the Nigerien junta has outsourced its survival and entered a classic dependency trap.<\/p>\n<p>At the same time, the moment that Russia begins to be perceived as an occupying force could mark the start of the unraveling of its influence in the region. While foreign security aid is welcomed and loss of mineral assets tolerated, no one\u2014not least in postcolonial West Africa\u2014loves an army of occupation.<\/p>\n<p>In this sense, while Russia\u2019s strategy of regime protection has proved successful in expanding its footprint across the Sahel, it also contains the seed of its own exhaustion. As was the case with the failure of French-led counterterrorism operations, the failure of the Africa Corps to deliver any tangible security improvements could instigate a backlash against Russia. Western actors must be ready to take advantage.<\/p>\n<p>For Washington, the insurrection in Niamey is both a warning and an opportunity. Maintaining pragmatic ties with authoritarian African governments may help the United States compete with Russia in the short term, but doing so carries a cost: namely, a region increasingly devastated by chaos and a constant stream of refugees onto European shores.<\/p>\n<p>Moscow\u2019s economic ties and investment in the Sahel remain marginal. Bogged down by its military <a href=\"https:\/\/www.csis.org\/analysis\/russias-battlefield-woes-ukraine\" rel=\"nofollow noopener\" target=\"_blank\">misadventure<\/a> in Ukraine, Russia has neither the commercial capital nor economic leverage to foster any real long-term regional development. By partnering with African governments through transparent trade and investment agreements focused on reciprocal growth, the United States has an opportunity to fill this economic vacuum and displace Russia\u2019s influence.<\/p>\n<p>Washington\u2019s reframed African strategy is a good start. However, a responsible Sahel strategy must also reinforce human rights and press freedom while respecting African states\u2019 sovereignty, including by restoring at least some humanitarian aid flows and withdrawing tariffs. To avoid stoking anti-colonial resentment, Washington must frame democracy promotion as key to stability, prosperity, and fighting the global war on terrorism\u2014not as a moral imperative or requirement for qualification for vital aid and support.<\/p>\n<p>Amid the growing jihadi insurgency, Washington must also commit to helping the juntas\u2019 counterterrorism efforts via arms sales, intelligence, and training. The United States must also learn from previous missteps; counterterrorism through military operations alone has long failed the West. Through strategic dialogue aimed at fostering a political solution, the United States can distinguish itself as a pragmatic security partner interested in the region\u2019s future, as opposed to Russia, which exploits the region\u2019s instability to expand its short-term footprint.<\/p>\n<p>The ultimate solution to the Sahel\u2019s multifaceted crisis is the enthronement of stable, democratic governments that derive their mandate directly from the people, not puppet regimes propped up by foreign bayonets\u2014whether of the Western or Russian variety. Russia\u2019s Sahel strategy may have succeeded up to this point, but it\u2019s only a matter of time before the Kremlin is forced to realize that underwriting fragile military dictatorships is an unsustainable strategy.<\/p>\n","protected":false},"excerpt":{"rendered":"For several hours last month, the fate of the Nigerien junta hung by a thread.
