Journey is seeking a contract that covers approved expenses, but the county executive\u2019s proposed budget does not include a resolution to the funding gap.<\/p>\n<p>\u201cThese are state-mandated programs,\u201d Valencia said. \u201cThe county has essentially been funding them through a nonprofit\u2019s fundraising and reserves, and we can\u2019t anymore. We need them to pay for the services they\u2019re receiving.\u201d<\/p>\n<p>Journey is appealing to county supervisors during October budget deliberations.
