—The Alameda County Registrar of Voters made a massive error by sending San Leandro voters incorrect ballots that include all four of the city’s district-based council elections.

This is the first election cycle in which San Leandro’s new district-based voting system is being used. Previously, San Leandro employed an unusual system in which candidates were required to live within their district boundaries but were elected by voters citywide.

The ballots received by San Leandro voters this week appear to follow the old system, listing all four City Council races and the citywide mayoral contest on the same ballot.

Instead, voters in Districts 1, 2, 3, and 5 should see only the mayoral race and their respective district’s council race on their ballots.

Three of the four council races are uncontested, but the District 3 contest between Lee Thomas and Joseph Trujillo could potentially be affected by the ballot blunder.

“I’m extremely disappointed with the recent ballot distributed by Alameda County,” Thomas told East Bay Insiders on Thursday afternoon. “The mistake has the potential consequences of affecting my race and the people of San Leandro.”

A similar mistake occurred during the fall 2022 election, incidentally, also in San Leandro.

In that election, the registrar omitted the San Leandro school board race in Trustee Area 2 from vote-by-mail ballots.

Supplemental ballots were subsequently sent to affected voters, requiring them to submit a second ballot to vote in that contest.

The current situation may not be as easy to remedy. Ballots sent citywide appear to be incorrect, listing as many as three council races in which individual voters are not eligible to cast ballots.
