In reality, this group of workers is gradually becoming more common in the labor market. Meanwhile, the legal system regarding labor, employment, social insurance, and many labor and social security regulations and standards have not been adjusted in a timely manner to accommodate this group of workers, leading to a legal gap.

According to Mr. Doan, when a new form of labor emerges in the market, all relationships regarding revenue, expenditure, contributions, benefits, and fund creation mechanisms must be studied and their impacts assessed. Simultaneously, new legal mechanisms different from traditional ones must be formed. Therefore, a thorough impact assessment of this group is necessary, in accordance with Article 34 of the Constitution.

According to National Assembly representative Thach Phuoc Binh ( Vinh Long delegation), the draft proposal to include workers without employment relationships and those working on digital platforms into the group subject to compulsory social insurance is a suitable direction, because this is a group of workers who may have regular income but are not yet fully guaranteed social security.

For those working on digital platforms, Mr. Binh suggested clarifying the platform’s responsibilities in verifying income, providing data, paying insurance, and coordinating collection and payment in cases where the platform directly controls the assignment of tasks. At the same time, appropriate measures are needed for those working on multiple platforms, with irregular income, or only working part-time.

“It is necessary to specifically assess the contribution level, the basis for contribution, the employee’s responsibility, and the foundation and benefits they are entitled to before making mandatory contributions,” Mr. Binh said, suggesting that a flexible contribution mechanism and appropriate support for low-income groups should be studied to avoid double contributions when employees are already participating in mandatory social insurance under other employment relationships.

Safety is not just about preserving capital; it must aim to preserve real value.

According to National Assembly representative Vu Van Tien ( Hai Phong City delegation), as of April 30, 2026, the investment balance of the Social Insurance Fund alone exceeded 1.5 trillion VND; of which more than 82%, equivalent to over 1.24 trillion VND, was invested in government bonds, and nearly 18%, approximately 272 trillion VND, was deposited in four commercial banks.

Emphasizing that Vietnam entered the aging process in 2011 and is expected to transition to an aging society around 2036, Mr. Tien suggested that policies can be adjusted, but the economy cannot postpone aging. Therefore, he proposed broadening the understanding of the Fund’s safety. Safety should not only focus on preserving capital but also on preserving real value, maintaining long-term solvency, and creating sustainable growth for the Fund. Thus, the investment strategy needs indicators reflecting the return after costs, the real return after inflation, the growth rate of asset value from investment activities, and the ability to meet payment obligations.

Overview of the conference (Photo: Thuy Nguyen)

Furthermore, the Fund’s deposit mechanism needs to be reformed towards a competitive, transparent, and flexible system regarding maturities. Instead of concentrating deposits at the current four banks, participation should be expanded to include credit institutions that fully meet safety standards, thereby increasing competition and ensuring fairness in accessing the Fund’s capital. Based on this, a mechanism for auctioning deposits by maturity or offering competitive interest rates should be studied, in accordance with the revenue and expenditure needs of each component fund.

“We need to make better use of the diversification tools that the law allows. Government bonds can still be a cornerstone due to their safety characteristics, and the law also allows investment in local government bonds, government-guaranteed bonds, and bonds and certificates of deposit from eligible banks. The question, therefore, is not only what additional tools are needed, but also why the tools already opened up by law have not yet created a more diversified portfolio structure,” Mr. Tien said, adding that investment management needs to be professionalized. Funds with a size of over one trillion dong cannot be managed using the old methods; they need to strengthen their capacity in asset-liability management, cash flow forecasting, inflation, interest rates, and risk control; and at the same time, there must be a relatively clear separation between the investment proposer, the decision-maker, and the supervisor.

Proposals suggest lowering the age for living tissue donation for regenerative treatment for family members.

Commenting on the draft Law on Donation, Procurement, and Transplantation of Human Tissues, Organs, and Cadavers (amended), and focusing on the provision allowing individuals aged 15 to under 18 to donate regenerative tissues while alive for the treatment of family members, National Assembly representative Truong Ho Hai (An Giang Delegation) suggested that the concept of “family member” should be clearly defined, specifically as siblings, in order to minimize the number of people undergoing this procedure.

Regarding age limits, Mr. Hai suggested that a lower age limit could be set, because treating malignant diseases requires a very high degree of clinical compatibility, and the highest compatibility rate is always found among close family members.

Citing an example, if a 6-year-old child has malignant leukemia and only a 10-year-old sister is clinically compatible, then bone marrow donation from the sister is the only way for the child to survive. Mr. Hai argued that the 15-year-old age barrier could deprive the child of a chance of survival, even if a suitable donor is available. International experience shows that many countries, such as the US and European countries, still allow children to donate tissues and stem cells to their siblings, provided they undergo independent medical and psychological evaluations and have the consent of their guardian.

Therefore, Mr. Hai proposed amending the regulations in Clause 5, Article 9 to allow individuals under 15 years of age to donate regenerative tissue while alive, and establishing a special protection mechanism applicable only to siblings, with the consent of their biological parents or legal guardians if the parents are no longer alive, and adding an independent medical-psychological evaluation process to ensure the best interests of the child.

Delegate Tran Thi Hoa Ry giving a speech (Photo: Thuy Nguyen)

National Assembly representative Tran Thi Hoa Ry (Ca Mau delegation) suggested that the drafting committee should research and strengthen the monitoring mechanism for coordinating the procurement and transplantation of human tissues and organs. The law should not only provide for the purpose of donation and transplantation but also ensure that the allocation of human tissues and organs is carried out objectively and transparently, allowing for verification and accountability.

Ms. Ry suggested that a separate provision on inspection, supervision, and accountability in the coordination of organ procurement and transplantation should be added. This provision should include a comprehensive review of the entire process of registration, reception, procurement, preservation, transportation, coordination, and transplantation of human organs, ensuring that all procedures are documented, inspected, supervised, and traceable. Coordination decisions should be stored in an information system, clearly outlining the basis and criteria for the decision, and ensuring that the responsibility of relevant organizations and individuals can be verified and assessed when necessary.

Deputy Speaker of the National Assembly Do Van Chien delivers the closing remarks at the conference (Photo: Thuy Nguyen)

Promote independence, critical thinking, and responsibility, clearly expressing your opinions on each major policy.

In his closing remarks at the First Conference of National Assembly Delegates Working in the National Assembly, on behalf of the Standing Committee of the National Assembly, Politburo member and Standing Vice Chairman of the National Assembly Do Van Chien requested that the lead agency responsible for verification, in coordination with the National Ethnic Council and the Committees of the National Assembly, should promote independence, critical thinking, and responsibility, clearly expressing its stance on each major policy, especially those with differing opinions.
