Depends who you ask"},"content":{"rendered":"<p>Looking at Quebec\u2019s electoral map, the riding of Duplessis, located in the province\u2019s C\u00f4te-Nord region, might not stand out in the minds of the majority of Quebecers.<\/p>\n<p>While it ranks as the province\u2019s second-largest riding in terms of sheer size, with a land area of 249,090.96 square kilometres, the region is sparsely populated.<\/p>\n<p>According to \u00c9lections Qu\u00e9bec, there are 37,073 people appearing on the electoral list, out of a population of just over 48,000, the majority of which are concentrated in the cities of Sept-\u00celes and Port-Cartier.<\/p>\n<p>But a closer look at the district\u2019s boundaries \u2014 as they appear on \u00c9lections Qu\u00e9bec\u2019s electoral map, at least \u2014 reveals a long-standing grievance held by Quebec.\u00a0<\/p>\n<p>That\u2019s because the map, also used by the media, including CBC News, encompasses a swath of southern Labrador, showing it as being a part of Quebec.\u00a0\u00a0<\/p>\n<p>Map shows portion of Labrador which is included in the Duplessis riding<\/p>\n<p>In a statement to CBC News, \u00c9lections Qu\u00e9bec spokesperson Gabriel Sauv\u00e9-Lesi\u00e8ge cited a historical dispute over a portion of the territory going back almost 100 years.<\/p>\n<p>&#8220;In 1927, the Privy Council in London defined a land boundary between Quebec and Newfoundland and Labrador \u2014 a boundary that Quebec governments have never formally recognized,&#8221; he said.\u00a0<\/p>\n<p>&#8220;This explains why any map of Quebec produced by a public institution includes this part of the territory.&#8221;<\/p>\n<p>The council had been asked to define Labrador\u2019s coastal area to settle a dispute between Quebec, represented by Canada, and Newfoundland, which at the time was a Dominion of the British Empire.\u00a0<\/p>\n<p>The ruling favoured Labrador, placing the land border far inland to encompass the entire water basin of rivers flowing east into the Atlantic Ocean \u2014 including the Churchill Falls river system.<\/p>\n<p><img decoding=\"async\" loading=\"lazy\" alt=\"Two maps show different borders around Labrador.\"   src=\"https:\/\/www.newsbeep.com\/us\/wp-content\/uploads\/2026\/10\/1790863932_27_default.jpg\" style=\"aspect-ratio:1.7777777777777777\" data-cy=\"image-img\"\/>On the left, a map showing the border between Labrador and Quebec, according to the Quebec government. (Gouvernement du Qu\u00e9bec \/ \u00c9lections Canada)<\/p>\n<p>When Newfoundland joined Canada in 1949, this exact 1927 boundary was entrenched into the Canadian Constitution.\u00a0\u00a0<\/p>\n<p>While Quebec government maps will include the boundary line, it often appears as a dotted line with a label saying it is either not definitive or not final, reflecting Quebec\u2019s position that an injustice was committed.<\/p>\n<p>What does the map mean for voters in the riding?\u00a0<\/p>\n<p>The issue of the riding map raises the question of who can vote in a Quebec provincial election.\u00a0<\/p>\n<p>Would a resident domiciled in Newfoundland and Labrador, but within the Duplessis riding\u2019s limits, be eligible? <\/p>\n<p>\u00c9lections Qu\u00e9bec says that since the scenario is hypothetical, it can\u2019t provide further details. <\/p>\n<p>&#8220;Currently, no one living in this part of the territory is registered on Quebec\u2019s\u00a0\u00a0permanent electoral list,&#8221; Sauv\u00e9-Lesi\u00e8ge said.\u00a0<\/p>\n<p>&#8220;Should such a situation arise, a thorough analysis would be required.&#8221;<\/p>\n<p><img decoding=\"async\" loading=\"lazy\" alt=\"The photo is a head-and-shoulders profile image of a woman. (CBC)<\/p>\n<p>According to Kathryn Furlong, a professor of geography at the University of Montreal, the inclusion of a portion of Labrador functions primarily as a political statement, rather than serving an active voting population.\u00a0<\/p>\n<p>&#8220;I think it is a constant, subtle message to people that this is something that belongs to the province of Quebec,&#8221; she said.<\/p>\n<p>The part of Labrador that&#8217;s included in the riding of Duplessis is what Quebec defines as ultra petita, Furlong said \u2014 a Latin term for something that&#8217;s granted in a legal decision above and beyond what was initially asked for. <\/p>\n<p>The disputed territory, she explains, &#8220;was not requested by Newfoundland during the border decision of 1927, but accorded to Newfoundland as part of that decision.&#8221;<\/p>\n<p>WATCH | N.L. takes issue with Hydro-Qu\u00e9bec map:<img decoding=\"async\" src=\"https:\/\/www.newsbeep.com\/us\/wp-content\/uploads\/2026\/10\/1790863934_203_default.jpg\"  alt=\"\" class=\"thumbnail\" loading=\"lazy\"\/><\/p>\n<p class=\"video-item-title\">PCs, Liberals slam \u2018disrespectful\u2019 Hydro-Quebec map suggesting Labrador border isn\u2019t final<\/p>\n<p>Day 2 of the debate at the House of Assembly over the tentative new Churchill Falls deal saw the Liberals and PCs come together on one point. Both sides accused Hydro-Quebec of misrepresenting the boundary between N.L. and Quebec.
