{"id":867033,"date":"2026-10-01T12:14:10","date_gmt":"2026-10-01T12:14:10","guid":{"rendered":"https:\/\/www.newsbeep.com\/us\/867033\/"},"modified":"2026-10-01T12:14:10","modified_gmt":"2026-10-01T12:14:10","slug":"va-built-dozens-of-new-veteran-health-centers-but-cant-find-enough-doctors-and-staff","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/us\/867033\/","title":{"rendered":"VA built dozens of new veteran health centers but can\u2019t find enough doctors and staff"},"content":{"rendered":"<p>      Fredericksburg, Virginia\u00a0\u2014\u00a0\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmuogwtot000x28qd3ap5cgix@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            When the Department of Veterans Affairs opened a new, state-of-the-art clinic with ribbon-cutting fanfare last year in his hometown of Fredericksburg, Virgina, Michael Dunlap was thrilled to have care so close.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmuoih2of00033b6reo1v7oph@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Dunlap, 63, has been treated in recent years for a ruptured disk in his back, skin cancer, shoulder and neck issues, and respiratory problems. But at the Fredericksburg VA Health Care Center about an hour south of Washington, DC, he\u2019s already gone through four primary care doctors in about a year-and-a-half.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmuoih2of00043b6rckoiuu8q@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cYou get a form letter that just says, you know, \u2018Appreciate serving you. I won\u2019t be there anymore,\u2019\u201d said Dunlap, who spent 23 years in the Marines as a master gunnery sergeant. \u201cYou build up a rapport with a doctor, and now you lose a little bit of confidence because now you\u2019ve got to explain everything all over again.\u201d\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmuoih2of00053b6rvg6dbhl2@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Touted by the VA as \u201cthe nation\u2019s largest VA health care clinic,\u201d the 470,000-square-foot, $300 million facility is still struggling to adequately staff up more than 18 months after opening, according to veterans; health care providers; and members of Congress who represent the area, which has one of the highest concentrations of veterans in the United States.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmuoih2of00063b6rswxlbl9z@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            They describe a vast parking lot and gleaming hallways \u2013 much of the space empty \u2013 and difficulties getting appointments or being seen by a medical professional, even in urgent care situations.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmuov29hs000f3d66cpwhn282@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            It\u2019s a scene playing out across the country where the VA has built or updated about 40 health care facilities after legislation enacted under President Joe Biden expanded benefits, and there was a surge of veterans enrolling for care.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmuoih2of00083b6rcm8egr8x@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            That effort has run headlong into a national health care crisis, <a href=\"https:\/\/www.cnn.com\/2026\/03\/29\/health\/rural-cancer-hurdles-ghrc\" rel=\"nofollow noopener\" target=\"_blank\">especially in rural America<\/a>, driven by critical workforce shortages and funding pressures that led to widespread hospital closures. The VA is facing similar staffing problems \u2013 and having trouble competing with the private sector to fill jobs.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmuoih2of00093b6ryqr4zpkn@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Last month, the department\u2019s <a href=\"https:\/\/www.vaoig.gov\/sites\/default\/files\/reports\/2026-09\/vaoig-26-01046-271_-_final.pdf\" target=\"_blank\" rel=\"nofollow noopener\">inspector general found<\/a> that 97% of VA facilities reported severe shortages of candidates for doctor occupations, and 86% had severe shortages of candidates for nursing positions, a sign of the widespread trouble they have filling jobs. The report says these facilities do not necessarily all have vacancies, but rather that the facilities have identified those jobs as ones that are difficult to fill.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmuoih2of000a3b6r6rh1xjwo@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            While the Fredericksburg clinic has undergone a phased, rolling opening, it still has a staffing vacancy rate of nearly 40%, which means more than 350 positions haven\u2019t been filled, according to VA data obtained by CNN. Roughly half of the new facilities had double-digit vacancy rates as of July, the data shows.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmuoih2of000b3b6reshmumr2@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cThat means that veterans are not getting the services they require,\u201d Rep. Eugene Vindman told CNN. The Virginia Democrat represents the district where the Fredericksburg clinic is located.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmuoih2og000c3b6rnl3484mu@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Vindman, a former Army paratrooper and JAG officer whose district includes about 72,000 veterans, said his staff has been fielding calls from frustrated veterans complaining about services at the facility, which is near Marine Corps Base Quantico and US Army Garrison Fort A.P. Hill.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmuoih2og000d3b6ra3f4f39y@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cIt is the fact that they can\u2019t keep staff, that they can\u2019t hire staff, that it\u2019s taking too long. That\u2019s making wait times too long,\u201d Vindman said. \u201cThat\u2019s making it impossible for veterans to actually get in the door. And that\u2019s what needs to get fixed.\u201d\n    <\/p>\n<p>       <img decoding=\"async\" src=\"https:\/\/www.newsbeep.com\/us\/wp-content\/uploads\/2026\/10\/img-0321.jpg\" alt=\"The VA clinic in Fredericksburg, Virginia, is 40% staffed 18 months after opening. Veterans are complaining about trouble seeking care.\" class=\"image_large__dam-img image_large__dam-img--loading\" onload=\"this.classList.remove('image_large__dam-img--loading')\" onerror=\"imageLoadError(this)\" height=\"756\" width=\"1008\" loading=\"lazy\"\/><\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmuoih2og000e3b6rwde30ncx@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The VA staunchly defends its operations at the Fredericksburg clinic and the care offered to veterans. VA press secretary Quinn Slaven, in a statement to CNN, said that the clinic has \u201cmet its hiring goals\u201d so far as the phased opening continues, but did not elaborate on what the goals were.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmuoih2og000f3b6rxdjewzy0@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cIn less than two years since opening, the clinic has already completed more than 245,000 appointments and is ahead of schedule for enrolling new patients,\u201d Slaven said.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmuoih2og000g3b6rofjhwj9y@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Slaven said all eligible veterans have the choice to get care at the Fredericksburg clinic or at other nearby VA locations. Or veterans can opt to get care at community providers in the private sector at the VA\u2019s expense, he said.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmuoih2og000h3b6rle5xeodl@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Slaven also stressed what he called \u201cdramatic improvements\u201d in how well America\u2019s veterans have been served overall during the second Trump administration. For instance, he said there\u2019s been a drastic reduction in the backlog of veterans waiting for VA benefits.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmuoih2og000j3b6razi990ub@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            One health care provider at the Fredericksburg health care center, who asked to remain anonymous for fear of retribution, as well as other sources familiar with the facility, painted a different picture.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmuoih2og000k3b6ramcnnb6a@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            They said a staffing crunch there has led to burnout, departures and the need to shuttle employees from a larger VA medical center in Richmond, Virginia, about an hour to the south.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmuoih2og000l3b6r6d8ym5cd@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cIt\u2019s overload. They\u2019re exhausted. They\u2019re leaving,\u201d the provider said about doctors and other caregivers, describing employees not taking lunch breaks and a work atmosphere akin to a \u201ccar production line.\u201d\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmuoih2og000m3b6rd46hyc4p@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Katharine Cunningham-Carlot, a 52-year-old Army veteran who lives in Fredericksburg, said she had trouble getting appointments for neurology, ENT, psychiatry and physical therapy.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmuoih2og000n3b6rh6m1s3b2@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            She said she recently sought urgent care for an ear infection at the Fredericksburg facility, only to be told there was no provider to see her.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmuoih2og000o3b6r4sjq1aud@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cThere was nobody in the waiting room. It was completely empty. I said, \u2018Could I see anybody?\u2019\u201d she said, relaying her conversation with reception. She said she was told no. When she asked if she could see a nurse, she said, again, she was told no.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmuoih2og000s3b6rfm5yier5@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Cunningham-Carlot said the parking lot was just as empty.\u202f\u201cI actually thought this would be a good place to practice teenage driving,\u201d she joked.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmuoih2oh000t3b6rj8dtlwtv@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Ashley Carothers didn\u2019t even get in the door.\u202fThe 40-year-old Air Force veteran, who lives in Woodbridge, Virginia, had long battled traffic on the I-95 corridor to get care at the VA Medical Center in Washington, DC.\u202f She thought it would be far easier to go to the Fredericksburg facility.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmuoih2oh000u3b6rm69qmz53@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cAnd so, I made a phone call. I was told on the phone, \u2018Actually, you\u2019re better off, because of staffing shortages, just to keep your care at DC,\u2019\u201d she told CNN.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmuoih2oh000w3b6rn0gqr39z@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The health care sector has been sounding the alarm for years. The Health Resources and Services Administration, part of the Department of Health and Human Services, <a href=\"https:\/\/data.hrsa.gov\/topics\/health-workforce\/nchwa\/workforce-projections\" target=\"_blank\" rel=\"nofollow noopener\">projected<\/a> in December that the US would experience an overall shortage of more than 141,000 physicians by 2038.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmuoih2oh000x3b6rnp014got@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cThere\u2019s a shortage of radiologists. There\u2019s a shortage of primary care practitioners. There\u2019s a shortage of mental health practitioners\u201d, said Suzanne Gordon, senior policy analyst for the progressive-leaning Veterans Healthcare Policy Institute.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmuoih2oh000y3b6rffpn74we@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cWe are seeing a worsening of the health care shortages across the country,\u201d said Dr. David Shulkin, who served as VA secretary in the first Trump administration and was an undersecretary for health during the Obama administration.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmuoih2oh000z3b6rumsviqm2@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cBurnout is not isolated to the VA,\u201d he added. \u201cThis is a big problem in health care in general. We\u2019re seeing nurses and doctors, in particular, leaving the workforce at earlier ages because of the stress of the environment.\u201d\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmuoih2oh00103b6ryi4xixe9@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            But Shulkin added that the VA is constrained by factors that are not of its own making \u2013 including restrictions on what it can pay health care providers and an unwieldy bureaucracy. \u202fHe said it can take weeks longer to hire and credential a doctor at the VA than it would take in the private sector.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmuoih2oh00113b6r4tvwhi2s@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cThis is asking the VA to do something with several hands tied behind their back,\u201d Shulkin said. \u201cThey are limited in their ability to be able to attract qualified health care professionals with the authorities that they\u2019re given, in terms of salary and the flexibility to be able to pay market rates.\u201d\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmuoih2oh00123b6ri37p6tyl@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Under a current salary cap, doctors at the VA cannot earn more than the salary of the president of the United States, or $400,000 per year.\u202f Under legislation passed during the Biden administration, the VA can use waivers for 300 doctor positions to pay above that amount.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmuoih2oh00133b6r7yxi3tiz@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            But Shulkin says 300 waivers are inadequate for the VA health care system that includes 170 medical centers and nearly 1,200 outpatient sites. Moreover, the current VA administration has not used all of those waivers, according to congressional sources familiar with the matter.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmuoih2oh00143b6rmlsu6tra@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Slaven, the VA press secretary, told CNN that the \u201cVA is in the process of assigning all 300 of the salary cap waivers,\u201d and noted that only about 1% of VA\u2019s doctors get the exemption.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmuoih2oi00153b6rhohhz9cp@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cIt takes considerable time and effort to allocate them in a way that doesn\u2019t negatively impact morale and retention among the department\u2019s broader physician workforce \u2014 most of whom will not receive waivers,\u201d Slaven said.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmuoih2oi00163b6ruwkni7s0@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Slaven added: \u201cVA\u2019s ability to recruit and retain health care personnel is hindered by statutory pay caps for physicians, who in many instances can make several hundred thousand dollars more per year in the private sector.\u201d\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmuoih2oi00173b6rrygj37i5@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Gordon says the VA under the leadership of Doug Collins, Trump\u2019s VA secretary, is not blameless for the staffing problems.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmuoih2oi00183b6r9ydc2l3p@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Gordon points to cutbacks under Collins. The VA workforce has been reduced by about 30,000 employees this year and last, and the agency has eliminated tens of thousands of vacant positions.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmuoih2oi00193b6rwpp0my8x@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cThe word on the street now \u2026 is that, you know, \u2018Don\u2019t work at the VA,\u2019\u201d Gordon said. \u201cIt\u2019s an unstable work environment.
