A national power outage hits, and even paying for bread becomes a digital gamble. Sounds dramatic? It\u2019s not. <a href=\"https:\/\/www.bbc.com\/news\/world-africa-68569022\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">West Africa lived it when four cables broke in March 2024<\/a>, plunging 13 countries into online limbo. Barely two months later, <a href=\"https:\/\/tech-ish.com\/2024\/05\/12\/kenya-internet-slowdown-may\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">Kenya and the rest of East Africa were hobbling<\/a> when the EASSy and SEACOM cables were sliced off the KwaZulu-Natal coast, forcing Internet traffic to limp for three painful weeks until repairs wrapped up in June. And in December, <a href=\"https:\/\/www.reuters.com\/world\/africa\/major-power-outage-hits-kenya-affects-internet-access-2024-12-18\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">Kenya\u2019s six-hour nationwide blackout<\/a> made us realise just how quickly the web can go dark.<\/p>\n<p>These breakdowns revealed a hard truth: Africa\u2019s Internet is far too fragile for a continent racing towards <a href=\"https:\/\/tech-ish.com\/2025\/07\/25\/kenyan-matatus-have-finally-gone-cashless-and-m-pesa-is-king\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">a cashless, digital-first future<\/a>. Now, telecom leaders say enough is enough. Enter the Model Framework for Building Internet Resilience in Africa, a bold playbook being sold as the insurance policy against \u201cdigital darkness.\u201d<\/p>\n<p>So, what\u2019s this framework about?<\/p>\n<p>The African Telecommunications Union (ATU), the Internet Society (ISOC), and AFRINIC have teamed up to create <a href=\"https:\/\/atuuat.africa\/wp-content\/uploads\/2025\/07\/Final-Model-Framework-for-Building-and-Sustaining-Internet-Resilience-in-Africa-Post-Validation-0206-3.pdf\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">a continental guide<\/a> for building sturdier Internet systems. At its heart are three focus areas:<\/p>\n<p>Networks and ISPs \u2013 making sure service providers can stay afloat even during crises.<\/p>\n<p>Critical infrastructure \u2013 protecting the lifelines: power grids, undersea and terrestrial cables, Internet Exchange Points (IXPs), and domain registries.<\/p>\n<p>Market conditions \u2013 keeping competition alive and services affordable so that providers have the cash flow to keep networks resilient.<\/p>\n<p>That last piece may surprise you. But as the framework notes, cheap Internet is great until providers can\u2019t fund backups or invest in redundancy. In other words: reliability isn\u2019t free.<\/p>\n<p>-Ad-<br \/>\n\t\t\t\t\t<a href=\"https:\/\/infinix.egatee.com\/en\/activity\/luckyDraw\/entry?actId=33ojzCnyFp&amp;cc=KE&amp;ci=5&amp;app_identity=1\" title=\"Infinix HOT 60i!\" target=\"_blank\" rel=\"noopener nofollow\"><br \/>\n\t\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/www.newsbeep.com\/us\/wp-content\/uploads\/2025\/08\/HOT-60i-monthly-banner-Techish-July.jpg\" alt=\"Infinix HOT 60i!\" width=\"250\" height=\"208\"\/><br \/>\n\t\t\t\t\t<\/a><\/p>\n<p>What changes on the ground?<\/p>\n<p>If a country adopts this framework, any operator that runs part of the Internet\u2019s nervous system, whether it\u2019s Safaricom, Kenya Power, Liquid, or the .ke domain registry, will be required to file a Plan for Resilience within a year. Think of it as a digital fire drill on steroids. These plans must spell out how they\u2019re baking in redundancy, resourcefulness, and rapid recovery. And they won\u2019t gather dust. Every year, they\u2019ll have to be reviewed, tested, and updated. The framework even pushes for stress tests: intentionally poking holes in networks to see if they bend or break.<\/p>\n<p>Why now?<\/p>\n<p>Because the warning signs are flashing bright red. Africa is still, as ATU boss John Omo put it, \u201cone cable cut or nationwide blackout away from another digital standstill.\u201d Schools, hospitals, markets, and mobile money can\u2019t afford to keep stuttering every time the grid sneezes or a ship\u2019s anchor drifts too close to a fiber cable.<\/p>\n<p>The framework borrows from heavyweights like the <a href=\"https:\/\/home-affairs.ec.europa.eu\/policies\/internal-security\/counter-terrorism-and-radicalisation\/protection\/critical-infrastructure-resilience-eu-level_en\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">EU\u2019s directive on critical infrastructure<\/a>, the UK\u2019s \u201canticipate, react, recover\u201d model, and the <a href=\"https:\/\/www.dhs.gov\/publication\/dhs-resilience-framework\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">U.S. Department of Homeland Security\u2019s six-step resilience playbook<\/a>. But it isn\u2019t a copy-paste job. It\u2019s tailored to Africa\u2019s realities: fragile grids, long undersea dependencies, and affordability challenges.<\/p>\n<p>ISOC\u2019s Pulse platform will provide the data muscle, tracking Internet performance and resilience across the continent in real time. That means decision-makers won\u2019t just be flying blind. They\u2019ll have numbers to guide investments and policies.<\/p>\n<p>Of course, a framework is only as strong as its adoption. The ATU will circulate it to member states, but governments will need to translate it into law, regulators will need to enforce it, and operators will need to actually implement it. That\u2019s a tall order, but also a necessary one. Africa\u2019s digital boom is happening whether infrastructure is ready or not. More people are streaming, transacting, and studying online every day. But as 2024 reminded us, one weak link can unplug an entire region.<\/p>\n<p>The new resilience framework doesn\u2019t promise perfection.
