New York City and the consortium of landowners, tenants, and others who sued to revamp its property tax code failed to come to an agreement Monday over how to end the years-long litigation, after a nearly two-hour court hearing.
The parties continued to have private discussions with state Supreme Court Justice Gerald Lebovits after the Manhattan courthouse closed and staff were sent home at 5 p.m.
