There was no data for Canada since pharmaceutical companies here are not required to declare what they give to physicians.<\/p>\n<p class=\"c-article-body__text mv-16 l-inset text-pb-8\" data-sophi-feature=\"interstitial\"><a href=\"https:\/\/www.theglobeandmail.com\/business\/economy\/article-canada-health-infoway-former-ceo-dismissed-parliamentary-testimony\/\" rel=\"nofollow noopener\" target=\"_blank\">Former CEO was dismissed in part for testimony that made organization look bad, Infoway says<\/a><\/p>\n<p class=\"c-article-body__text text-pr-5\">Innovative Medicines Canada, an association that represents about 40 drug makers, said in a statement that its <a href=\"https:\/\/innovativemedicines.ca\/wp-content\/uploads\/2022\/01\/2022-Code-of-Ethical-Practices-EN-Final.pdf\" rel=\"nofollow noopener\" target=\"_blank\">code of ethical practices<\/a> prohibits members from providing gifts or other personal benefits. <\/p>\n<p class=\"c-article-body__text text-pr-5\">The code, however, permits companies to offer \u201creasonable meals\/refreshments\u201d during promotional activities. It also allows them to compensate health care professionals for participating in activities such as speaking engagements, chairing meetings, advisory boards or market research.<\/p>\n<p class=\"c-article-body__text text-pr-5\">\u201cCanada and the U.S. operate under different regulatory and disclosure frameworks. These differences are important context when comparing practices between the two countries,\u201d the association\u2019s statement said.<\/p>\n<p class=\"c-article-body__text text-pr-5\">However, Joel Lexchin, a professor emeritus at York University\u2019s Faculty of Health and one of the review\u2019s co-authors, said the findings of the Cochrane analysis could apply to Canada. \u201cBased on the 45 years that I\u2019ve been looking at these issues, it\u2019s pretty clear to me the way that the drug companies promote their drugs here in Canada is the same as the way that they promote them in the United States,\u201d he said in an interview. <\/p>\n<p class=\"c-article-body__text text-pr-5\">Prof. Lexchin added that Ottawa should step in and make payment disclosure mandatory. \u201cBut the federal government has never shown any interest in doing this,\u201d he said.<\/p>\n<p class=\"c-article-body__text text-pr-5\">Alexandre Bergeron, a spokesperson for federal Health Minister Marjorie Michel, said that regulating physicians is a provincial and territorial jurisdiction.<\/p>\n<p class=\"c-article-body__text mv-16 l-inset text-pb-8\" data-sophi-feature=\"interstitial\"><a href=\"https:\/\/www.theglobeandmail.com\/business\/economy\/article-axe-fax-digital-prescription-quebec-prescribeit\/\" rel=\"nofollow noopener\" target=\"_blank\">Cancelled federal \u2018axe the fax\u2019 digital prescription program gets new life in Quebec<\/a><\/p>\n<p class=\"c-article-body__text text-pr-5\">Ontario is the only province to have passed a law requiring companies to divulge their payments to health care professionals and organizations. The Health Sector Payment Transparency Act was enacted in 2017 under former Liberal premier Kathleen Wynne. However, it never came into force because its regulations hadn\u2019t been finalized by the time Premier Doug Ford\u2019s Conservatives took power in 2018.<\/p>\n<p class=\"c-article-body__text text-pr-5\">Prof. Lexchin said it would be preferable to have a federal disclosure law, rather than provincial legislation. \u201cMuch, much more\u201d data for the whole country would be available that way, he said.<\/p>\n<p class=\"c-article-body__text text-pr-5\">The Cochrane review looked at 93 studies \u2013 82 from the U.S. and others from France, the Netherlands, Denmark, Germany, Sweden and the United Kingdom. \u201cThe vast majority of the studies, all but one, showed that exposure to the promotional activity of gifts or payments made the prescribing less appropriate,\u201d said the review\u2019s senior author Lisa Bero, a University of Colorado Anschutz medicine professor. <\/p>\n<p class=\"c-article-body__text text-pr-5\">Dr. Bero and another co-author, Barbara Mintzes, a University of Sydney pharmacy professor, spoke to reporters at a technical briefing on Tuesday. <\/p>\n<p class=\"c-article-body__text text-pr-5\">They shared a graph from one study showing that the number of meals that doctors received from opioid manufacturers correlated with the number of doses they prescribed the following year. <\/p>\n<p class=\"c-article-body__text text-pr-5\">The same pattern occurred with other classes of drugs, such medications for diabetes or blood pressure, Dr. Mintzes said. \u201cThis isn\u2019t just an individual doctor-patient issue, and it\u2019s certainly not just an issue of a few bad apples. It\u2019s more of a systemic problem.\u201d <\/p>\n<p class=\"c-article-body__text text-pr-5\">Even \u201cvery small payments\u201d influenced physicians to prescribe higher doses, beyond national guidelines, Dr. Bero said. <\/p>\n<p class=\"c-article-body__text text-pr-5\">In the U.S., the Physician Payments Sunshine Act requires pharmaceutical companies to declare all payments to physicians. France has a similar public database, Transparence Sant\u00e9.<\/p>\n<p class=\"c-article-body__text text-pr-5\">The French data, for example, enabled researchers to analyze records for more than <a href=\"https:\/\/www.bmj.com\/content\/bmj\/367\/bmj.l6015.full.pdf\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.bmj.com\/content\/bmj\/367\/bmj.l6015.full.pdf\">41,000 family doctors<\/a>, documenting how those who received gifts prescribed more.<\/p>\n<p class=\"c-article-body__text text-pr-5\">Some Canadian companies voluntarily release their payment information. GSK Canada, for instance, made public a breakdown of the <a href=\"https:\/\/ca.gsk.com\/en-ca\/responsibility\/ethical-standards\/transparency-reporting\/\" rel=\"nofollow noopener\" target=\"_blank\">$18.9-million<\/a> it paid in 2025 to health care professionals and corporations.
